Northwest Arkansas contains two Section 319 Priority Watersheds that the Arkansas Natural Resources Commission (ANRC) has identified as being impacted by point and nonpoint sources of pollution (i.e., phosphorus, nitrogen, and sediment), and the Arkansas Water Resources Center (AWRC) has monitored the water quality at several sites within these watersheds. Water-quality data has been collected over the last decade within the Illinois River Watershed (HUC #11110103) and the Upper White River Basin (Beaver Reservoir HUC# 11010001), each watershed containing three sampling sites. Population growth in rural areas has led to new interest in rail transportation. Planning a passenger rail system involves numerous difficult decisions, most representing a trade-off between customer service and cost. In this work, we attempt to integrate many of these planning decisions. We consider strategic decisions such as station location and vehicle procurement, as well as tactical issues that include vehicle scheduling. Our integrated model exploits the linear network structure that best suits many rural American communities, including Northwest Arkansas. This thesis investigated climate variability and their associated hydrologic responses in the western United States. The western United States faces the problem of water scarcity, where the management and mitigation of available water supplies are further complicated by climate variability. Climate variability associated with the phases of oceanic-atmospheric oscillations has been shown to influence streamflow and precipitation, where predictive relationships have led to the possibility of producing long-range forecasts. Synthetic studies and analyses of an experimental dataset were conducted to address the use of Rayleigh-type surface waves for estimation of shear wave velocity (VS) profiles of shallow bedrock sites. The shallow bedrock presents a high impedance contrast boundary which causes surface wave energy to be partitioned to higher modes. Idealized studies of hypothetical datasets and root-mean-squared calculations of error surfaces showed that if reliable dispersion data are available over a broad frequency spectrum, the VS profile can be recovered using the fundamental mode alone. The objective of this thesis was to devise and refine Structural Health Monitoring methods and the associated quantitative characterization methods with the specific goal of enabling rapid and reliable safety evaluations of bridges following natural or manmade hazards. Presently, the safety and serviceability of these transportation infrastructure assets for use in emergency response and recovery operations are evaluated through on-site visual inspections of individual structures by teams of specially trained engineers or technicians; a process that is manpower-intensive, subjective, and slow. Measurement and modeling techniques were developed to improve over-water gaseous air-water exchange measurements for persistent bioaccumulative and toxic chemicals (PBTs). Analytical methods were applied to atmospheric measurements of hexachlorobenzene (HCB), polychlorinated biphenyls (PCBs), and polybrominated diphenyl ethers (PBDEs). Additionally, the sampling and analytical methods are well suited to study semivolatile organic compounds (SOCs) in air with applications related to secondary organic aerosol formation, urban, and indoor air quality.

A novel gas-phase cleanup method is described for use with thermal desorption methods for analysis of atmospheric SOCs using multicapillary denuders. The cleanup selectively removed hydrogen-bonding chemicals from samples, including much of …

Over the past several decades, it has become apparent that anthropogenic activities have resulted in the large-scale enhancement of the levels of many trace gases throughout the troposphere. More recently, attention has been given to the transport pathway taken by these emissions as they are dispersed throughout the atmosphere. The transport pathway determines the physical characteristics of emissions plumes and therefore plays an important role in the chemical transformations that can occur downwind of source regions. Over half of the world’s population is living in urban settlements, and most urban growth is occurring in developing countries. These countries’ economies are often unable to accommodate these rural-urban immigrations, resulting in millions of people settling in insecure communities known as urban slums. Current efforts to prevent urban slums include UN-HABITAT strategies to upgrade slums and stimulate urban/regional development. Urban metabolism analysis, which studies material and energy flows/stocks through urban processes, help decision-makers better understand their urban system. Nitrogen oxides play a crucial role in the budget of tropospheric ozone (O sub(3)) and the formation of the hydroxyl radical. Anthropogenic activities and boreal wildfires are large sources of emissions in the atmosphere. However, the influence of the transport of these emissions on nitrogen oxides and O sub(3) levels at hemispheric scales is not well understood, in particular due to a lack of nitrogen oxides measurements in remote regions. Scour at bridge abutments can cause damage or failure of bridges and result in excessive repairs, loss of accessibility, or even death. To mitigate abutment scour, both clear-water and live-bed laboratory experiments in a compound channel were performed using parallel walls and spur dikes as countermeasures, respectively. In addition, collars were tested under clear-water conditions only. It was found that both parallel walls and spur dikes can efficiently protect the abutment from scour provided that they are properly designed. Design guidelines were discussed for both countermeasures. Preliminary clear-water tests of collars as countermeasures against scour showed some promising results although …

Biochemical processes by chemoautotrophs such as nitrifiers and sulfide and iron oxidizers are used extensively in wastewater treatment. The research described in this dissertation involved the study of two selected biological processes utilized in wastewater treatment mediated by chemoautotrophic bacteria: nitrification (biological removal of ammonia and nitrogen) and hydrogen sulfide (H2S) removal from odorous air using biofiltration.

A municipal wastewater treatment plant (WWTP) receiving industrial dyeing discharge containing the azo dye, acid black 1 (AB1) failed to meet discharge limits, especially during the winter. Dyeing discharge mixed with domestic sewage was fed to sequencing batch reactors at 22oC and 7oC. …

Human Health Risk Assessments (HHRAs) have become a required component in the permitting process for hazardous waste incinerators and boilers and for closure or evaluation of chemical and petroleum facilities. However, although not currently required, these evaluations are also essential for additional daily processes having the potential to adversely impact the environment. One such process includes emissions produced from a firefighter training facility. Firefighter training facilities perform scenarios to enhance the firefighting ability of the trainees. This study presents information upon which the state of Louisiana can base its ozone State Implementation Plans (SIPs) designed to achieve planned emissions reduction that are required by the Clean Air Act (CAAA) of 1990. The research investigation included an assessment survey on a number of Transportation Control Measures (TCMs) and their degree of acceptability by the residents of Lake Charles area of Louisiana, the research target area. This dissertation has involved field and analytical studies of ground movements, ground vibrations and other design issues associated with trenchless pipe replacement (or pipe bursting, as it is commonly known). The process is used to replace an existing underground service pipe with a completely new pipe but without the disturbance and cost of excavating a trench from the surface. The process typically involves the insertion of a tool into the existing pipe that has a maximum diameter that is slightly larger than the existing pipe.
