This report examins the extent of air pollution emissions resulting from the use of backup generators at data centers in Northern Virginia, including both actual current emissions and potential future emissions, and how those emissions totals compare to other sources of air pollution in the Northern Virginia region. It also examines how exposure to data center emissions correlates with demographic characteristics such as race, income, and education.

Conventional CMOS scaling has driven remarkable advances in computing but faces increasing physical and energy constraints, motivating alternative computing paradigms that integrate memory and computation while improving energy efficiency. Nanoscale magnetic systems offer a promising platform for such approaches because their intrinsic nonlinear dynamics and localized magnetic fields can support both classical and quantum information processing. This thesis investigates nanomagnetic systems for physical reservoir computing and, with primary emphasis, for localized quantum control of spin qubits.

This thesis investigates the deployment and performance of unmanned aerial vehicles (UAVs) within the Virginia Commonwealth University Open Cyber City (OCC) testbed. The study focuses on evaluating real-time indoor positioning performance using the Crazyflie drone platform. High-precision position measurements are obtained using the Vicon motion capture system, enabling analysis of the latency between the drone’s actual position and the system-reported position. In a closed-loop control system, the time difference between the position measurement and the application of the control command is called the system delay. Nanomagnetic devices are of great interest in digital hardware because of their non-volatility and dynamic ability to change magnetization but suffer from high switching error rates and temperature sensitivity. Magnetostrictive nanomagnets that utilize strain to switch between stable magnetization states encoding bit information are of interest since they are extremely energy efficient as piezoelectric layers can be used to rotate magnetization that have switching energies in the range of attojoules. Their stochasticity can also be useful in probabilistic, analog, neuromorphic, and collective computing systems, where occasional switching errors are not devastating. Intelligent Reflecting Surfaces (IRSs) are transforming next-generation wireless networks by enabling dynamic control of the propagation environment for improved localization and security. This thesis advances Angle-of-Arrival (AoA) and distance estimation in IRS-assisted systems using a hybrid architecture with active sensing and passive reflecting elements. A modified MUSIC algorithm, optimized for near-field localization, decouples 2‑D AoA and 1‑D range estimation using a grid-and-peak pseudo-spectrum scan, achieving sub-degree AoA (0.003 rad) and sub-meter range (0.05 m) accuracy with over 100× lower complexity than classical 3D MUSIC.

A novel power balance technique is employed for cascading failure analysis and power grid vulnerability measurement. Annealing is a critical process in modern GaN technology, essential for achieving p-type conductivity by activating the MgGa acceptor, as first demonstrated by Shuji Nakamura in the early 1990s. Despite the omnipresence of hydrogen as an impurity in GaN crystals, the precise mechanisms governing hydrogen diffusion and acceptor passivation remain only partially understood. This study explores the potential of beryllium (Be) as an alternative dopant to magnesium (Mg) for achieving higher hole concentrations in gallium nitride (GaN). Despite Mg prominence as an acceptor in optoelectronic and high-power devices, its deep acceptor level at 0.22 eV above the valence band limits its effectiveness. By examining Be, this research aims to pave the way to overcoming these limitations and extend the findings to aluminum nitride and aluminum gallium nitride (AlGaN) alloy. This thesis presents a real-time robotic motion control system for human-robot teams. The framework utilizes artificial potential fields (APFs) to guide robotic agents towards a “goal” agent while navigating around “obstacle” agents; these goals and obstacles are also dynamic agents with their own set of tasks. Artificial Intelligence (AI) has witnessed increased application and widespread adoption over the past decade. AI applications to medical images have the potential to assist caregivers in deciding on a proper chronic wound treatment plan by helping them to understand wound and tissue classification and border segmentation, as well as visual image synthesis.
