Nebraska Department of Transportation (NDOT) staff frequently decide on changes to existing two-way stop- controlled (TWSC) intersections on rural expressway to alternative facilities, such as a restricted crossing U-turn (RCUT), a roundabout, a signalized intersection, or an interchange. As Nebraska makes progress toward completion of its expressway system, updated and defensible decision-making is essential for conversion of TWSC highway intersections. NDOT’s existing guidelines, developed in the 1990s, no longer reflect current operations, safety performance, or modern intersection designs.
This project updated and expanded NDOT’s guidance using contemporary traffic operational and safety data, combined with robust microsimulation and safety performance modeling. …

Climate change significantly impacts infrastructure sustainability, particularly through shifts in precipitation patterns, intensity, and duration. These precipitation dynamics may increase the occurrence of surface water and groundwater flooding. Groundwater in the Nebraska Sand Hills (NSH), including the thickest portions of the High Plains Aquifer, extends close to the land surface in interdunal areas, making the NSH vulnerable to groundwater flooding. Recent events involving heavy precipitation, snow melt, and rising groundwater levels have caused prolonged highway flooding, disrupting transportation networks. At present,the highway bridge scheme requires continuous adjustments and upgrading due to iterative updates of design data and refined investigation of the surrounding environment of the bridge site.This paper upgraded the traditional route design software,developed a GIS-integrated platform,built a three-dimensional environment with design data as the core,and created a bridge scheme model through parametric intelligent design.It also evaluated and optimized the bridge scheme based on the integration of the bridge model and the surrounding environment.The results show that by using BIM technology,the forward design of a bridge scheme based on a three-dimensional environment is realized.This approach automates the scale statistics …

Real-time detection and timely treatment of highway cracks are crucially fundamental for vehicle safety.Rapid identification and comparison of cracks is a new method for monitoring the development and changes of geological disasters especially when they induce cracks.Therefore,this study proposed an intelligent recognition method of highway cracks based on semantic segmentation,establishing a model with dataset,neural network,calculation parameters,and evaluation indicators to rapidly identify the cracks.The results show that,firstly,when the neural network Attention U-net built in this study semantically segments highway cracks,the binary cross loss function value and accuracy rate reach 0.008 7 and 0.998 4,respectively.Secondly,compared with traditional algorithms,the semantic segmentation method shows …

In order to explore the as sociation characteristics between influencing factors of accidents from existing traffic data and provide precise and fine-grained decision support information for highway operation and management departments,a constrained improved Apriori algorithm was established to mine the association rules affecting highway traffic accidents by considering four dimensions:driver,environment,road,and vehicle.On the basis of the traditional Apriori algorithm,the improvement of antecedent and consequent constraints of the rule may increase the accuracy and efficiency of mining association rules.Based on the analysis of 3 178 highway traffic accident data,it is shown that the improved Apriori algorithm reduces the number of invalid association …

Based on the design of the Minxiao hub interchange, this paper analyzed the technical problems of frequent traffic accidents after the initial reconstruction of Minxiao hub interchange, and put forward corresponding reconstruction suggestions. Given the limited research on the vertical curve radius of highway mainline entrance sections and the lack of differentiation between entrance and exit sections in existing studies, this paper identifies merging sight distance as the primary influencing factor for the vertical curve radius of entrance sections. Using merging sight distance as the control condition, the vertical curve radius of entrance sections was studied. To address the inefficiencies, lengthy cycles, and high resource demands in the process of determining the annual project database for highway maintenance quotas in Liaoning Province, a 2D and 3D integration system for highways based on WebGIS was designed and developed. This system not only provides a macroscopic view of the geographic distribution and overall characteristics of highways but also offers a detailed and intuitive representation of the spatial relationships and conditions of roadbeds and pavement damage. The system meets the needs of modern highway management and can serve as a reference for other highway maintenance quota tasks.

Tie bars prevent faulting and joint separation between lanes Tie bars can be placed into the plastic concrete or inserted after curing by drilling and anchoring with epoxy or non-shrink grout. The Kearney East Bypass bridge is the first project that implements the newly developed precast concrete deck system (known as 2nd generation NUDECK). The new system consists of full-depth full-width precast prestressed concrete deck panels that are 12 ft (3.66 m) long each. The panels have covered shear pockets at 4 ft (1.22 m) spacing on each girder line to host clustered shear connectors that are adjustable in height. Narrow unreinforced transverse joints are used to eliminate the need for deck overlay. The Inverted Tee (IT) girder bridge system was originally developed in 1996 by the University of Nebraska–Lincoln (UNL) researchers and Nebraska Department of Transportation (NDOT) engineers. This bridge system currently accounts for over 110 bridges in Nebraska used for both state highways and local county roads. This study examines the potential for replacing the standard intersection design at two-way stop control (TWSC) and all- way stop control (AWSC) intersections along rural highways with a roundabout or a restricted crossing u-turn (RCUT) facility. The geometry of the RCUT design prohibits left and through movements from the side road, and provides a u-turn location downstream from the main crossing. Roadway resurfacing and overlay projects effectively reduce the height of roadside barriers placed adjacent to the roadway, which can negatively affect their crashworthiness. More recently, bridge rails and concrete barriers have been installed with slightly increased heights to account for future overlays. However, adjacent guardrails and approach transitions have not yet been modified to account for overlays. The anti-icing and deicing industry has interest in the development of an objective, repeatable test procedure for the evaluation and comparison of anti-icing and deicing products. Pursuant to this goal, the Nebraska Department of Transportation (NDOT) funded research at the University of Nebraska-Lincoln (UNL) to investigate methods for evaluating deicing products, beginning in 2011[1]. Researchers at UNL developed the procedure for the Mechanical Rocker Test for Ice Melting Capacity (MRT or MRT-IMC) in 2014[2].

The Midwest Pooled Fund Program has been developing a prototype design for a non-proprietary, high-tension, cable median barrier for use in a 6H:1V median V-ditch. This system incorporates four evenly spaced cables, Midwest Weak Posts (MWPs) spaced at 8 to 16 ft (2.4 to 4.9 m) intervals, and a bolted, tabbed bracket to attach the cables to each post. Full-scale crash testing was needed to evaluate the barrier’s safety performance. Recently a concern has been raised for hot applied sealant bond for joints with penetrating sealers. The objective of this study will be to determine if the bond between the sealant and the concrete is compromised by the sealer currently approved to be used in Nebraska. The expected results will be that the bond is not compromised and is serving for the expected joint service life.

This chapter suggests that in such situations, governments are likely to be protected by discretionary function immunity. In addition, the chapter discusses a variety of technical issues.

In recent years there has been a growing desire for the use of probe vehicle technology for congestion detection and general infrastructure performance assessment. Unlike costly traditional data collection by loop detectors, wide-area detection using probe-sourced traffic data is significantly different in terms of measurement technique, pricing, coverage, etc. This affects how the new technology is applied and used to solve current traffic problems such as traffic incident management and roadway performance assessment.
