Traffic noise is a critical public health concern affecting millions of highway users and adjacent residents worldwide. In response, many transportation agencies have adopted functional surface materials to reduce noise at the source on pavement, but assessing their effectiveness remains expensive and logistically challenging. Close Proximity (CPX) testing quantifies tire-pavement noise but requires specialized equipment costing $50,000-$126,000 and is limited to existing pavement, preventing proactive noise assessment during pavement design. This study develops machine learning models to predict CPX noise levels from readily available pavement characteristics, eliminating the need for costly tests during design and planning phases. The environmental benefits of electric vehicle (EV) adoption depend on more than replacing internal combustion engine vehicles with electric powertrains. EV adoption reshapes electricity demand, interacts with regional generation mixes, and influences travel behavior and congestion, creating a coupled transportation-energy system in which vehicle and power-plant emissions must be evaluated together. This dissertation develops machine-learning frameworks for predicting energy consumption and emissions from vehicles and power grids under rising EV adoption. The first component forecasts grid emissions from EV charging. The core of reframing and operationalizing disaster resilience with a human-centered lens is to incorporate concepts from socio-ecological resilience into engineering resilience to better understand the humans’ capability for disaster adaptation. Existing studies have drawn practical implications by identifying actionable thresholds for infrastructure systems under disasters, which can be easily applied by policymakers, emergency managers and municipal agencies. However, how individuals interact with, respond to, or adapt under these infrastructure thresholds remain understudied. This hinders the operationalization of disaster resilience at the human scale.

Vehicular emissions from fuel-based passenger cars emit an array of gases and particles that are detrimental for human health and the environment. In that regard, electric vehicles (EVs) present a viable, sustainable solution. This study investigated the impact of electrification of passenger cars on air quality in Florida, in five major urban counties namely Miami-Dade, Duval, Hillsborough, Orange, and Leon. Between 2018 and 2022, these counties experienced a significant increase of 219.50 ± 52.32% in EV adoption, coupled with a 11.55 ± 6.13% decrease in fuel-based vehicle usage. The increasing awareness of sustainability in the asphalt industry has driven the use of recycled materials like reclaimed asphalt pavement (RAP) and waste plastic. This study examines the incorporation of recycled polypropylene (rPP), recycled high-density polyethylene (rHDPE), and recycled low-density polyethylene (rLDPE) at 0.3%, 0.6%, and 0.8% dosages into 100% RAP, along with the warm mix asphalt additive Evotherm® P25. Laboratory tests were conducted to evaluate the mechanical and durability performance of the modified asphalt mixtures while rutting and fatigue life were evaluated using mechanistic-empirical (ME) analysis in PerRoad software. The Hickory Street Square Revitalization Project seeks to transform a central public space in Sidney, Nebraska into a dynamic, community-oriented area that supports local events, economic activity, and cultural heritage. The project addresses six core objectives: 1) convertible street design, 2) parking lot reconfiguration, 3) public amenities, 4) event flexibility, 5) lighting and signage, and 6) old electric plant renovation. A conceptual design was developed by the design team (S.T.E.E.L. Conventional carbon offset programs rely on quantified emissions to determine balancing requirements. While this approach offers a standardized means of measuring carbon output, it often provides industries with a loophole—allowing them to offset their emissions by purchasing equivalent credits for activities such as tree planting rather than tackling inefficiencies at the source. This research proposes a process-based framework called Carbon Accountability Scores (CA scores) to offer a proactive strategy for assessing and reducing carbon footprints. The study investigates the improvement of the dynamic shear modulus in the base and styrene butadiene styrene (SBS) modified asphalt mixture by accumulating varying amounts of ground tire rubber through an Asphalt mixture performance tester (AMPT). This thesis specifically explores how different percentages of ground tire rubber (GTR) influence the mechanical properties and durability of the asphalt mixture articulated with two grades, PG 64-22 and PG 76-22. The present study aims to explore the effect of adding shredded waste Covid-19 masks to silty-clay soil on the soil’s compaction characteristics for beneficial use in embankment, the subgrade of roadways, or backfill. This was accomplished by using two different types of masks: blue surgical masks and KN95 masks. Both mask types were hand shredded into half-inch sections using safety-scissors. The use of natural aggregates and asphalt binders in asphalt pavement presents sustainability challenges due to the depletion of finite resources. In Indiana, roadside mowing covers 11,200 miles, presenting significant risks. The Indiana Department of Transportation (INDOT) seeks safer methods, including automated evaluations and autonomous robots. Analyzing 120 hours of video and ISOBUS data, we quantify mower interactions with the road and obstacles, finding mowers on -road up to 91% of the time in rural areas and 57% on highways. Key obstacles identified include signs and posts. This research aids in developing risk assessment models and safety evaluations, aiming to improve mowing safety and efficiency, and it supports future development of autonomous mowing technologies.

In high-risk work environments, workers become habituated to hazards they frequently encounter, subsequently underestimating risk and engaging in unsafe behaviors. This phenomenon has been termed "risk habituation"and identified as a vital root cause of fatalities and injuries at workplaces. California is moving toward a 100% clean energy future, and expanded wind energy will be a major component of the state’s future energy portfolio. Innovations in wind energy resources will move California closer to achieving its goal. To gain a better understanding of transient pressure and the wind shear generated at the bridge poles from passing vehicles, this study performed large-eddy simulations of a vehicle (also called an Ahmed body) moving under a freeway overpass at a distance of 0.75 w (width) from the bridge poles.
