The Armed Forces frequently deploy their personnel to expeditionary locations around the world. For example, the Air Force tasks its personnel to deploy based on a six-month rotational cycle. In the current tasking process, the deployment makes its way down from combatant commanders to squadron commanders through the chain of command. The commander then has a few days to select an individual from their unit to fill the tasking. Facility and built infrastructure asset management are necessary functions of any organization that utilizes buildings to operate their businesses. However, most organizations require facility managers to ensure the successful operation of their assets without providing sufficient resources to accomplish this task. Therefore, in resource-scarce environments, facility managers require data-driven solutions to manage their assets and make the best decisions. This report presents a wave method to be used for the structural identification and damage detection of structural components in bridges, e.g., bridge piers. This method has proven to be promising when applied to real structures and large amplitude responses in buildings (e.g., mid-rise and high-rise buildings). This study is the first application of the method to damaged bridge structures. The bridge identification was performed using wave propagation in a simple uniform shear beam model. The focus of this thesis is to design an efficient and effective preventative maintenance program for the electrical equipment that the United States Army Corps of Engineers (USACE) operates at the locks and dams. This thesis presents the concept of asset management and designs a framework to manage the electrical assets at USACE. The methodology was tested, and the results validated the framework proposed in this thesis. In 2017, the United States Environmental Protection Agency (EPA) reported that Americans generated over 268 million tons of municipal solid waste (MSW). The majority (52%) of this waste ends up in landfills, which are the third largest source of anthropogenic methane emissions. Improvements in terms of waste management and energy production could be solved by integrating MSW processing with hydrothermal carbonization (HTC) and anaerobic digestion (AD) for converting organic carbon of MSW to fuels. “Current infrastructure systems modeling literature lacks frameworks that integrate data visualization and trend extraction needed for complex systems decision making and planning. Critical infrastructures such as transportation and energy systems contain interdependencies that cannot be properly characterized without considering data visualization and trend extraction.

This dissertation presents two case analyses to showcase the effectiveness and improvements that can be made using these techniques. Case one examines flood management and mitigation of disruption impacts using geospatial characteristics as part of data visualization. Reverse auction theory is the basis for competitive construction bidding process. The lowest bid method is utilized for selecting contractors in public projects. The winning contractor having the lowest bid value could be cursed when the submitted bid value results in negative profits. Rural water supply services worldwide consistently fail to deliver full public health impacts as intended due to a low service sustainability. This failure is increasingly attributed to weak local systems composed of social, financial and environmental factors. Medium operating temperature hybrid solar-biomass TPV power plant design requires complex integration of multiple high temperature processes with low band-gap TPV cells. A 0.72 eV band-gap GaSb TPV cell has been used in thermophotovoltaic (TPV) systems operating at temperatures above 1400 °C. Low band-gap TPV cells, such as InGaAs (Eg = 0.55 eV) and InAs (Eg = 0.36 eV) could enable a TPV system to operate optimally at temperatures ≈1000 °C. This study explores the feasibility of miniature shipping container usage within existing intermodal transportation (IT) supply chains. Smaller intermodal container shipments may help realign freight shipments with the most efficient transportation mode, rail. These containers embolden the dimensional domain (DD) of shipping. The shipping container dimensional domain (container size variation and modal fluidity) is widespread and results in shipments that are often larger or more infrequent than needed. The DD impacts transport mode, shipping frequency, shipment velocity, intermodal supply chain accessibility, and regional shipping networks.
