Nebraska Department of Environmental Quality: Reports
The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain good quality water and encourage or execute activities to improve poor water quality. Monitoring is done on the over 18,000 miles of flowing rivers and streams, our greater than 280,000 acres of surface water in lakes and reservoirs, and the vast storage of groundwater in Nebraska’s aquifers.

Sprawling development patterns accelerated across the New England landscape in the last three decades and consumed the region‘s forests, farms, and open spaces at an unprecedented rate. New England‘ers in all six states formed land trusts, supported statewide conservation organizations, and collaborated with state and federal partners to protect some of their most-prized recreation lands, wildlife habitats, and working lands. The current economic recession has slowed development pressures across the region and offers an opportunity to build on recent successes. The time is right to plan a coordinated New England conservation strategy that protects and links the region‘s natural assets. …

The Portland Municipal Climate Change Working Group prepared a report in March 2008 that outlined several recommendations as a commitment by the City to address greenhouse gas emissions (GHG) produced during daily municipal operations. The Municipal Climate Action Plan was written in partnership with Clean Air – Cool Planet and Portland officials, and acknowledges under Recommendation #2 that an employee energy efficiency program would provide significant positive impact on the City’s reduction of greenhouse gas emissions. We present a data-driven model, Support Vector Machine (SVM), for long lead time streamflow forecasting using oceanic-atmospheric oscillations. The SVM is based on statistical learning theory that uses a hypothesis space of linear functions based on Kernel approach and has been used to predict a quantity forward in time on the basis of training from past data. The strength of SVM lies in minimizing the empirical classification error and maximizing the geometric margin by solving inverse problem. The Ord River Irrigation Area (ORIA) has a 'flow through' irrigation system. That is, irrigation water is diverted from Lake Kununurra and any waste water from the irrigation system and farms flows directly back into the river downstream. This means that any sediment, nutrient or chemicals in tailwater from farms flows straight into the river.
The Ord Land and Water Management Plan 2000 specifies goals to improve surface water quality. The goals are to reduce the load of chemical and nutrient contamination and sediment in tailwater by 40 per cent.

The city of El Paso has the largest inland brackish desalination plant in the world. The Kay Bailey Hutchison (KBH) Desalting plant produces 15 million of permeate water every day. Due to the excellent quality of the water, the permeate water is blended with brackish water producing a final volume of 27.5 million gallons of water every day. With an average recovery rate of 80%, the KBH plant produces an average of 3 million gallons of concentrated brackish water that is disposed of via injection wells 23 miles from the plant.

Congress has mandated under Section 303(d) of the Clean Water Act that Total Maximum Daily Loads (TMDL's) be established for impaired water bodies to further identify and regulate their waste assimilative capacity. To establish a TMDL, the sources of waste loading or pollutants must be identified, and a method of determining how each should be limited or removed must be developed. Using a water quality model is a typical method for determining these limits, and since new or changed limits will likely impact local businesses and government budgets, the model must be accurate. The purpose of this research was to investigate orthophosphate as a corrosion inhibitor for copper pipe in a high-alkalinity drinking water system. Specifically, this thesis sought to answer three research questions regarding the impact of orthophosphate treatment, the nature of the mechanism by which orthophosphate controls copper corrosion, and the value of equilibrium modeling in predicting orthophosphate’s effects. Stormwater runoff occurs naturally after every storm event; however, traditional development practices have created many impervious surfaces, such as buildings, parking lots, and streets that increase runoff volume and flow rate. Conventional stormwater management practices focus on collecting runoff into centralized channels and conveying it as quickly as possible to local bodies of water. This type of conveyance system decreases the opportunity for stormwater to naturally infiltrate back into the ground. It also prevents contaminants from being naturally filtered out of stormwater flows. Chlorinated solvents, including perchloroethene (PCE) and trichlorethene (TCE), are among the most common groundwater contaminants found in the United States. Once released into the environment, chlorinated solvents are extremely persistent and often require costly and lengthy remedial actions. The use of constructed wetlands has shown promise as an effective and less costly alternative for the treatment of chlorinated solvent contaminated groundwater. This memorandum discusses model calibration and enhancements made to the Lake Whatcom water quality model. Model development and initial calibration were documented in the report “Lake Whatcom Water Quality Model” (Berger and Wells, 2005). The Lake Whatcom water quality model has been converted from CE-QUAL-W2 version 3.2 to version 3.5 (Cole and Wells, 2006).

An evaluation of Pacific and Atlantic Ocean sea surface temperatures (SSTs) and continental U.S. streamflow was performed to identify coupled regions of SST and continental U.S. streamflow variability. Both SSTs and streamflow displayed temporal variability when applying the singular value decomposition (SVD) statistical method. Initially, an extended temporal evaluation was performed using the entire period of record (i.e., all years from 1951 to 2002). This was followed by an interdecadal-temporal evaluation for the Pacific (Atlantic) Ocean based on the phase of the Pacific Decadal Oscillation (PDO) (Atlantic Multidecadal Oscillation (AMO)). The diversity of microbial communities in wetlands has not been fully measured. These communities may offer tools to naturally remediate sites polluted with chlorinated compounds. The use of wetlands to effectively remediate aquifers contaminated with chlorinated solvents is an emerging technique, which shows high promise. Research has shown higher levels of copper appear in drinking water conveyed through relatively new copper piping systems; older piping systems typically deliver lower copper levels in their drinking water. This research contributes field data from a real drinking water distribution system, providing a better understanding of this phenomenon, as it relates to treatment considerations and compliance with the Lead and Copper Rule. These compounds attack the central nervous system in animals and can affect the photosynthesis of plants. A study of the influence of interdecadal, decadal, and interannual oceanic-atmospheric influences on streamflow in the United States is presented. Unimpaired streamflow was identified for 639 stations in the United States for the period 1951–2002. The phases (cold/negative or warm/positive) of Pacific Ocean (El Niño–Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO)) and Atlantic Ocean (Atlantic Multidecadal Oscillation (AMO) and North Atlantic Oscillation (NAO)) oceanic-atmospheric influences were identified for the year prior to the streamflow year (i.e., long lead time). Current exploratory boring operations in and around Manhattan, New York City are providing geologists and geotechnical engineers with a plethora of new and interesting geological information, which has not been previously reported. The rocks encountered, mostly medium to high-grade metamorphic rocks, with both mafic and felsic intrusives, are highly variable in competency and mechanical durability. One of the most frequently encountered rock types is a garnetiferous-muscovite-biotite schist which grades into schistose gneiss and displays a wide variety of structural, compositional, and textural attributes. The hybrid discrete fracture network/equivalent porous medium (DFN/EPM) model was selected for analysis and application to simulate a contaminated site in this study. The DFN/EPM was selected because it appeared to have the potential to aid decision making by remedial project managers at contaminated DoD fractured aquifer sites. This model can use data that are typically available at a site while incorporating the important processes relevant to describing contaminant transport in a fractured medium. This study investigates how application of Hydrogen Release Compound (HRC) might be implemented to remediate a site contaminated with tetrachloroethene (PCE) or its daughter products, under varying site conditions. The 3-D reactive transport model RT3D was coupled with a dual-Monod biodegradation submodel to simulate the effect of the hydrogen generated by HRC on accelerating the biodegradation of dissolved chlorinated solvents.
