Construction work zones are growing in number around the world. The natural aging of existing roadway infrastructure ensures that more and more maintenance and rehabilitation will be required. Work zones, by their very definition, create two major problems that must be addressed in some way: safety and mobility. In the United States, highway work zones are responsible for almost 25% of all non-recurring congestion and 10% of overall congestion. Vehicle accidents are more common in work zones, and traffic congestion through work zones on urban arterials and freeways is often considered to be “unavoidable." The Commonwealth of Kentucky has seen increasing use over time of preventative maintenance treatments on its asphalt pavements. Performance of two of the most prevalent treatments employed by the Kentucky Transportation Cabinet (KYTC) – Thin Asphalt Overlay (Thinlay) and Microsurfacing – had yet to be examined in-depth through condition surveys. This thesis describes the data collection process to find the Pavement Condition Index (PCI) of each preventative maintenance site in Kentucky from the last 10 years. Road construction often requires that work zones be created and shielded by portable concrete barriers (PCBs) to protect workers and equipment from errant vehicles as well as to prevent motorists from striking other roadside hazards. For an existing W-beam guardrail system installed adjacent to the roadway and near the work zone, guardrail sections are removed so a PCB system can be placed. A study was done to develop a crashworthy transition between W-beam guardrail and PCB systems. Design concepts were developed and refined through computer simulation with LS-DYNA. Pedestrian countdown signals (PCSs) are viable traffic control devices that assist pedestrians in crossing intersections safely. Despite the fact that PCSs are meant for pedestrians, they also have an impact on drivers’ behavior at intersections. This study focuses on the evaluation of the safety effectiveness of PCSs to drivers in the cities of Jacksonville and Gainesville, Florida. The study employs two Bayesian approaches, before-and-after empirical Bayes (EB) and full Bayes (FB) with a comparison group, to quantify the safety impacts of PCSs to drivers. Normally this is done with pressure reducing valves that essentially burn off this excess pressure as heat. This specialized piece of equipment was developed to place concrete in front of a concrete slip form-paving machine. While there have been many studies on engineering treatments for reducing traffic crashes or for improving intersection efficiency, few studies have been simultaneously taking both impacts into consideration. This thesis analyzed impacts of engineering countermeasures and determines when these countermeasures are cost effective with respect to the amount of traffic and the number of crashes. Both crash reduction and operational costs were compared for analysis. This study specifically investigated three countermeasures: changing from permitted to protected for a left-turn on minor approaches, leading pedestrian interval (LPI), and exclusive pedestrian phase (Barnes Dance). Cathodic protection (CP) limits the corrosion of a metal surface by making it the cathode of an electrochemical cell. This can be achieved either by using a more active sacrificial anode to create a driving current, or by using inert anodes and impressing a current onto the cathode surface using an external direct current (DC) source. Impressed current cathodic protection (ICCP) is preferred where widespread protection is required, particularly in reinforced concrete structures. A bridge approach is usually built to provide a smooth and safe transition for vehicles from the roadway pavement to the bridge structure. However, differential settlement between the roadway pavement resting on embankment fill and the bridge abutment built on more rigid foundation often creates a bump in the roadway. For expedient airfield runway repair, the US Air Force has developed a folded fiberglass mat to cover craters repaired with a well-compacted granular base material. The objective of this study was to evaluate the adequacy of using polymer plugs to anchor the mat to a repaired asphalt pavement for heavy aircraft operations. The effort consisted of materials testing, field experiments and analytical modeling. An 89,800-kg (198,000-pound) load cart having the footprint of a single C-5 main gear was pulled on a mat with wheels locked to simulate full braking forces. However, the need for large volumes of steel creates a high cost for new construction. A cost and benefit evaluation of the Michigan Department of Transportation’s (MDOT) Intelligent Transportation Systems (ITS) is performed through integration of analytical techniques and microscopic traffic microsimulation. Observed freeway corridor incident logs and characteristics are studied to determine representative incident management patterns on choice study corridors. The Quadstone Paramics microsimulation traffic package is used to model the selected corridors during various analysis scenarios and investigate the effects of ITS on freeway incident management performance.

Two environmental concerns currently face Georgia: coal fly ash (CFA) waste from coal power plants, and the effluent generated by pulp mills. Pulp mill effluent discolors surface waters into which it is discharged, and has been proven to negatively impact the dissolved oxygen and carbon necessary for aquatic life. The proposed solution is a cost-effective adsorption treatment using an inexpensive but abundantly available waste material: CFA. CFA possesses beneficial properties that allow it to effectively remove contaminants, and is available at significantly reduced cost. Queuing occurs at intersections mostly due to overflow or inadequacy of turn bays. The ODOT L&D Manual Volume 1 has storage requirements for both signalized and unsignalized intersections. Figures 401-9E and 401-10E of the L&D Manual provide the required turn lane storage lengths which should be compared with the real world conditions to check for adequacy of these lengths as a measure of ensuring that accesses to the left turn lanes are not blocked. Out of the 7,138,476 motorcycles operating on U.S. roads, 346,925 were registered in the state of Ohio in the year 2007. Although motorcycles represent only 2.8% of all registered vehicles in the state of Ohio, motorcycling accounts for more than 13% of Ohio highway traffic fatalities. Since 2005, Ohio has had a distressing distinction of being among the fifteen states that have sustained more than half of all motorcycle fatalities recorded in the USA (NHTSA 2007; NHTSA 2008a). This study reports the findings of a project that was done during the implementation of a problem-based learning (PBL) and cooperative learning (CL) elements into an undergraduate transportation engineering course. The study procedure used the student course evaluations, including a survey questionnaire, and university-wide standardized student evaluations. Additionally, student homework, tests, and exam grades were used as part of the evaluation process. The knowledge of drivers on who has the right-of-way between the one on mainline lanes of a freeway and the one entering the freeway through on-ramp junction lane was evaluated. In addition, drivers’ opinions on how to make the on-ramp junctions safer were collected. A survey instrument with 21 items requesting drivers’ information in regard with demographics, freeway driving experience, knowledge of right-of-way and merging practices was used for data collection. Decisions that may be based on misleading forecasts may lead to a misallocation of funds and to under-performing projects during construction and operation. Poor projections of demographic and socioeconomic data are usually cited as the major source of poor traffic assignment projections and hence, unfavorably conceived planning and construction of street and highway infrastructure facilities.
