The prior appropriation doctrine has governed the allocation and use of water in the western United States since the 1850s. The shifting nature of water demand is bringing about changes in the traditional legal system. This conference will consider the fundamental principles of the prior appropriation doctrine together with the important new developments in the law now underway throughout the West.

Surcharge in a storm sewer system is the condition in which an entire sewer section is submerged and the pipe is flowing full under pressure. Flow in a surcharged storm sewer is essentially slowly varying unsteady pipe flow and methods for analyzing this type of flow are investigated. In this report the governing equations for unsteady fluid flow in pressurized storm sewers are presented. From these governing equations three numerical models are developed using various assumptions and simplifications. The use of trickle irrigation in the home garden can save money, time and water.
Trickle irrigation is a concept first used in glasshouses in England, then applied to field crops in Israel and developed and refined in Australia and America. Today it is widely used in orchards, vineyards, vegetable gardens and now has gained wide acceptance in the growing of ornamental plants.
