Are Cycles Of Neural Activity The Algorithm Of The Brain?, Edwin Omondi Onyango

We propose that precisely timed neural activity cycles can serve as structural primitives for memory and computation in a system that exhibits associative learning like the brain. Inspired by biologically grounded mechanisms such as calcium-dependent plasticity, spike-timing-dependent learning, and phase-sensitive excitability, we construct a spiking neural network model in which repeated temporal coincidences drive the formation of self-sustaining activity loops. These cycles, once formed, persist as dynamic memory traces: not stored as static weights, but as reverberating patterns that replay in time when these loops are restarted. We show that noise alone fails to induce stable structure, but even sparse, …

The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. This paper examines the evolution of disinformation campaigns conducted by state and nonstate actors, focusing specifically on Russia and the Islamic State as representative case studies. Through historical examples and qualitative comparative analysis, this research identifies the similarities and differences in disinformation’s role in actors’ core missions, resource allocation, and targeting decisions. This paper further explores the implications of artificial intelligence on disinformation campaigns, investigating how emerging technology will impact the influence operations of state governments and nonstate organizations alike. Accurate trajectory prediction is a key component for ensuring safe and efficient navigation of autonomous vehicles in complex traffic scenarios. While traditional methods rely heavily on high-definition (HD) maps, these approaches face significant challenges, including high costs, limited availability, and susceptibility to rapid obsolescence. This study explores the multidimensional impact of digitalization on social, cultural, and economic interactions in Morocco. By leveraging modernization and social network theories, the analysis reveals how digital technologies transform social dynamics, facilitate innovation, and pose challenges in terms of access inequalities and privacy protection. Using a mixed- method approach combining quantitative surveys and qualitative analyses, the results show a growing adoption of digital technologies and their varied effects on Moroccan society. The Ebbinghaus illusion, also know as Titchner Circles, is a perceptual illusion that is typically presented as a two-dimensional set of disks. These disks are configured as a central disk surrounded by an annulus of smaller or larger disks. Numerous studies have found the illusion to have an effect on size perception, but fewer studies have analyzed its effects on depth judgments. High-resolution remote sensing imagery plays a critical role in various domains, such as farm-level agricultural operations, environmental monitoring, and natural resource management. However, data with high spatial resolution typically have low temporal resolution, and those with high temporal resolution often lack spatial detail. For example, Landsat 8 and 9 satellites deliver high spatial resolution images with a 30-meter pixel size but suffer from low temporal resolution, with a 16-day revisit cycle. This systematic literature review explores the role of eye-tracking technology and software algorithms in enhancing the detection and diagnosis of ADHD. ADHD, a neurodevelopmental disorder affecting both children and adults, is traditionally diagnosed through behavioral assessments, which may lack objectivity. Recent studies suggest that eye-tracking, specifically focusing on saccades, fixations, and blink rates, offers the potential for more accurate and objective measures of ADHD. Emojis have become an increasingly important aspect of consumer-brand interactions in the Indian subcontinent. However, the impact of emoji use on brand image and mental health remains underexplored, particularly in emerging economies like India, where structured research on this topic is limited. To address this gap, the present study analyzes over 4,600 consumer tweets related to 19 prominent brands across eleven industries. Using VADER sentiment analysis, the research develops a metric to assess consumer sentiment and brand engagement in relation to emoji usage. The findings indicate that effective integration of emojis contributes to positive consumer sentiment and enhanced brand engagement. …

To address the need for interventions targeting social emotional development and mental health of young children in South Africa, the Mazi Umntanakho (‘know your child’) digital tool was co-designed, and piloted with caregivers and 3–5-year-old children involved in home visiting programmes promoting early childhood development. This thesis explores the development of an answering agent capable of generating natural language instructions for unmanned aerial vehicles (UAVs), grounded in a limited, real-world dialogue dataset. The objective is to adapt a static dataset into a training pipeline that can support instruction generation and serve as a foundation for future interactive systems involving question-asking agents and internal dialogue. A hybrid architecture is implemented using a semantic teacher model (MPNet) and a T5-base encoder-decoder trained with contrastive and supervised objectives. While reward-based crowdfunding has widespread popularity, the motivations driving funders, balancing self-interest and altruism, have remained puzzling. Prior research has been constrained by examination methods and produced mixed findings regarding the weight of altruism versus self-interest among funders. Our study takes a fresh perspective, delving into funder behavior amid a major crisis—the tumultuous backdrop of the COVID-19 pandemic. Our findings reveal that funders not only display an increased willingness to contribute but also significantly amplify their contributions, particularly to projects in crisis-affected regions, irrespective of external incentives like rewards. Blockchain technology (BT) has the potential to enhance security and robustness of transactions through a distributed ledger bookkeeping process. This study employs technology-organization-environment (TOE) framework and threat-rigidity theory (TRT) to examine whether perceived disruption caused by COVID-19 pandemic significantly impacted the adoption of BT, and inclination to adopt BT in the US. The COVID-19 pandemic provided a unique backdrop, as it affected businesses across all industries, sizes, and geographies. This study (N = 170), involving participants from Nigeria and the U.S., investigated how different technologies (TV and VR) affect users' empathy (α = .93), engagement (α = .93), enjoyment (α = .93), preferences, and likelihood of technology use. Participants watched an animated documentary titled “Is Anna OK?” at two different time points, utilizing VR (Oculus Rift S) and TV, following which they completed measuring empathy, engagement, enjoyment, device preference, and usage likelihood. This family of cases includes invertebrate animals, people who are unresponsive after brain injury, fetuses, neural organoids, and now AI technologies. This study examined the predictive ability of machine learning algorithms in identifying crises within African stock markets. The study employed seven distinct machine-learning models, analyzing historical stock prices from eight stock markets, three major sentiment indicators, and the exchange rates of local currencies against the US dollar, with each data spanning from May 1, 2007, to April 1, 2023. Extreme Gradient Boosting (XGBoost) emerged as the most effective algorithm for predicting crises.
