The following are a series of cost estimate models similar in format to a typical engineer’s estimate that were developed in support of our financial impact assessment report for LD 1725. The models us current material costs, labor costs, and equipment costs for the region to provide a comparative cost analysis of seven culvert replacement scenarios. The models provide information about what the cost impact of LD 1725 would be for typical culvert replacements in Maine. The current drought over the Colorado River Basin has raised concerns that the US Department of the Interior, Bureau of Reclamation (Reclamation) may impose water shortages over the lower portion of the basin for the first time in history. The guidelines that determine levels of shortage are affected by forecasts determined by the Colorado Basin River Forecast Center (CBRFC). While these forecasts by the CBRFC are useful, water managers within the basin are interested in long-term projections of streamflow, particularly under changing climate conditions. Tetrachloroethene and trichloroethene are among the most prevalent groundwater contaminants found at hazardous waste sites throughout the United States. Since implementing some of the common treatment methods to remediate these hazardous waste sites would exceed hundreds of billions of dollars, there is considerable interest in reducing costs while achieving remediation regulations. Under anaerobic conditions, these compounds can undergo reduction reactions known as reductive dechlorination. This occurs when an electron donor provides the reducing equivalents needed to replace the chlorine atoms with hydrogen atoms. The Las Vegas Valley, located in the arid Southern Nevada region, with a growing population, limited water resources, and a prolonged drought, faces a challenge in meeting its future water needs. Southern Nevada Water Authority (SNWA), the main water management agency in the Valley, is focusing on water conservation to reduce water demand. Current water use is 945 lpcd (250 gpcd) which SNWA aims to reduce to 752 lpcd (199 gpcd) by 2035. Presently the indoor outdoor water use proportion is about 40:60 in the Valley. Ion-exchange (IX) is possibly the most feasible technology for perchlorate removal and perchlorate-selective and non-selective IX resins are commercially available for this purpose. The use of both resins has shortcomings. Selective resins are incinerated after one time use, and non-selective resins produce a regenerant waste stream that contains high concentration of perchlorate. A process involving directly contacting of spent IX resin containing perchlorate with perchlorate-reducing bacteria (PRB) to bioregenerate the resin has been developed and proven recently. In this process PRB biodegrade perchlorate ions which are attached to the functional groups of the resin.

Single-well push-pull tracer tests have been used to characterize the extent, fate, and transport of subsurface contamination. Analytical solutions provide one alternative for interpreting test results. In this work, an exact analytical solution to two-dimensional equations describing the governing processes acting on a dissolved compound during a modified push-pull test (advection, longitudinal and transverse dispersion, first-order decay, and rate-limited sorption/partitioning in steady, divergent, and convergent flow fields) is developed. The coupling of this solution with inverse modeling to estimate aquifer parameters provides an efficient methodology for subsurface characterization. Activated carbons (ACs) and activated carbon fibers (ACFs) have been extensively used for the removal of synthetic organic compounds (SOCs) that have been found to be toxic, carcinogenic, mutagenic or teratogenic. The rhizosphere, i.e. the zone of soil immediately surrounding plant roots plays a prominent role in supplying plants with water and nutrients. However, surprisingly little is known about rhizosphere physical properties and how they affect root growth, water and nutrient uptake. The lack of non-invasive and non-destructive imaging techniques necessary to observe living roots growing in undisturbed soil have been a main reason for this shortcoming. The new data center will not replace the existing data center; rather, it will provide redundancy for the operations of the campus. Because of the energy demands of data centers, there is a worldwide push for energy efficiency. The new redundant data center requires that Network Operations Center personnel are able to monitor certain conditions within the data center for the safety of the server equipment. Server equipment will fail if it gets too hot or if the surrounding environment becomes too humid, therefore the baseline instrumentation design must monitor both temperature and humidity in the data center. The system must also be capable of remotely alerting NOC personnel when there is a problem.

Plutonium has been released to the environment through a variety of intentional and unintentional mechanisms, including atmospheric testing, disposition from weapons manufacturing processes, and subsurface disposal. Therefore, a thorough understanding of the chemical, physical, and biological processes affecting plutonium transport is imperative. It has been shown that humic acid (HA) (a refractory component of natural organic matter (NOM)) can effectively solubilize plutonium (Santschi et al., 2002). Increased solubility may result in enhanced subsurface transport, due to the higher concentration of Pu in the aqueous phase. The objective of the research was to develop a complete systems design and predictive model framework of a series of linked processes capable of providing treatment of landfill leachate while simultaneously recovering nutrients and bioenergy from the waste inputs. Thermochemical gasification is one of the most promising technologies for converting biomass into power, fuels and chemicals. The objectives of this study were to maximize the net energy efficiency for biomass gasification, and to estimate the cost of producing industrial gas and combined heat and power (CHP) at a feedrate of 2,000 kg/h. Aspen Plusbased model for gasification was combined with a CHP generation model, and optimized using corn stover and dried distillers grains with solubles (DDGS) as the biomass feedstocks. The Induced Bed Reactor (IBR) was developed at Utah State University to apply high-rate anaerobic digestion techniques to high solids content substrates. This technology has been successfully implemented at full-scale multiple installations in the United States and Canada as a waste treatment and energy production technology, but the physical processes necessary to further optimize the system were not well understood.
Bench scale IBRs were operated as anaerobic digesters at 35°, 45°, and 55° C under three organic loading rates and three corresponding hydraulic retention times. Reactor performance was monitored at steady state for residence time distribution and substrate reduction.

Although ion exchange is highly efficient in removing inorganic contaminants, similar to other water treatment technologies, ion exchange has some drawbacks that need to be studied further. Three issues related to drawbacks of ion-exchange resins in water treatment were addressed in this research. The first issue was the influence of anionic inorganic co-contaminants including nitrate, Cr(VI), Se(VI), and As(V) on the performances of nitrate and perchlorate specialty (selective) resins in water treatment. It was found that nitrate can be removed from waters using perchlorate specialty resins, but the resin is poorly regenerated. Perchlorate was not easily removed from either nitrate …

This dissertation investigated the impacts of climate change to the hydroclimatology and river and reservoir management operations within the Colorado River Basin. Preliminary research indicated observed warming trends throughout the Colorado River Basin and corresponding seasonal trends to the magnitude and timing of runoff in the Colorado River Basin. Subsequent research investigated the changing character of precipitation and corresponding impacts to streamflow over the Colorado River Basin. Analysis of snowpack telemetry (SNOTEL) stations over the American West and Colorado River Basin indicated decreasing trends in annual snowpack, often at least at the 95% confidence interval. Groundwater at an industrial site is contaminated with γ -hexachlorocyclohexane (HCH) and α-HCH (i.e., lindane) (0.3-0.5 ppm). Other contaminants in the 1-15 ppm range include 1,2,4-trichlorobenezene (TCB), 1,2-dichlorobenzene (DCB), 1,3-DCB, 1,4-DCB, chlorobenzene (CB), benzene, trichloroethene (TCE) and cis-1,2-dichloroethene (cDCE). Chlorination is used to prevent the spread of waterborne infectious diseases from swimming pools. This required disinfection practice also results in the formation of undesirable disinfection by-products (DBPs) from the reactions of chlorine with the organic matter (released by swimmers or present in the filling water of the pool) and bromide. Some of these DBPs have important adverse public health effects; as a result their concentrations in drinking waters are regulated. Unfortunately, DBPs formation and control in swimming pools have not been studied and investigated to the same extent as their formation and control in drinking water.

Emerging contaminants have been of importance in recent water research. Wastewater treatment plants (WWTPs) have proved ineffective at handling present-day antibiotic loads from hospital and municipal sources. Kolpin et al. (2002) performed a study that identified pharmaceuticals in numerous waters downstream from effluent discharge. Though present in trace levels, concern has been raised regarding pharmaceutical persistence in natural environments. In the present study, uptake rates were quantified in the laboratory for 25 pharmaceutical compounds using Polar Organic Chemical Integrative Samplers (POCIS). Twenty new uptake rates were determined for compounds that have no previously reported literature values. POCIS was also used …

This study was conducted in order to compare and evaluate a variety of ammonia (NH3) measurement techniques for determination of ambient gas phase concentration and evaluation of system fluxes. This was accomplished by measuring NH3 emitted from area sources within two dairies, one located in south-central Idaho and another in central California. Water temperature directly affects biological and chemical processes of fresh water ecosystems. Elevated instream temperatures are commonplace in the Virgin River of southwestern Utah during summer due to a hot desert climate and high water demands that result in low stream flows. This is of concern since the Virgin River is home to two endangered species, the Virgin River Chub (Gila seminuda) and Woundfin (Plagopterus argentissimus). Remediation of trichloroethylene (TCE) is a major priority for many contaminated sites all over the industrialized world including Hill Air Force Base, UT (HAFB). Phytoremediation as part of a cleanup strategy is an appealing option, and trees at HAFB have been studied to this end. Trees have also been used to delineate groundwater plumes because the passive uptake of organic contaminants by trees generally results in a direct relationship between tree and groundwater TCE concentrations if the trees are using the contaminated groundwater. The polarization performance of two types of commercial galvanic point anodes for protection of reinforced steel around patch repairs was investigated. Experiments included measurement of the polarization history of the anode under constant current impressed by galvanostatic circuits and in reinforced concrete slabs. The tests revealed, for both types of anodes, a potential-current function (PF) indicating relatively little anodic polarization from an open circuit potential at low current levels, followed by an abrupt increase in potential as the current approached an apparent terminal value.
