In a globally commercialized information environment, China uses evolving commercial enabler networks to position and project its goals. They do this through cyber, intelligence, and information operations. This paper breaks down the types of commercial enablers and how they are used operationally. It will also address the CCP's strategy to gather and influence foreign and domestic populations throughout cyberspace. Finally, we conclude with recommendations for mitigating the influence of PRC commercial enablers.

Cloud computing has revolutionized enterprise IT infrastructure, yet escalating costs and resource inefficiencies threaten to undermine these benefits. This research examines FinOps-driven optimization models that enable organizations to balance cloud performance, cost efficiency, and business value. The study addresses the critical challenge enterprises face in managing cloud expenditures while maintaining operational excellence. Through comprehensive analysis of FinOps principles and practical optimization frameworks, we develop models that integrate financial accountability, technical efficiency, and business alignment. Our research demonstrates that organizations implementing structured FinOps practices achieve 25-40% cost reductions without compromising application performance. Enterprise Resource Planning systems serve as the backbone of modern organizational operations, yet their centralized architecture creates significant challenges for auditability and regulatory compliance. This research proposes a permissioned blockchain framework to enhance ERP auditability by creating immutable, transparent, and traceable records of all system transactions and modifications. The study addresses critical gaps in current ERP systems where transaction histories can be altered, audit trails prove insufficient, and compliance verification remains cumbersome. Industrial Control Systems (ICS) are widely used by critical infrastructure and are ubiquitous in numerous industries including telecommunications, petrochemical, and manufacturing. ICS are at a high risk of cyber attack given their internet accessibility, inherent lack of security, deployment timelines, and criticality. A unique challenge in ICS security is the prevalence of serial communication buses and other non-TCP/IP communications protocols. The communication protocols used within serial buses often lack authentication and integrity protections, leaving them vulnerable to spoofing and replay attacks. Enterprise cloud adoption has accelerated dramatically, yet governance frameworks struggle to keep pace with evolving architectural complexity. This research examines how organizations can embed governance principles directly into cloud architecture designs rather than treating compliance as an afterthought. Enterprise Resource Planning systems represent substantial organizational investments, yet many organizations struggle to realize expected benefits after implementation. This research develops a decision intelligence framework specifically designed to maximize ERP value realization during the critical post-implementation phase. While extensive literature addresses ERP implementation challenges, significantly less attention focuses on extracting value after systems go live. Our framework integrates data analytics, organizational learning, and strategic decision-making into a cohesive approach that transforms ERP systems from operational tools into strategic assets. Enterprise Resource Planning systems have evolved from transactional processing tools into strategic digital backbones that orchestrate organizational value creation. This research examines how modern ERP implementations transcend traditional operational efficiency goals to enable continuous innovation, real-time decision-making, and ecosystem integration. Through analysis of contemporary ERP architectures and their impact on organizational capabilities, we demonstrate that successful digital transformation requires reconceptualizing ERP not as a software package but as an adaptive infrastructure supporting diverse business models. Through cyber-enabled industrial espionage, China has appropriated what Keith Alexander, the former Director of the National Security Agency, dubbed “the largest transfer of wealth in history.” Although China disavows intellectual property (IP) theft by its citizens and has set self-sustained research and development as an important goal, it is unrealistic to believe IP theft will slow down meaningfully without changing China’s decision calculus. The article presents the design of a model environment for penetration testing of an organization using virtualization. The need for this model was based on the constantly increasing requirements for the security of information systems, both in legal terms and in accordance with international security standards. The model was created based on a specific team from the unnamed company. The virtual working environment offered the same functions as the physical environment. This paper introduces a novel transit data analytics platform for public transit planning, assessing service quality and revealing service problems in high spatiotemporal resolution for public transit systems based on Automatic Passenger Counting (APC) and Automatic Vehicle Location (AVL) technologies. The platform offers a systematic way for users and decision makers to understand system performance from many aspects of service quality, including passenger waiting time, stop-skipping frequency, bus bunching level, bus travel time, on-time performance, and bus fullness.
