The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) marked the start of a new era in transportation in the United States. ISTEA required transportation agencies to take a proactive approach to planning and management of their assets. This included requirements for managing pavement, bridges, safety, congestion, public transportation, and intermodal systems. For horizontal transportation assets (i.e., bridges and pavement), deterioration modeling is an essential tool (Yanev and Chen 1993). To manage campus parking infrastructure, most universities have established parking departments. This department is referred as the University Parking Office (UPO) in this Dissertation. There is no methodology or tool to assist the UPOs in their decision-making process. This Dissertation focuses on student parking and has developed models and methodologies as decision support tools to assist UPOs in managing student parking on campuses.

There is a complex non-linear system dynamic between the water and salt transport in the unsaturated vadose zone where the salt transport and accumulation affect the water fluxes and vice versa. In addition, factors such as precipitation, transpiration, water infiltration and solute transport in the unsaturated zone of subsurface soil further complicate the processes involved. We have developed a system dynamics model for simulating the one-dimensional unsaturated water and solute transport along with root water uptake in the vadose zone. The right-turn flashing yellow arrow (FYA) signal phasing is a new signal practice in the United States. The Manual on Uniform Traffic Control Devices MUTCD (2009) allocates a signal phasing section for the right-turn FYA, which requires a four-section head FYA signal. It supports multiple phases' indications that guide the motorist through permissive, protected, and/or permissive/protected phases. The Crash Modification Factor (CMF) clearinghouse can be used to estimate benefits for specific highway safety countermeasures. It assists safety professionals in the allocation of investments. The clearinghouse contains over 7000 entries of which only 446 are categorized as intelligent transportation systems or advanced technology, but none directly address connected or autonomous vehicles (CAVs). Further, the effectiveness of highway safety countermeasures is assumed to remain constant over time, an assumption that is particularly problematic as new technologies are introduced. Fluviokarst landscapes are dominated by both fluvial and karst features. Interpreting hydrologic pathways of fluviokarst can be confounded by the unknown connectivity of the various flow regimes. A combined discrete-continuum (CDC) hybrid numeric model for simulating the surface and subsurface hydrology and hydraulics in fluviokarst basins was formulated to investigate fluviokarst pathways. This model was applied to the Cane Run Royal Springs basin in Kentucky USA. A priori constraints on parameterization were avoided via multi-stage optimization utilizing Sobol sequencing and high performance computing. Watershed features, physiographic setting, geology, climate, and hydrologic processes combine to produce a time-variant nutrient concentration signal at the watershed outlet. Anthropogenic influences, such as increased agricultural pressures and urbanization, have increased overall nutrient loadings delivered to the fluvial network. The impact of such increased nutrient loadings on Kentucky’s drinking water remains a potential threat to the region.

Se(VI) and Se(IV), as the two major species of selenium in water, are toxic to aquatic lives and may cause adverse health effects to humans at high levels. Biological reduction of Se(VI) is a two-stage process first from Se(VI) to Se(IV) and then from Se(IV) to Se(0) with potential accumulation of the more toxic Se(IV) due to the slower rate of the second stage.

This study focused on providing a source to tap assessment of surface water systems with respect to (i) the use of alternative biomonitoring tools, (ii) disinfection byproduct (DBP) formation and control, and (iii) corrosion control. In the first study component, two water systems were microbiologically evaluated using adenosine triphosphate (ATP) bioluminescence technology. It was determined that microbial ATP was useful as a surrogate for biomonitoring within a surface water system when paired with traditional methods.
