The use of Information Communication Technologies (ICT) in construction purchasing has been sporadic and piecemeal. Very significant inefficiencies and problems still exist in both paper transactions and non-integrated electronic solutions. At the simplest level, the electronic transmission of business documents offers savings in paper and postage. By going a step further, businesses can make strides in communicating with their partners, at relatively low cost, through direct links between their computers. The current methods of processing orders, deliveries and invoices of concrete products in the construction industry is enormously inefficient, with vast quantities of paperwork, duplication of effort, scanning, re-keying and resolving mismatches between purchase orders, delivery dockets and invoices. This paper sets out results of a survey which reveals attitudes to Information Communication Technologies (ICT) in supporting the purchasing process in construction. The drivers and barriers to ICT use in construction purchasing is discussed from both the contractor‟s and supplier‟s perspective. The spot improvements on US 119 in Letcher County between Whitesburg and Partridge were an attempt to improve safety throughout the corridor. To achieve this goal, the roadway alignment and cross section were changed at various locations. In addition, problems related to truck traffic were considered in redefining the roadway geometries. The total length of the spot improvement locations was approximately 6.9 miles.

This study was initiated to take an in-depth look at the current time and material incentive/disincentive program associated with highway construction projects in Kentucky. The current incentive/disincentive program was first initiated in the mid to late 90’s. However, not until recently had some of the original mechanisms of the program been revisited and/or up-dated.

This study was initiated to provide a review of safety and health issues related to Kentucky Transportation Cabinet (KYTC) construction activities including both KYTC and contractor personnel. Work included a literature search, interviews with KYTC resident engineers, and both a survey of and subsequent meeting with district construction safety coordinators. Recommendations are provided for implementing changes to improve safety and health regulatory compliance for both KYTC and contractor personnel.

Most of the deficiency in existing stringer-type bridges lie in deterioration of the bridge deck. Cast-in-place reinforced concrete decks experience cracking shortly after construction due to large differential creep and shrinkage with the supporting beams, and due to the temperature drop experienced during the hydration cycle. The NUDECK (Nebraska University) system is a full-depth precast/prestressed concrete bridge deck panel system. The combination of high performance precast concrete, where little creep and shrinkage occur after the deck is made composite with the beams, and two-way prestressing assure continued pre-compression of the deck during its life. The current methods of ordering, delivering and invoicing of materials in the construction industry is enormously inefficient, with vast quantities of paperwork, duplication of effort, scanning, re-keying and resolving mismatches between invoices, delivery dockets and purchase orders. This paper sets out the results of a successful 2005 pilot project which achieved a three-way electronic match of the purchase order, delivery note and supplier invoice information. The Kentucky Transportation Center gathered the appropriate information, performed a series of computations and analyses, prepared the attached documentation, and makes the following recommendations to the Kentucky Transportation Cabinet for their DBE goal for Federal Fiscal year 2004 (October 1, 2003 - September 30, 2004).

KTC recommends an overall DBE goal of 9.26%, of which 1.931% is anticipated to be satisfied by race/gender neutral prime contracts, and the resultant 7.33% should established as race/gender conscious subcontracts. The overall DBE goal figures stated here addresses an adjustment of 1.326% for the positive historical goal variance observed for the past eight years.

Safety in highway work zones has become a concern among Departments of Transportation (DOTs) throughout the country as the highway network has begun to age and more maintenance and construction work has been necessary. Safety in highway work zones is more compromised than in other areas for two reasons. First, the construction workers are near traveling vehicles as they perform their already dangerous work, increasing the risk of an accident. As population increases, so does the need to improve and augment the road network. Construction of new roadways or modification of existing roads often requires diversion or modification of streams. If a stream is disturbed, government regulations require mitigation or compensatory replacement of the affected area in a similar environment. Stream mitigation is of particular importance in Kentucky, as Kentucky ranks second in the United States for having the most miles of waterways.
