The Impact Of Relative Bridge Width On Highway Crashes In Nebraska, Mujahid Ali Bahadur

This research examines how bridge width relative to the approach roadway affects crash occurrence on Nebraska highways. The Nebraska Department of Transportation-(NDOT) Bridge Design Manual sets minimum bridge widths based on roadway classification, traffic projections, and the American Association of State Highway and Transportation Officials’ (AASHTO) Load and Resistance Factor Design (LRFD) criteria. While these guidelines ensure structural and functional adequacy, they do not incorporate safety performance analyses based on crash data. This leaves an important gap in understanding how bridge and approach roadway width decisions influence safety outcomes.

The Fatality Analysis Reporting System database shows that, in stark contrast to the 34 percent decline in non-motorcyclist crash–related fatalities, motorcyclist crash–related fatalities were up 86 percent with only three year-to-year declines since 1997, while non-motorcyclist crash–related fatalities had 13 year-to-year declines since 1997. At the national level, the rate of motorcyclist fatalities per vehicle mile traveled is 29 times higher than the rate among passenger car occupants, with overall injury rates approximately five times higher among motorcyclists than passenger car occupants. An analysis of traffic patterns during COVID-19 has identified that reduction in the miles traveled has a significant negative correlation with COVID-19 cases and deaths across the USA. Preliminary statistics in the US suggest an increase in fatal crashes over the period of the lockdown in comparison to the same period in previous years. Moreover, while total crashes are down, motor vehicle crashes involving non-motorists became more prevalent. At the same time, non-motorist traffic has increased while motor vehicle traffic and crashes have shifted to the local systems. For the past eleven years (2011 - 2021) in Michigan, 76 percent of all fatal pedestrian crashes occurred at night. Over the same period, about 36 percent of pedestrian nighttime crashes were fatal or incapacitating (KA), while only 25 percent of daytime pedestrian crashes were fatal or incapacitating (KA). Previous studies suggest that, overall, poor neighborhoods and racial minorities are associated with more pedestrian crashes. The goal of this project was to perform a comprehensive evaluation of crash causes and risk factors to identify the root causes of crashes involving bicyclists and pedestrians in San Antonio, TX. The research included the development of a database of bicycle and pedestrian crash reports in the target area, calculation of crash counts and rates, identifying road segments and intersections with highly concentrated bicycle and pedestrian crashes, and the development of effective safety countermeasures. First responders face many hazards that put their lives at risk while on duty. A review of the National Law Enforcement Officers Memorial Fund statistics shows that 553 police officers died in the line-of-duty between 2008 and 2017 as a direct result of a traffic related incidents. Sadly, the nation’s first responders are exposed to factors which make them uniquely vulnerable to traffic related injuries and deaths. Traffic accidents in the U.S. have declined over the last two decades but continue to cost the country billions of U.S. dollars each year. Intersection accidents alone account for 23% of the 32,675 deaths that occurred by motor vehicle crashes in 2014. In light of this, the first part of this study sought to identify driver behavior and secondary tasks that influenced the occurrence of a crashes at controlled, uncontrolled and non-intersections with multiple logistic regression. We evaluated the effectiveness of existing turtle fences through collecting and analyzing turtle mortality data along U.S. Hwy 83, in and around Valentine National Wildlife Refuge, Nebraska, USA. We also investigated the level of connectivity for turtles provided through the culverts that were originally designed to pass water through a capture-mark-recapture experiment. While fenced valley sections had 33.1% fewer turtle observations than unfenced valley sections, the difference was not significant. However, we think that the effectiveness of the fence can be improved through fence repairs, other modifications of the fences, vegetation maintenance, and extending the length of the fences. The Midwest States Pooled Fund Program has been developing a prototype design for a non-proprietary, high-tension cable median barrier for use in a 6H:1V V-ditch. This system incorporates four evenly spaced cables, Midwest Weak Posts (MWP) spaced at 8 to 16 ft (2.4-4.9 m) intervals, and a bolted, tabbed bracket to attach three or four cables to the sides of each post. Traffic incidents cause a ripple effect of reduced travel speeds, lane changes, and the pursuit of alternative routes that results in gridlock on the immediately affected and surrounding roadways. The disruptions caused by the secondary effects significantly degrade travel time reliability, which is of great concern to the emergency planners who manage evacuations. Outcomes forecast by a generic incident model embedded in a microscopic evacuation simulation, the Real-Time Evacuation Planning Model (RtePM), were examined to quantify the change in time required for an emergency evacuation that results from traffic incidents. Cable median barrier crashes from a total of 12 states were analyzed. Crash data included scene diagrams, photographs, and field measurements, crash narratives, although the availability of data in each crash varied.

Major contributors to penetration crash propensity were identified: diving underride, in which the front end of the vehicle dropped below the bottom cable; prying, in which the vehicle profile caused cable separation or lifting; override; bouncing override, in which the vehicle rebounded after contact with the back slope and bounced over the top of the barrier; system failure, in which one component failure or design failure prevented the …

The objective of this study was to identify and analyze the occurrence of secondary crashes on roadways in Kentucky and recommend countermeasures to reduce their frequency and severity.

Results show a small percentage of crashes coded as a “Secondary Collision” were confirmed to be a secondary crash based on the definition and requirement of “a crash occurring as a result of a previous crash”. It appeared that many of those miscoded as a “Secondary Collision” were the result of misinterpretation of what constituted a secondary crash versus a secondary event. A procedure used by the Kentucky Transportation Cabinet was originally developed by the Kentucky Transportation Center in 1989 and updated in 2002. Based on frequent usage by the Kentucky Transportation Cabinet of the guardrail location rating system database, the need was identified to update the existing database and incorporate improved reporting capabilities. The objective of this study was to evaluate the effectiveness and durability of snowplowable raised pavement markers (RPM) installed on the RPM system in Kentucky. The durability evaluation dealt with the marker housing.

The data show that continued use of the currently approved snowplowable RPM can be justified if the castings are properly installed on new pavements with a commitment that the pavement will be maintained. An evaluation of centerline rumble strips installations showed that they should be considered on rural, two-lane roads with 12-foot lane widths (having new pavements) and paved shoulders.

The objective of this study was to determine the change in crash history at intersections after installation of a traffic signal. Signals installed based on the warrants from an engineering study resulted in a decrease in angle collisions with an increase in the less severe rear end collisions. At intersections where signal warrants were not met, there was a smaller decrease in angle collisions and a larger increase in rear end collisions. The objective of this effort was to determine if elementary and middle school students could be educated to use reflective armbands to increase their visibility to motorists while walking or bicycling to school. The number of armbands and surveys distributed totaled slightly over 7,000. Responses were received from approximately 12 percent (873) of the pre-surveys and slightly over 3 percent (119) of the post-surveys. Respondents to the survey indicated nearly 15 percent of schoolchildren receiving reflective armbands were wearing the armband “every day” or “most days”. By passing legislation in 2006 to mandate primary enforcement of the Kentucky state law requiring safety belt use for motor vehicle occupants, the state could expect to realize an overall savings of at least $118 million in direct medical costs over the ten-year period from 2006 to 2015. Charges to Medicaid over that period would be about $34 million less than under the current secondary enforcement model. In addition, there would be at least $67 million saved in medical costs to commercial insurers, $2.3 million to Medicare, $3.3 million to Worker’s Compensation, and $11.2 million to other sources.

The Auto Incident Recording System (AIRS) is a sound-actuated video recording system. It automatically records potential incidents when activated by sound (horns, clashing metal, squealing tires, etc.). The purpose is to detect patterns of crashes at intersections for use in implementing relevant improvements. Videos of incidents and near-incidents were obtained after AIRS was placed in service at an intersection in Louisville, Kentucky on July 22, 2001. The action strategies are arranged by priority and recommended time frame for implementation. When implemented, the action strategies will help Kentucky achieve its primary goals for incident management: 1) improved safety of responders, highway workers, and motorists; 2) reduced traffic delay; 3) improved motorist awareness; and 4) improved responder and highway worker preparedness.

The objectives of this study were to develop a database of intersections, match traffic crashes to these intersections, calculate crash rates for various types of intersections, and identify intersections with the highest crash rates. A procedure was used to: a) identify intersections, b) assign crashes to these intersections, c) determine entering traffic volume, d) calculate a crash rate for each intersection, and e) calculate a critical rate factor (CRF) for each intersection.

About 7,000 intersections were identified with almost 19,000 crashes related to these intersections for the three-year period of 2000 through 2002. The analysis identified 428 intersections that had …
