Staff technical challenges and resistance to change can affect technology return on investment, which concerns telemedicine program leaders. Grounded in Davis’s technology acceptance model, the purpose of this qualitative, descriptive single case study was to explore strategies used by program leaders in the Marianas Islands who successfully gained clinicians’ acceptance of contemporary technology. Connections among Internet Service Providers (ISPs) form the backbone of the Internet. This enables communications across the globe. ISPs are represented as Autonomous Systems (ASes) in the global Internet and inter-ISP traffic exchange takes place via inter-AS links, which are formed based on inter-ISP connections and agreements. In addition to customer-provider agreements, a crucial type of inter-ISP agreement is peering. Long non coding Ribonucleic Acids (lncRNAs) can be localized to different cellular components, such as the nucleus, exosome, cytoplasm, ribosome, etc. Their biological functions can be influenced by the region of the cell they are located. Many of these lncRNAs are associated with different challenging diseases. Thus, it is crucial to study their subcellular localization. In this dissertation, the problem about localization in GNSS-denied and challenging environments is addressed. Specifically, the challenging environments discussed in this dissertation include two different types, environments including only low-resolution features and environments containing moving objects. To achieve accurate pose estimates, the errors are always bounded through matching observations from sensors with surrounding environments. These challenging environments, unfortunately, would bring troubles into matching related methods, such as "fingerprint" matching, and ICP. Accurate localization is a critical component of any robotic system. During planetary missions, these systems are often limited by energy sources and slow spacecraft computers. Using proprioceptive localization (e.g., using an inertial measurement unit and wheel encoders) without external aiding is insufficient for accurate localization. This is mainly due to the integrated and unbounded errors of the inertial navigation solutions and the drifted position information from wheel encoders caused by wheel slippage. In this study, a system for real-time face recognition was built using the Open Face tools of the Open CV library. The article describes the methodology for creating the system and the results of its testing. The Open CV library has various modules that perform many tasks. In this paper, Open CV modules were used for face recognition in images and face identification in real time. In addition, the HOG method was used to detect a person by the front of his face. Metal 3-D printing has been relegated to high-cost proprietary high-resolution systems and low-resolution low-cost metal inert gas (MIG) systems. In order to provide a path to high-resolution, low-cost, metal 3-D printing, this manuscript proposes a new open source metal 3-D printer design based around a low-cost tungsten inert gas (TIG) welder coupled to a commercial open source self replicating rapid prototyper. Pneumonia is one of the leading causes of infections in the lung area and deaths worldwide. The mortality rate is 24.8% for patients over 70 years of age due to other health complications present along with it. In least fortunate countries, pneumonia can often times go untreated because of how cost extensive it is to diagnose, especially severe cases that cannot be seen by a plain X-ray. Other scanning methods can find the lung abnormality but are time-extensive and not cost effective.
