This document reports the efforts conducted to determine critical parameters and configurations for Manual for Assessing Safety Hardware 2016 (MASH) Test Level 3 (TL-3) compliant breakaway luminaire poles supported by slip bases, including identifying pole configurations with the potential to meet MASH TL-3 as well as recommending critical configurations for full-scale crash testing. A thorough literature review was conducted which included survey results collected from Midwest Pooled Fund state departments of transportation (DOTs), standard plans from state DOT’s, and past luminaire pole testing.

In a post-9/11 world, hostile actors are using vehicles as weapons to inflict civilian casualties. Pedestrians, vulnerable road users, military personnel, and police may be targeted using a vehicle as a weapon. The United States Department of Defense (DoD) also utilizes Entry Control Facilities (ECFs) which are carefully designed transportation corridors to manage how threat vehicles are able to access military facilities. In 2004, DoD started to upgrade all ECFs using both passive and active barriers. Granular materials, which can range from nanometers to centimeters, are widely encountered as particles or powders in nature and in engineered systems. Some examples of granular materials include sands, gravels, biomass feedstocks, rice grains, pharmaceutical pills, glass beads, and lunar or martian regolith simulants. The attributes of and the interactions between constituent particles dictate the bulk mechanical properties and behavior of granular materials. Mechanical metamaterials are engineered structures with complex geometric arrangements that display unconventional mechanical properties which are uncommon in traditional materials. A mathematical model is proposed for the confinement of rectangular confined reinforced concrete elements under compression. The model was modified from existing models applied to rectangular confined concrete specimens. The present model applies to rectangular reinforced concrete cross-sections with a core aspect ratio of at least 2.0 and a high effective confinement index. Decision-makers increasingly invoke equity to motivate, design, implement and evaluate strategies for managing flood risks. Unfortunately, there is little guidance on how analysts can develop measurements that support these tasks. Here we analyse how equity can be defined and measured by surveying 167 peer-reviewed publications that explicitly state an interest in equity in the context of flood-risk management. Our main result is a taxonomy that systematizes how equity has been, and can be, defined and measured in flood-risk research. The taxonomy embodies how equity is a pluralistic and unavoidably ethical concept. Despite this, we find that most quantitative studies fail …

Despite the introduction of the perimeter blasting technique at the Tulawaka Gold Mine, the mine continued to suffer from an overbreak of mine development headings, with an average overbreak of 24% every 22 m, which is approximately twice the acceptable 10% overbreak. The causes of this problem include ineffective drilling practices and uneven and excessive charging of explosives, resulting in a slightly high powder factor of 3.94 kg/m3 instead of 3.8 kg/m3, as per the design. Often separated from justice, I argue urban design can shape spaces to enable respectful and reciprocal human and more-than- human relationships. Focusing on Phalen Creek in Saint Paul, Minnesota, I illuminate just and sustainable possibilities between ecologically sustainable and socially inclusive design. Phalen Creek was a natural waterway buried in a pipe during 20th century urbanization to be partially reconstructed through daylighting. Microbial communities in nature are dynamically evolving as member species change their interactions subject to environmental variations. Accounting for such context-dependent dynamic variations in interspecies interactions is critical for predictive ecological modeling. This work had the purpose to provoke discussion about more adaptive reservoir operations. This work created online collaborative modeling environments by using web spreadsheets (Google Sheets) during a video conference session. In each session, up to 6 collaborators immersed in water user roles. Then the collaborators consumed, saved, and traded water in response to their available water, other choices, and real-time discussion of choices. The collaboration was an alternative to prior offline or high-performance computing efforts that programmed water allocation rules to try to satisfy forecasted water demands across hydrologic scenarios. Within cold U.S. regions, winter storms can cause interruptions in transportation networks, affecting transportation entities’ revenue streams. Conventional snow-removal methods on roadways efficiently remove snow and ice, yet their adverse environmental impacts further make winter maintenance more challenging. In response to these concerns, electrically conductive cement concrete (ECCC) pavement has become an effective alternative for deicing and snow melting on road surfaces. ECCC utilizes the Joule heating principles to effectively melt snow and ice by incorporating conductive elements into conventional concrete.
