This three-article dissertation investigated the effectiveness, implementation quality, and automation of Individual Learning Plans (ILPs) in promoting college and career readiness. Article 1 analyzed High School Longitudinal Study of 2009 data and found that ILPs did not significantly guide course alignment. Article 2 examined ILP implementation across Nevada high schools, revealing inconsistent quality, limited standardization, and few culturally responsive practices. These findings informed the creation of a new high-quality ILP framework. Article 3 employed a convergent parallel mixed methods design to assess an automated ILP prototype based on this framework. This project presents EcoDrone, an autonomous aerial drone designed for continuous and automated environmental monitoring. Current environmental monitoring methods rely on stationary sensors or manual data collection, limiting real-time response capabilities. This reliance leads to delayed, incomplete, and spatially limited data and restricts the ability to capture real-time changes. Another challenge includes the difficulty of environmental monitoring in challenging terrain, whether it be wildfire areas, dense forestry, or mountainous terrain. EcoDrone overcomes these challenges by autonomously navigating difficult terrain to collect real-time data, offering more flexible and timely monitoring than stationary or manual methods. With the growing exploration of Natural Language Processing (NLP) systems in decision-making environments, it is essential to evaluate technical and ethical aspects of the dataset and the NLP model to improve fairness. To assess fairness, the thesis examines demographic imbalances in sentiment classification models by evaluating transformer-based models fine-tuned on the Stanford Sentiment Treebank version 2 dataset (SST-2) against the demographically annotated Comprehensive Assessment of Language Model dataset (CALM). Single-shot object detection capabilities significantly reduce computational overhead for real-time computer vision in sports analytics at 60 FPS. YOLO11’s lightweight CNN gives promising accuracy while meeting the low-latency demand of dynamic soccer matches. As data-driven approaches take over the sport of soccer, efficient player tracking systems become critical for informing coach’s strategies. I prototype the ETL (Extract, Transform, Load) process of data collected from a single- shot detection program and evaluate its viability for estimating player fatigue. Detecting and localizing faults in communication networks is critical to maintaining reliable and efficient network operations. The Network Link Outlier Factor with Most Likely Link (NLOF: MLL) algorithm has demonstrated its potential to automate this task but suffers from significant performance degradation under low network load conditions, where limited network flow data reduces its ability to localize faults. Streamflow is a critical element in understanding watershed processes and the effects of land use on those processes because it is the primary medium through which water, sediment, nutrients, organic material, thermal energy, and aquatic species move. Fluvial Acoustic Tomography (FAT) systems offer accurate direct measurements of river section-averaged flow velocity by measuring reciprocal acoustic travel times between at least two acoustic nodes positioned on opposite riverbanks. A novel approach for solving partial differential equations (PDEs) using neural networks for scientific computing is introduced. The proposed approach, referred to as physics-embedded neural network (PENN), features a unique architecture that incorporates the PDE and boundary conditions information directly within the final fully-connected layer of the feed-forward neural network (NN). Abstract: In order to study the applicability of Track Segment Association (TSA) algorithms in actual radar working environment , a TSA simulation environment which can simulate the real movement of the target is constructed. By constructing a rich set of target motion sets, the state switching process of target motion is described based on Markov state transition matrix, and the density is flexibly controlled through track translation. The simulation results show that this environment can evaluate the performance of the current classical TSA algorithms. The evaluation results provide a good reference for the practical engineering application of interrupted track association.

Abstract: An improved YOLOv7 is proposed to address the problem of low recognition accuracy in general object detection algorithms for traffic signal detection. The algorithm removes the 20×20 detection scale and adds a 160×160 detection scale to increase shallow features while making the model lightweight. It combines the bi-level routing attention (BRA) proposed in BiFormer with axial attention, and innovatively proposes axially-guided BRA (ABRA).
