Nebraska Department of Environmental Quality: Reports
The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain high quality water and encourage or execute activities to improve poor water quality. Monitoring is done on nearly 17,000 miles of flowing rivers and streams, more than 134,000 acres of surface water in lakes and reservoirs, as well as the vast storage of groundwater in Nebraska’s aquifers.

In 1990, 192 ARCO M75 photovoltaic (PV) modules were installed as a part of the Schatz Solar Hydrogen Project at the Humboldt State University (HSU) Telonicher Marine Lab in Trinidad, California, within 150 m of the Pacific Ocean. This 9.2 kW-rated PV array was used to power the marine laboratory air compressor and an electrolyzer. Individual current-voltage (IV) curve tests were performed on each of the PV modules prior to the array’s construction in 1990 and again in 2001, 2010, and, most recently, in 2016, following decommissioning of the array. Computers consume an estimated 5,610 GWh per year in California alone. Much of that energy is consumed by computers that are not being used. In this project, detailed user login data are used to estimate the energy consumption of instructional computers at Humboldt State University (HSU) over the course of one semester. The data are also used to estimate the potential energy savings from automating the shutdown process. Potential cost savings and greenhouse gas (GHG) emissions reductions resulting from implementing an automatic-shutdown power management plan are also calculated.

Reservoir sedimentation and the consequence long term loss of storage capacity have been a serious threat to the natural environmental system. However, there is only few information and physical measurements regarding to the sediment accumulation rate within the reservoirs. The average age of dams in the country is more than 50 years old, and with aging dams, the number of high-hazard dams continues to increase. There are some serious risks associated with aging dams. The primary objective of this research was to develop, fabricate, evaluate and utilize microelectrodes to metal coupons in artificial water system. In the brass experiment, it presented profiles of direct measurements of free chlorine/monochloramine, oxygen and pH to brass and cement based coupons. In monochloraminated water, brass showed a much faster corrosion process under observation. Profiles showed a less monochloramine consumption with as high as 7% greater oxygen utilization comparing to the brass in free chlorine solution, reflecting oxygen could be a major part of the corrosion initiation process. This dissertation reports on research related to novel water treatment and monitoring techniques for sulfide-laden groundwater supplies. The dissertation is divided into several chapters with four core chapters focused on investigations studying a novel water treatment method or monitoring technique. The first investigation assessed the efficacy of multi-pass spray aeration treatment to remove trihalomethanes (THMs) and to reduce the total THM formation potential (TTHMFP) of an aerated water column post-aeration. Coal fly ash (CFA) is a coal combustion by-product containing heavy metals (HMs) that can enter and accumulate in environmental matrices. The current study assessed the fate and effects of HMs contained in CFA on Armour silt loam (ASL) soil, switchgrass plant, and leachate. Soil impact indices compared levels of HMs in the CFA-soil admixtures to control soil (without CFA). These indices include contamination factor (*C*~f~), modified degree of contamination (m*C*~d~), and pollution load index (PLI). The (dis)connectivity of sediment, defined as the detachment and transport of sediment from source to sink between geomorphic zones, is a major control on sediment transport rates but has seldom taken precedence in sediment transport models that focus on assessment of sediment impacts on water supply. A watershed-scale sediment transport model was formulated that incorporates sediment (dis)connectivity knowledge and subroutines and predicts sediment flux through coupling with an excessive shear stress erosion equation. The intersecting probabilities of sediment supply, detachment, transport, and (dis)connectivity produce the probability of sediment connectivity for a watershed or region of a watershed. Diffuse radiation can increase canopy light use efficiency (LUE). This creates the need to differentiate the effects of direct and diffuse radiation when simulating terrestrial gross primary production (GPP). Here, we present a novel GPP model, the diffuse-fraction-based two-leaf model (DTEC), which includes the leaf response to direct and diffuse radiation, and treats maximum LUE for shaded leaves (εmsh defined as a power function of the diffuse fraction (Df)) and sunlit leaves (εmsu defined as a constant) separately. The main objective of this study was to evaluate geopolymer concrete made from coal combustion by-products, disposed of in landfills, as a potential substitute for the ordinary Portland cement (OPC), which is responsible for 5-8% of the total CO2 emissions in the world. In this study, a coal fly ash sample from the Carolinas was used in a chemical process known as geopolymerization to produce a “geopolymer” binder. The developed geopolymer binder could competently substitute the OPC binder in regular concrete applications. Twenty samples, with one composite sample built out of the 20 individual samples, of ponded ash were collected at a Kentucky power plant. The coal feed throughout the history of the power plant was central eastern Kentucky low- to moderate-S high volatile A bituminous coal. The pond was in the process of being excavated, with the ash moved to a landfill on another company property. Fly ash was collected from individual mechanical and electrostatic precipitator (ESP) hoppers at a 130-MW pulverized-coal utility unit burning a southeastern Kentucky moderate- to high-S Pennsylvanian Fire Clay coal. The fly ash particle size is generally similar within each row of the mechanical and ESP hoppers, with the mean particle diameter decreasing from >36 μmin the mechanical hoppers to 6 μm in the last ESP row. Rare earth element (REE)–bearing phases occur within fine minerals and, possibly, as part of the fly ash glass phase. In response to the U.S. Environmental Protection Agency’s new rule regarding the disposal of coal combustion residuals (CCRs), many utilities need to re-examine their waste disposal practices and make decisions regarding if and how unlined surface impoundments (SIs) should be closed. The two primary options for closing SIs are in-place closure, with capping and engineering controls, and excavation of the CCR for transport to and re-disposal in a lined landfill. This workshop engaged participants in discussion about issues in incorporating qualitative information, namely attitudes, perceptions, and other psychological-social factors into transport research and analysis. There are many challenges to collecting this information from respondents. This synthesis summarizes the workshop presentations and discussion where participants identified the various types of information desired, reviewed the current challenges in conducting this type of data collection, made recommendations for practice, and outlined an agenda for future research.

This thesis presents the hydraulic characteristics and simulated passage efficiency of a hybrid pool-and-chute, vortex weir fishway designed by Michael Love & Associates. A physical 1:15 scale model was constructed and evaluated at an 8% slope over three prototype flow rates representing high and medium fish passage flows. The highest velocities and turbulent kinetic energy (TKE) values were concentrated along the fishway centerline at the high and medium flow rate and the pool sides showed lower velocities and TKE. A Life Cycle Assessment (LCA) was conducted to determine the environmental impacts of several waste treatment scenarios for a suburban New York (U.S.) municipality. The study goal was to determine if separate food waste recovery and management was environmentally sounder than waste-to-energy incineration (the baseline case). Three alternatives, enclosed tunnel composting, enclosed windrow composting, and anaerobic digestion with subsequent enclosed windrow composting of residuals, were examined considering the entire residual waste stream (not just separated food wastes). Impact categories assessed were climate change, environmental eutrophication and acidification, resource depletion, and stratospheric ozone depletion. The objective of this study is to investigate the effect of ion contaminations and operating conditions on Electro Coagulation (EC) and Oxidation (EO) in turbidity and natural organic matter (NOM) removal. The experiments were conducted in 4 liters column. Ferrous and calcium were chosen as contaminated ions. The objective of in situ thermal treatment is typically to reduce the contaminant mass or average soil concentration below a specified value. Evaluation of whether the objective has been met is usually made by averaging soil concentrations from a limited number of soil samples.Results from several field sites indicate large performance uncertainty using this approach, even when the number of samples is large. Energy efficiency retrofit of buildings represents a key effort in reducing EU energy demand by 20% by 2020. However, predictions tend to overestimate savings by large percentages. The shortfall in savings can be attributed to incorrect predictive techniques, comfort takeback along with other behavioural and workmanship variables. Accurate representations of lake–ice–atmosphere interactions in regional climate modeling remain one of the most critical and unresolved issues for understanding large-lake ecosystems and their watersheds. To date, the representation of the Great Lakes two-way interactions in regional climate models is achieved with one-dimensional (1D) lake models applied at the atmospheric model lake grid points distributed spatially across a 2D domain. While some progress has been made in refining 1D lake model processes, such models are fundamentally incapable of realistically resolving a number of physical processes in the Great Lakes. The United States Environmental Protection Agency (EPA) established the Public Water System Supervision (PWSS) Program under the authority of the 1974 Safe Drinking Water Act (SDWA). Under the SDWA and the 1986 Amendments, EPA sets national limits on contaminant levels in drinking water to ensure that the water is safe for human consumption. These limits are known as Maximum Contaminant Levels (MCLs) and Maximum Residual Disinfectant Levels (MRDLs). For some regulations, EPA establishes treatment techniques in lieu of an MCL to control unacceptable levels of contaminants in water.

The objective of this study is to investigate the effect of ion contaminations and operating conditions on Electro Coagulation (EC) and Oxidation (EO) in turbidity and natural organic matter (NOM) removal. The experiments were conducted in 4 liters column. Ferrous and calcium were chosen as contaminated ions. The operating condition was varied in terms of initial pH and current density. 100 NTU turbidity and 70 mg/L NOM were synthesized from bentonite and humic acid (HA), respectively. Open channel flows play a significant role within major metropolitan areas in the removal of excess surface runoff. Main channels are responsible for the removal of all excess surface runoff which are fed by connecting tributaries. Both main channels and tributaries can occur naturally or be manmade but their orientation must be considered in the removal of excess surface run off. It is believed that the angle in which the tributaries connect to the main channel is an important factor in whether the run off is removed efficiently or a major contributor to flooding.
