Speed limit increases, particularly on interstates have been studied and researched many times over the course of the last 50 years in the United States. These research efforts began after the implementation of the National Maximum Speed Law (NMSL), which reduced all speed limits to a maximum of 55-mph. In the years that followed, this restriction was relaxed to 65-mph with the Surface Transportation and Uniform Relocation Assistance Act (STURAA) and ultimately repealed later by the National Highway System Designation Act (NHSDA). Since the repeal, states reacted in myriad of ways and many studies documented the changes of those reactions. …

Two deteriorating DT bridges in South Dakota, both over 30-years old, were field tested with a static and dynamic load. From the recorded strain values, the liveload distribution factors (LLDFs) and dynamic load allowance (IM) factors were calculated. The AASHTO LRFD and AASHTO Standard Specifications were compared with the field LLDFs and IMs. It was determined that the AASHTO LRFD Specifications were conservative for deteriorating DT girder bridges, with two exceptions. The AASHTO Standard codified LLDFs were significantly higher than the field LLDFs in all cases. The AASHTO LRFD and AASHTO Standard specifications were conservative when calculating the IM factors …

The Kentucky Transportation Cabinet (KYTC) initiated the study KYSPR 17-532, “Deterioration Modelling of Bridges on BrM 5.2.3,” so it could receive assistance identifying and employing bridge deterioration and cost forecast modeling for its bridge maintenance program. The Kentucky Transportation Center (KTC) was to help coordinate KYTC in adapting BrM 5.2.3’s deterioration and cost modelling features and update the existing guide material to reflect all changes for BrM 5.2.3. The 6th edition of the Highway Capacity Manual (HCM-6) includes the concept of travel time reliability (TTR), which attempts to determine the distribution of average trip travel times over an extended period. TTR is an inherent part of travelers’ route choice decisions and is used by traffic managers to better quantify operations rather than simply using average travel times. The focus of this paper is on the HCM-6 urban street TTR methodology contained in Chapter 17. Private-for-Hire (PfH) transportation options, such as Uber, Lyft, and taxicabs, are consistently growing in popularity. With this expanded utilization, cities are struggling to maintain usage of their public transit systems. The Crash Modification Factor (CMF) clearinghouse can be used to estimate benefits for specific highway safety countermeasures. It assists safety professionals in the allocation of investments. The clearinghouse contains over 7000 entries of which only 446 are categorized as intelligent transportation systems or advanced technology, but none directly address connected or autonomous vehicles (CAVs). Further, the effectiveness of highway safety countermeasures is assumed to remain constant over time, an assumption that is particularly problematic as new technologies are introduced. For example, for the existing fleet of human-driven vehicles, installation of rumble strip can potentially reduce “run-off-road” crashes by 40%. If …

This thesis presents an automated traffic safety diagnostics solution using deep learning techniques to process traffic videos by Unmanned Aerial Vehicle (UAV). Mask R-CNN is employed to better detect vehicles in UAV videos after video stabilization. The vehicle trajectories are generated when tracking the detected vehicle by Channel and Spatial Reliability Tracking (CSRT) algorithm. The main purpose of this study was to determine if there would be any major differences between curing methods of cores taken for acceptance testing from a highway slab on a project. The comparison provided data to determine the effect of the moisture gradients created by these different curing treatments on core strength and core permeability. The strengths were measured of moist cured cores and sealed plastic bag cured cores from the day cores were obtained (14, 21 and 26 days) until they reached 28 days. Based on the field observations on NE-83, PCS potentially impacts the bond between the concrete and hot-pour sealant after application. If penetrating sealers break the interfacial bond after application, concrete pavements could become compromised and subject to freeze-thaw damage, chloride attack, and other deleterious effects.
The results show that discoloration occurred when applying the five PCS products to the NE-3405 hot-pour sealed testing blocks. All three test methods of application; spraying, 1-min, and 5-min soaks, caused discoloration. The level of discoloration increased with the duration of contact with the PCS. Despite discoloration, none of the five PCS products caused de-bonding …

A previous study by the authors have demonstrated effectiveness of three rejuvenators: R1 (triglyceride/fatty acid: agriculture-tech based), R2 (aromatic extract: petroleum-tech based), and R3 (tall oil: green-tech based) on rejuvenating properties of the aged binder. In that study, it was observed that the rejuvenators made high-RAP mixtures softer and more compliant, which may increase the rutting potential, while they simultaneously improve cracking resistance of the high-RAP materials. Research outcomes and findings from the previous study resulted in consequential research needs for more specific investigation of high-RAP mixtures with rejuvenators in order to achieve realistic implementation into future high-RAP paving projects …

The anti-icing and deicing industry has interest in the development of an objective, repeatable test procedure for the evaluation and comparison of anti-icing and deicing products. Pursuant to this goal, the Nebraska Department of Transportation (NDOT) funded research at the University of Nebraska-Lincoln (UNL) to investigate methods for evaluating deicing products, beginning in 2011[1]. Researchers at UNL developed the procedure for the Mechanical Rocker Test for Ice Melting Capacity (MRT or MRT-IMC) in 2014[2].

The presence of interstate highways in rural areas improves access to nearby rural
communities and changes those communities’ spheres of influence. Research into
understanding how improved access from interstate highways affects rural communities
is needed. This case study was designed to investigate how rural communities changed
on the basis of population, vacancy, median home value, and median contract rent in the

Geological faulting has been implicated as a contributor to subsidence, coastal land-loss and submergence of marshlands in southern Louisiana. This report reviews whether fault motion, either by slow creep or more sudden slip, can cause deformation of engineered structures resulting in increased infrastructure maintenance and repair costs. The impact of surface, or near-surface, geologic faulting on critical infrastructure is insufficiently documented in southeastern Louisiana, but the state has a vast amount of energy-sector subsurface data that to date has been under-utilized for transportation and other near-surface engineering applications. Rainfall affects the performance of traffic operations and endangers safety. A common and conventional method (rain gauges) for rainfall measurements mostly provide precipitation records in hourly and 15-minute intervals. However, reliability, continuity, and wide area coverage pose challenges with this data collection method. There is also a greater likelihood for data misrepresentation in areas where short duration rainfall is predominant, i.e., reported values may not reflect the actual equivalent rainfall intensity during subintervals over the entire reporting period.
