This study examined the applicability of a multiple criterion decision making method, known as the Analytic Hierarchy Process (AHP) , to economic analysis decisions involving project selection. Through a survey of the literature and current practices, it was determined that qualitative criteria were not adequately represented in a typical economic analysis of projects. Several MCDM methods were examined and the AHP was found to be the most promising technique to rate projects on a ratio scale. This study focused on a selected group of schedule metrics in use at Aeronautical Systems Center (ASC) acquisition program offices. Over 300 metrics were collected from the System Program Offices (SPOs). The metrics data were sorted into the categories of cost, schedule, and performance. In order to narrow the scope of the project, the team decided to focus on schedule metrics. Seven of the most common schedule metrics were selected for evaluation by a group of five experienced acquisition professionals. Production planning problems where multiple item categories are produced simultaneously are examined. The items have random yields and are used to satisfy the demands of many products. These products have specification requirements that overlap. An item originally targeted to satisfy the demand of one product may be used to satisfy the demand of other products when it conforms to their specifications. This study was a calibration, validation and comparison of four software effort estimation models. The four models evaluated were REVIC, SASET, SEER, and COSTMODL. A historical database was obtained from Space Systems Division, in Los Angeles, and used as the input data. Two software environments were selected, one used to calibrate and validate the models outside their environment of calibration. REVIC and COSTMODL are COCOMO derivatives and were calibrated using Dr. Boehm's procedure. SASET and SEER were found to be un-calibratable for this effort. One phase in the Officer Training School (OTS) selection process is meeting a selection board. Recruiting Services (HQ ATC/RS) currently uses a regression model (based on data from one board) to evenly distribute 'quality' among the different panels in the selection boards. HQ ATC/RS wanted a method of predicting board scores based on data from multiple boards. This study used the results from eighteen boards and 9215 applicants to develop and validate a multi-board regression model for each of five application categories.
