As distributed generation resources penetrate into distribution systems, protection and service continuity are becoming major issues. A new approach for protection coordination and higher reliability of a distribution system with distributed generation is explored in this paper. The concept of central coordination relay (CCR) is developed for this purpose. After a brief introduction of the design and operating procedures of CCR, the utilization of the proposed relay on two feeders of a substation in the Kocaeli region of Turkey is simulated using DIgSILENT PowerFactory. This paper introduces an automatic vehicle classification for traffic monitoring using image processing. In this technique the fast neural network (FNN) as a primary classifier and then the classical neural network (CNN) as a final classifier are applied to achieve high classification performance. The FNN gains a useful correlation between the input and the weighted neurons using a multilayer perceptron to provide detection with a high level of accuracy. The development of an American Sign Language (ASL) word recognition system based on neural networks and a probabilistic model is presented. We use a CyberGlove and a Flock of Birds motion tracker to extract the gesture data. The finger joint angle data obtained from the sensory glove defines the handshape while the data from the motion tracker describes the trajectory of the hand movement. The four gesture features, namely handshape, hand position, hand orientation, and hand movement, are recognized using different functions that include backpropagation neural networks. Prior work proposed "Data Near Here" (DNH), a data search engine for scientific archives that is modeled on Internet search engines. DNH performs a periodic, asynchronous scan of each dataset in an archive, extracting lightweight features that are combined to form a dataset summary. During a search, DNH assesses the similarity of the search terms to the summary features and returns to the user, at interactive timescales, a ranked list of datasets for further exploration and analysis. Electronically Stored Information (ESI) first became a serious litigation issue in the late 1990s, and the first attempts to determine best practices did not occur until the early 2000s. As best practices developed, the litigation hold to prevent routine destruction of documents and to preserve documents relevant to litigation came into existence. The duty to preserve ESI is triggered when litigation is reasonably anticipated. All information that relates to potential litigation must be preserved from the time it becomes reasonably apparent that litigation is possible until the expiration of the statute of limitations. To License Or Not To License Reexamined: An Updated Report On State Statutes Regarding Private Investigators And Digital Examiners, Thomas Lonardo, Alan Rea, Doug White

Journal of Digital Forensics, Security and Law

In this update to the 2012 year's study, the authors examine statutes that regulate, license, and enforce investigative functions in each US state. As before, the authors find that very few state statutes explicitly differentiate between Private Investigators and Digital Examiners. There is a small trend in which some states are changing definitions or moving to exempt DE from PI licensing requirements. However, we look at some additional information in terms of practicing attorney exemptions that may cloud the licensing waters.

A 3-D Stability Analysis Of Lee Harvey Oswald In The Backyard Photo, Srivamshi Pittala, Emily Whiting, Hany Farid

Fifty years have passed since the assassination of U.S. President Kennedy. Despite the long passage of time, it is still argued that the famous backyard photo of Oswald, holding the same type of rifle used to assassinate the President, is a fake. These claims include, among others, that Oswald’s pose in the photo is physically implausible. We describe a detailed 3-D stability analysis to determine if this claim is warranted.

However the latest iteration of these consoles has added a number of new interactive features that may prove of value to the digital investigator. This paper highlights the value of these consoles, in particular Sony's latest version of their PlayStation. "Adaptive Resonance Theory, ART, is a powerful clustering tool for learning arbitrary patterns in a self-organizing manner. In this research, two papers are presented that examine the extensibility and applications of ART. The first paper examines a means to boost ART performance by assigning each cluster a vigilance value, instead of a single value for the whole ART module. A Particle Swarm Optimization technique is used to search for desirable vigilance values. In April 2015, BitTorrent Inc. released their distributed peer-to-peer powered browser, Project Maelstrom, into public beta. The browser facilitates a new alternative website distribution paradigm to the traditional HTTP-based, client-server model. This decentralised web is powered by each of the visitors accessing each Maelstrom hosted website. Each user shares their copy of the website;s source code and multimedia content with new visitors. The nature of the world is such, that the same concepts differ in meaning, often so slightly, which makes it difficult to relate these concepts. The formal semantics of the Web Ontology Language (OWL) enables automated reasoning over OWL knowledge bases, which in turn can be used for a variety of purposes including knowledge base development, querying and management. Automated reasoning is usually done by means of deductive (proof-theoretic) algorithms which are either provably sound and complete or employ approximate methods to trade some correctness for improved efficiency.
