Over the last few years, wildfires have become more devastating to communities as the fires are inevitably destructive to many homes, businesses, and ecosystems. Frequent wildfires also pose a significant threat to power grids and nearby residents as they can damage transmission lines and other electrical equipment, which in turn can cause major power shutdowns. Especially in western U.S., severe drought conditions and weather variability cause residents to become more vulnerable to wildfire disasters as their safety is threatened. The Politics Of Biomass Energy In California: How External Benefits Are Used To Support An Economically Marginal Sector, Dana L. Dysthe

Since the 1990s, there has been a decline in biomass energy generation in California. In order to promote state governmental policies aiming to increase biomass energy generation in California, the sector has been linked to a series of external benefits that biomass energy purportedly brings. Through document analysis, semi-structured interviews, and participant observation, five distinct external benefits were identified that have been used to promote the biomass energy sector. These external benefits are: renewable energy generation, air quality improvements, promotion of forest restoration and fuel removal projects, disposal of wood waste from agricultural and forestry sectors, and rural economic development. …

Utility Vegetation Management (UVM) is often the largest maintenance expense for many utilities. However, with advances in Unmanned Aerial Systems (UAS; or more commonly, “drones”) and lidar technologies, vegetation managers may be able to more rapidly and accurately identify vegetation threats to critical infrastructures. The goal of this study was to assess the utility of Geodetics’ UAS-lidar system for vegetation threat assessment for 1.6 km of a distribution electric circuit. We investigated factors which contribute to accurate tree crown detection and segmentation of trees from within an UAS-lidar derived point cloud, and the factors which contribute to accurate tree risk …

Vegetation management programs are now one of the largest budget items for most of the utility companies in the United States. Control methods used in line clearance activities include mechanical trimming, planting management, or use of tree growth regulators (chemicals that suppress the production of gibberellins, the plant hormones that control stem elongation). The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

Teams at the University of Maine Presque Isle and the University of Maine at Forth Kent are engaged in evaluating the potential for forest and grass biomass energy in Aroostook County, funded through Maine’s Sustainability Solutions Initiative. The article discusses how this potential is being evaluated and the possible ways in which expanding grass and wood biomass might benefit farmers and residents of The County. It suggests that using some of Maine’s farmland for fuel might be sustainable with appropriate management and with consideration for potential environmental and socioeconomic drawbacks

The proposed Dickey-Lincoln School Lakes Project in northern Maine is a multipurpose installation on the St.John River. The combination hydroelectric power and flood control project is located in Aroostook County, Maine, near the Canadian border. The two proposed earth fill dams located at Dickey are 10,200 feet in length with a maximum height of 335 feet. They would impound 7.7 million acre feet of water at a maximum pool elevation 910 feet mean sea level. Construction of the proposed Dickey-Lincoln School Lakes Project in Aroostook County, Maine will result in the isolation of an area of land due to the impoundment behind Dickey Dam. This land area is located between the United States - Canadian border, the Little Black River, the impoundment (elevation = 913 feet), the Big Black River, and the Shields Branch of the Big Black River, and comprises 183,768 acres of land. A previous report (ERT, 1977) determined the forest types within two miles of the impoundment but did not extend to the Canadian border. This report addresses the forest types

The U.S. Departments of the Interior and Energy have conducted system planning, location, and environmental studies for the trans-mission facilities required for the Dickey-Lincoln School Hydroelectric Project. These studies of many alternate routes have resulted in iden-tification of a proposed transmission line route, and an environmental impact statement, as required by the National Environmental Policy Act of 1969. This report, documenting an early phase of the overall studies, was first published by the Department of the Interior in February 1977. It is being republished as Appendix A to the DOE Environmental Impact Statement for the project.

The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System.
