Development Of A Cost-Effectiveness Methodology To Prioritize Environmental Mitigation Projects, Robert E. Thompson
Development Of A Cost-Effectiveness Methodology To Prioritize Environmental Mitigation Projects, Robert E. Thompson
Theses and Dissertations
A cost-effectiveness prioritization methodology was developed using concepts from the cost-effectiveness technique. The new methodology called the Cost-Effectiveness methodology (CEM) allows the prioritization of mitigation projects across broad categories of hazardous sites as would be ranked among the offices of the Environmental Protection Agency. Two performance criteria were incorporated into the process--rank projects that save the most lives per dollar and enhance general applicability across different categories of risk. A metric was developed that represents the ratio of lives saved per dollar spent on mitigation alternatives of contaminated environmental sites. This metric was incorporated into the CEM to distinguish mitigation …
Economic Analysis Of Costs Incurred From Chemical Exposures In The Workplace Resulting In Non-Carcinogenic Responses As Additional Justification For Pollution Prevention Projects, Michael L. Forcht, Timothy D. Neu
Economic Analysis Of Costs Incurred From Chemical Exposures In The Workplace Resulting In Non-Carcinogenic Responses As Additional Justification For Pollution Prevention Projects, Michael L. Forcht, Timothy D. Neu
Theses and Dissertations
This research determines the applicability of using costs associated with chemical exposures in the workplace for financial justification of pollution prevention projects. Specifically, this thesis looks at costs incurred due to noncarcinogenic effects caused by chemical exposures. Average costs are determined through researching applicable statistical cost data. Acute effects are analyzed using an analysis of available statistical accident data from multiple sources. Expected values are then calculated based upon the projected cost of an accident and the probability of having an accident. Chronic effects are analyzed using an empirical analysis. A risk assessment is used to determine the likelihood of …
A Technical And Practical Study Of Composting As A Solid Waste Management Alternative For The Air Force, Donald R. Abrams, Timothy D. Brecheen
A Technical And Practical Study Of Composting As A Solid Waste Management Alternative For The Air Force, Donald R. Abrams, Timothy D. Brecheen
Theses and Dissertations
This thesis reviews composting as a solid waste management option for the Air Force. The Air Force's Pollution Prevention Program Mandates composting as an opportunity to reduce landfill disposal and save future environmental costs. This research considers composting technologies used in mixed municipal solid waste and yard waste applications. The thesis presents technical aspects of composting and also summarizes operational techniques of successful composting sites across the United States. Composting is a biological process for converting organic waste into a stable product for use as a soil amendment or mulch. The Air Force should immediately begin yard waste composting programs …
Evaluation Of Managerial Challenges Created By Acceleration Of The Installation Restoration Program, Robert L. Vinson Iii
Evaluation Of Managerial Challenges Created By Acceleration Of The Installation Restoration Program, Robert L. Vinson Iii
Theses and Dissertations
This study investigates the distribution of managerial tasks related to the Installation Restoration Program (IRP). Initiated in 1986, the IRP is the DoD program to identify and clean-up hazardous waste sites. Study areas include current distribution of managerial tasks, changes in task distribution needed to accelerate the program, and potential resource constraints. Additionally, the study considers how acceleration of Army and Navy restoration programs could impact the Air Force IRP. The study reveals IRP management is heavily centralized at MAJCOM with most technical work being performed through contracts with service centers. Individual bases have little direct involvement in the program. …
Industrial Wastewater Management Practices In Air Force Logistics Command, Patrick J. Smith
Industrial Wastewater Management Practices In Air Force Logistics Command, Patrick J. Smith
Theses and Dissertations
The selection of a model plant was based upon criteria established by a review of current literature. The criteria were permit compliance, plant performance, and the adoption of pollution prevention as a corporate environmental philosophy. In this study, private sector firms were examined to identify the best industrial wastewater management practices using a Total Quality Management (TQM) tool called benchmarking. The data gathering process consisted a survey of water pollution control organizations, and a survey of benchmark candidates. The purpose of surveying water pollution control organizations was to objectively identify possible benchmark candidates. A questionnaire was then used to gather …
