The licensed wireless spectrum is currently under-utilized by as much as 85%. Cognitive radio networks have been proposed to employ dynamic spectrum access to share this under-utilized spectrum between licensed primary user transmissions and unlicensed secondary user transmissions. Current secondary user opportunistic spectrum access methods, however, remain limited in their ability to provide enough incentive to convince primary users to share the licensed spectrum, and they rely on primary user absence to guarantee secondary user performance. The biological effects of intense sub-nanosecond pulses on tissues or cells are in the dielectric domain and not based on thermal loading as in the conventional microwave radiation, which may lead to an entirely new approach of modifying cell functions. Moreover, the resulting cell functional change may be detected with higher resolution by broadband, sub-nanosecond pulses than conventional narrowband systems. Bipolar pulse generation has been studied using transmission line technology, which was mainly used for monopolar pulse generation. In this thesis, low impedance, high current, nanosecond pulse generators were designed, constructed and tested. Five transmission lines were connected in parallel, so the impedance was 10 n. The transmission lines were switched by a spark gap switch operated in air. The closing of the switch creates a matched condition on one side of the transmission lines and a short circuit on the other side of the transmission lines. Alloys composed of lead, telluride and selenide compounds exhibit very high figure of merit ZT values at intermediate temperatures, making them exceptional thermoelectric materials in a particular temperature range. Advancement in thermoelectric devices and applications hinges on increasing ZT, which is a ratio of the thermoelectric power factor to the thermal conductivity. One of the proposed avenues to achieving this goal is the use of low dimensional structures such as quantum wells, quantum dots, superlattices (SL) and nanolaminates to affect heat transport. Ionizing radiation detecting microstructured optical fibers are fabricated, modeled and experimentally measured for X-ray detection in the 10-40 keV energy range. These fibers operate by containing a scintillator material which emits visible light when exposed to ionizing radiation. An X-ray source characterized with a CdTe spectrometer is used to quantify the X-ray detection efficiency of the fibers. The solid state CdTe detector is considered 100% efficient in this energy range. A liquid filled microstructured optical fiber (MOF) is presented where numerical analysis and experimental observation leads to a geometric theory of photon transmission using total internal reflection. Among many Vanadium oxides and suboxides, VO2 has received considerable attention due to its remarkable metal-insulator transition (MIT) or semiconductor-metal transition (SMT) behavior, a reversible change in its electrical and optical properties that occurs due to a phase transition near a temperature of 68°C. Electrically, the resistivity of VO2 can be changed as large as 4-5 orders of magnitude. Faults in dynamical systems can have serious safety and reliability implications. For example, actuator and sensor faults have been factors in past incidents and mishaps in many aerospace systems. A large body of research is devoted to developing methods to detect and identify actuator and sensor faults in such systems.

Organic solar cells (OSCs) are a promising alternative to conventional silicon solar cells. These organic devices offer the promise of facile low cost large scale solution based processing on lightweight, flexible, plastic substrates. At the present state of the technology, however, OSCs exhibit relatively low power conversion efficiencies. To improve these efficiencies, new materials are constantly being developed.

Niobium nitride films (NbNx) were grown on Nb and Si (100) substrates using pulsed laser deposition (PLD), laser heating, and thermal diffusion methods. Niobium nitride films were deposited on Nb substrates using PLD with a Q-switched Nd: YAG laser (λ = 1064 nm, 40 ns pulse width, and 10 Hz repetition rate) at different laser fluences, different nitrogen background pressures and deposition temperatures. The effect of changing PLD parameters for films done by PLD was studied. The seen observations establish guidelines for adjusting the laser parameters to achieve the desired morphology and phase of the grown NbNx films.

The inactivation abilities of a nonthermal plasma jet were investigated with the yeast C. kefyr, a pathogen with increasing importance in healthcare. The plasma is generated using a microhollow cathode discharge (MHCD) geometry operated with a DC voltage of 2 kV and a current of 30 mA using air as the operating gas at an airflow rate of 8 SLM.
