Nepal’s catastrophic 26 August 2026 Bhote Koshi–Trishuli flood should be understood not only as a humanitarian tragedy but also as a potentially major turning point in updating national settlement and reconstruction policy. Engineers and scientists have described the floods as a glacier–bedrock collapse that triggered an ice-rock avalanche and debris flow. As per the live updates on September 7, 2026, the total death toll was 1,355, and 4,996 people were missing (The Hindu, 2026). Indian and Nepali rescuers worked urgently to locate and rescue people buried under hydropower tunnels, buildings, mud, and landslide debris.

Mining within ancestral territories reveals an ongoing conflict between technical viability and Indigenous consent. This collaborative study, conducted by an engineering scholar and a policy researcher of Indigenous heritage in Benguet among the Ibaloi and Kankanaey peoples, investigates how risk transparency and policy alignment can bridge existing divides, while formulating principles applicable to other Indigenous mining contexts. The study provides an initial evaluation of the feasibility of a proposed large-scale mining operation within a risk-informed, data-driven governance framework. Embankments have been widely used in the construction of transportation and flood defense infrastructure. Embankments constructed from clays experience a suite of weather-driven deterioration processes that lead to a progressive loss of hydromechanical performance, causing potentially severe and costly consequences. This study aimed to predict the time to failure of aging, deteriorating clay embankments supporting transportation infrastructure. A multi-phase numerical modeling approach was developed to replicate the long-term, weather-driven, hydromechanical behavior of clay embankments. Nepal's political institutions and administrative units were thoroughly restructured in 2015 with the promulgation of the new Constitution. Several rural areas were combined to meet the definition of urban threshold criteria to classify rural areas into urban categories. Accordingly, over 3,900 local political and administrative units were amalgamated into 753 units, of which, 293 units are classified as urban. Within these newly defined urban areas, many natural environments have been converted into impervious surfaces such as paved roads, sidewalks, and building roofs. These impervious surfaces have drastically increased the amount of surface run-offs-often termed as "urban floods"--under increasing precipitation caused …

The former United Nations Secretary-General Ban Ki-Moon (2014), repeated the core promise in the 1986 UN Declaration on the Right to Development, in which the General Assembly called for an approach guaranteeing meaningful participation of everyone in development and the fair distribution of the benefits of that development. To this end, partnerships are central and can lead to the dignity of the citizens involved as they participate in the development of their own communities. The implementation of Intelligent Compaction (IC) in the construction of transportation infrastructure as a tool for quality control of compacted geomaterials has attracted the attention of a number of highway agencies. Compaction quality has been conventionally assessed using density, and to a less extent, modulus-based spot measurements at selected locations along the roadway section. While spot measurements do not provide a thorough rendition of the level of compaction of the roadway, IC technology is effective in meeting full coverage requirements. IC roller measurements are accelerometer-based measurements recording machine-ground interaction assumed to be indicative of the stiffness of the compacted geomaterial. …

The performance of a flexible pavement depends on the mechanical characteristics of its unbound granular base layer. The mechanical characteristics such as stiffness and deformation resistance depend on many factors such as the material gradation, fines content, moisture content, physical properties of coarse aggregate and more. With the recent failure of another highly publicized peace talks, the Israeli-Palestinian conflict remains a polarizing and contentious geopolitical crisis. Following the Israeli victory in the Six Day War of 1967, the West Bank and its substantial Palestinian population have lived under Israeli occupation. In response to the First Palestinian Intifada (uprising), lasting from1987 to 1993, the Israeli military imposed varying degrees of regulations to limit Palestinian mobility within the West Bank. The mobility constraints, most notably in the form of checkpoints, roadblocks, and physical obstructions, dramatically increased in volume and scale during the Second Intifada from 2000 to 2005. …

The largest known oil shale deposits in the world are in the Green River Formation, which covers portions of Colorado, Utah, and Wyoming. Fully one-half of the world’s oil shale lies within 150 miles of Grand Junction, Colorado, and about 80% of these reserves are on federal land. Estimates of recoverable reserves in the Green River Formation range from 500 billion to 1.53 trillion barrels. At present consumption rates, this is enough oil to satisfy 100% of U.S. demand for well over 100 years.
