State departments of transportation use bridge deck overlay systems to prolong bridge deck service lives. Consisting of a thin layer of material applied to a concrete bridge deck surface, overlays form a protective barrier that improves ride quality, protects embedded reinforcement from harsh environmental conditions, enhances structure durability, and improves deck drainage. Over the past 20 years, the Kentucky Transportation Cabinet has made significant investments in overlays, rehabilitating nearly 5,000 bridge decks with them — roughly 1/3 of all bridges statewide. The Kentucky Transportation Cabinet (KYTC) is responsible for inspecting, maintaining, and improving 27,000 centerline miles of pavement. Given the vastness of the state’s transportation network, KYTC needs a robust method for prioritizing pavement preservation projects. The Cabinet has relied on pavement condition ratings, data collected using Laser Crack Measurement Systems, and input from district-level staff to prioritize these types of projects. But this approach overlooks information that should be considered, such as factors related to safety, mobility, and geographic context. Over the past 25 – 30 years, the Kentucky Transportation Cabinet (KYTC) has replaced lead-based coatings on many bridges, often with zinc-based systems. But many of these coating systems are now degrading and reaching the ends of their service lives. Historically, KYTC has relied entirely on remove-and-replace painting, however, given the programmatic costs associated with remove-and-replace painting and constraints imposed by limited funding, the agency needs to explore more economical options, such as spot, zone, and overcoat painting. Kentucky’s 14,000+ bridges are key nodes within the state’s surface transportation network. They facilitate the movement of freight, commercial vehicles, and personal vehicles alike. Historically, the Kentucky Transportation Cabinet (KYTC) has prioritized bridge maintenance projects using sufficiency ratings. These ratings are based on three factors — structural adequacy and safety, design obsolescence, and an asset’s importance within the roadway network. The Kentucky Transportation Cabinet (KYTC) has replaced the lead-based coatings on many of its steel bridges over the past 30 years. In the 1980s and 1990s, inorganic zinc primers with vinyl topcoats were the go-to option for coating replacement projects. Since 2000, the typical choice for these projects has been organic zinc primers that are part of a two- or three-coat system. Some of these coatings have localized failures in high-stress areas. KYTC’s current inventory of steel bridges numbers over 1,100 structures. One challenge is finding sustainable and equitable funding since many municipalities across the country require adjacent property to maintain and repair sidewalks adjacent to their property. These policies are difficult to enforce, may place a high cost on lower-income households, and may be partly responsible for the poor condition of many sidewalks. One of the growing number of preventive bridge maintenance activities conducted by the Kentucky Transportation Cabinet (KYTC) is washing and applying thin film protective coatings to bridge abutments and piers. Previous work conducted by Kentucky Transportation Center (KTC) under KYSPR 10-406 documented increased chloride contamination of these bridge components and the need for protective coatings. KYTC Contract ID 162952 includes, among other tasks, cleaning and coating specific concrete elements of eighteen bridges in Anderson and Woodford counties (District 7). The Kentucky Transportation Center, with the assistance of the University of Kentucky’s Survey Research Center, administered a telephone survey to 1,221 licensed drivers throughout the state to gauge their opinion of the Kentucky Transportation Cabinet’s (KYTC) maintenance activities. Survey respondents were distributed throughout KYTC’s 12 highway districts. The survey focused on five areas of highway maintenance: roadside features, pavement surfaces, shoulders, drainage and signs/markings. Respondents indicated they were most satisfied with the current maintenance of signs, guardrail, and striping. Optically active pigments (OAPs) fluoresce under light exposures with wavelengths (nm) producing emissions in the visible spectra (380 to 740 nm). They are used as paint pigments to aid visual inspection of applied coatings for defects such as pin-holing and incomplete coverage. OAP coatings are widely used in various industries outside of bridge maintenance painting.

This study addressed the laboratory evaluation and field trial of an OAP coating for KYTC bridges. OAP coatings were evaluated for inspectability and accelerated weathering performance in a laboratory test program. Bridge maintenance painting employs solvent-based coatings that generate volatile organic compounds (VOCs) that contribute to air-quality problems. Methods for capturing VOCs during normal Kentucky Transportation Cabinet (KYTC) maintenance painting operations were investigated. One method, activated carbon adsorption, is adaptable to KYTC operations. Related factors including area of bridge, coating systems, containment volumes and VOC out gassing rates were reviewed. A commercial source of activated carbon adsorption equipment was identified and issues related to employing that technology for bridge painting were identified.

Three recently completed road construction projects were investigated to determine Kentucky Transportation Cabinet (KYTC) effectiveness in implementing project commitments (including environmental commitments). Documentation was obtained from KYTC districts in which the projects were constructed and KYTC officials involved with the projects from planning through construction were interviewed. The projects were inspected to audit completion of project commitments. Key stakeholders (officials of local governments, resource agencies, MPOs, interest groups, and adjacent landowners) were interviewed about the projects. They were asked to grade KYTC for implementation of project commitments using a standard report card format. The findings for these investigations are presented. …

The Kentucky Transportation Cabinet (KYTC) conducted an experimental project to investigate the use of accelerated maintenance painting on several overpass and elevated steel structures (74,000 ft2) in Louisville. Accelerated maintenance painting procedures specified for this project entailed limited access for the painting contractor coupled with incentives/disincentives to complete each phase of the work involving traffic closures on the underlying roadways. The approach was coupled with the use of abrasive blasting for surface preparation and the application of a rapid-cure 2-coat paint system to facilitate the work.

Kentucky Transportation Center Research Report

This report presents a Maintenance and Operations Plan for Intelligent Transportation Systems (ITS) in Kentucky. It was developed using substantial stakeholder input and provides recommendations and specific strategies for supporting and coordinating ITS maintenance and operations activities throughout the Kentucky Transportation Cabinet.

A literature review and national survey helped to identify other states and urban areas that had already completed work on ITS maintenance and operations. From this information, best practices were developed that represented the lessons learned and practices implemented (or suggested for implementation) by these states.
