To address the limitations of traditional planning-level cost estimating methods, such as reliance on statewide averages, heavy reliance on engineering judgment, and high levels of inaccuracy, this study developed two data-driven frameworks and corresponding tools. The first framework focused on resurfacing projects and used treatment-specific simple linear regression based on lane miles and geographic location. The second addressed a broader group of construction projects and used multiple linear regression with project length, route type, and right-of-way cost as key predictors. In both frameworks, the final estimates are computed by aggregating multiple estimates produced by county-, region-, and state-level models. The …

In the channels and floodplains of inland waterways the hydrodynamic forces of floods destroy property and infrastructure, threaten lives, and damage aquatic habitat. Flood simulations using robust and efficient depth-averaged two-dimensional hydrodynamic models (2D models) can be interpreted to design effective solutions for areas vulnerable to damage. The reliable interpretation of 2D models for use in design is improved here through direct comparison of 2D model output to observed flood events at 6 headwater research sites. Alkali-silica reaction (ASR) causes extensive damage to concrete infrastructure worldwide, with traditional mitigation strategies increasingly constrained by supplementary cementitious material (SCM) supply limitations. This dissertation investigates an innovative approach to ASR prevention through strategic application of hydrophobic materials to modify moisture and ionic transport pathways in cement mortars. The research employed a comprehensive three-objective experimental program using highly reactive aggregates and three hydrophobic materials: hexamethyldisilazane (HMDS)-treated fumed silica, silane-based emulsion, and silane-based crème. The first objective demonstrated the feasibility of hydrophobic aggregate surface modification, achieving 46% and 38% reductions in ASR expansion for washed and non-washed hydrophobic aggregates, respectively. This study addresses the formidable challenges of expansive clayey soils, notorious for their swelling-shrinkage characteristics, which often lead to ground instability and structural damage. While effective in mitigating soil swell-shrink potential and enhancing strength, traditional calcium-based stabilizers can react with higher sulfate content to form ettringite, causing volumetric changes and infrastructure distress. Curing is a critical step in concrete construction. When a concrete specimen is properly cured, its shrinkage and early age curling/warping can be reduced, and the concrete strength can be increased. Curing methods can be divided into two categories: traditional external curing and emerging internal curing methods. Temperature is an important parameter to consider for asphalt paving since this work is generally susceptible to weather due to outdoor construction. The South Dakota Department of Transportation (SDDOT) developed working day weather charts in 1998 to address the expected adverse weather days. This thesis investigated the effect of temperature on adverse weather days for asphalt paving and compared them to the value reported in the 1998 SDDOT study. Urban arterials may not effectively utilize available lanes to move vehicles efficiently as drivers try to establish position along the corridor. This study evaluates lane flow distribution before and after implementing new route markings and overhead signs to utilize existing lanes better. A cellphone-based traffic data service called StreetLight gathered the traffic data used to establish the VISSIM model parameters for simulating current and projected conditions. This study shows that the lane assignment signage and route markers affected the lane flow distribution in the simulation. The 2020 ASCE infrastructure report card has assigned a letter grade of D- for bridges in Mississippi based on poor to fair condition ratings with many approaching the end of their useful service lives. Mechanical bar splices provide an alternative to the traditional method of lap splicing to achieve reinforcement bar continuity in reinforced concrete. Acquiring geophysical information requires selection of the geophysical method based upon the defining physical property and a survey design with adequate resolution but cost effective based upon the size of the area to be surveyed. The objective of this study is to use artificial neural nets (ANNs) to design an optimal survey. The developed approach is tested for the case of soil pipe surveying using electromagnetics.
