This study aims to discuss digital government and regulation, analyzed through the bibliometric approach with the Scopus database for the last 20 years and visualized through the VOSviewer software version 1.6.16. The results indicate that the topic of e-government has become essentially prominent and has been the most discussed in the past two decades. Approximately 41.1% of digital government and regulation articles are classified under the subject area of 'Computer Science', continued by Social Sciences (18.3%), and Business, Management and Accounting (10.2%), with the majority of being 'All Open Access' (46%). Extracting Creative Procedural Knowledge From Photoshop Tutorials, Federico Madden

For my senior design project, I created a web app that, given the text of an online Photoshop tutorial, uses a neural network to extract specific Photoshop actions (e.g. File - New or Layers - New Layer) that the tutorial either implicitly or explicitly instructs the reader to take. This neural network consists mainly of a BERT embedding layer followed by an LSTM module, with a linear multi-class, multi-label classification layer on top. The network achieved a macro average F1 score of 15.1% on tutorial sentence classification tasks.

The selection and computation of meaningful features is critical for developing good deep learning methods. This dissertation demonstrates how focusing on this process can significantly improve the results of learning-based approaches. Specifically, this dissertation presents a series of different studies in which feature extraction and design was a significant factor for obtaining effective results. The first two studies are a content-based image retrieval system (CBIR) and a seagrass quantification study in which deep learning models were used to extract meaningful high-level features that significantly increased the performance of the approaches. Recent advancements like multiple contextual analysis, attention mechanisms, distance-aware optimization, and multi-task guidance have been widely used for supervised person re-identification (ReID), but the implementation and effects of such methods in unsupervised person ReID frameworks are non-trivial and unclear, respectively. This study investigated the utilization of plastic-waste concrete as an effort to reduce urban waste problems. The waste plastic bottles were utilized to form the hollows of the hollow-core slabs (HCSs). The bottles were made of polyethylene terephthalate (PET). As a part of green research to reuse waste material, shredded PET was also added to the concrete mixture to improve the HCS strength. The cast-in-site HCS could be constructed without any difficulties. A full operations package for underwater research, including the mid-sized ROV Nautilus with a distributed control system, a topside graphical user interface (GUI), and a dedicated launch and recovery system (LARS), was developed to increase the operational efficiency of scientific exploration and experimentation missions through Santa Clara University’s (SCU’s) Robotics Systems Laboratory (RSL). Design of the mechanical subsystems on Nautilus added flexibility of usage and protection of components. News search tools help end users to identify relevant news stories. However, existing search approaches often carry out in a "black-box" process. There is little intuition that helps users understand how the results are related to the query. In this paper, we propose a novel news search framework, called NEWSLINK, to empower intuitive news search by using relationship paths discovered from open Knowledge Graphs (KGs). Specifically, NEWSLINK embeds both a query and news documents to subgraphs, called subgraph embeddings, in the KG. Their embeddings' overlap induces relationship paths between the involving entities.
