Drinking water filters may be operated to promote or deter biological activity through upstream oxidant addition. While there are several water quality benefits from biofiltration, microbial growth in biofilters warrants further investigation. In this study, routine monitoring detected target DNA sequences for Naegleria fowleri in source water and Acanthamoeba spp. in source water and biofilter effluent, triggering further microbial community characterization. Full-scale anthracite and granular activated carbon (GAC) filters receiving chlorinated waters were compared in terms of effluent water quality (i.e., turbidity and particle counts), biological activity (i.e., adenosine triphosphate (ATP)), and the composition of the microbial community (i.e., 16S/18S …

Advanced wastewater treatment plants have complex biological kinetics, time variant influent rates and long processing times. The modeling and operation control of wastewater treatment plant gets complicated due to these characteristics. However, a robust operational system for a wastewater treatment plant is necessary to increase the efficiency of the plant, reduce energy cost and achieve environmental discharge limits. These discharge limits are set by the National Pollutant Discharge Elimination System (NPDES) for municipal and industrial wastewater treatment plants to limit the amount of nutrients being discharged into the aquatic systems.

Recent Trends In The Frequency And Duration Of Global Floods, Nasser Najibi, Naresh Devineni

Frequency and duration of floods are analyzed using the global flood database of the Dartmouth Flood Observatory (DFO) to explore evidence of trends during 1985–2015 at global and latitudinal scales. Three classes of flood duration (i.e., short: 1–7, moderate: 8–20, and long: 21 days and above) are also considered for this analysis. The nonparametric Mann–Kendall trend analysis is used to evaluate three hypotheses addressing potential monotonic trends in the frequency of flood, moments of duration, and frequency of specific flood duration types. We also evaluated if trends could be related to large-scale atmospheric teleconnections using a generalized linear model framework. …

The capacitive deionization has garnered renewed interested with recent modifications resulting in efficient (energy and cost) alternatives to desalinate brackish water (salt concentration less than 10 g/L). Recent research efforts, to improve the technology, have been focused mainly on electrode material development and modifications of operational parameters for optimized performance. This research is focused on performance evaluation of carbon aerogel/fiber paper as capacitive deionization electrodes under variable operating conditions. The original strong-rock (SR) p-y curves for rock-socketed shafts exhibit a brittle response where the post-peak resistance drops to approximately zero. This brittle response could result in a progressive failure of the rock p-y curves which, in turn, results in excessive pile lengths. This paper proposes a modification to the strong-rock (SR) p-y curves where the post-peak residual strength is equal to 20% of the ultimate resistance (0.2*pult). Utilizing the higher capacity steel in design can provide additional advantages to the concrete construction industry including a reduction of congestion, improved concrete placement, reduction in the required reinforcement and cross sections which would lead to savings in materials, shipping, and placement costs. Using high-strength reinforcement is expected to impact the design provisions of ACI 318 code and other related codes.

Water scarcity is a problem that will be exacerbated by climate change. Being able to model the effect of climate change on water scarcity is important to effectively plan the use of future water resources. This research integrated the Soil and Water Assessment Tool (SWAT), climate model, and water footprint analysis to measure the impact of climate change on future water scarcity. The demand for bituminous materials is continuously growing; crude oil-based asphalt binders are non-renewable, and are facing rapid depletion. With the increase of petroleum-based asphalt prices, seeking an alternative, renewable material such as bio-asphalt has become a hot research topic. In Santiago, Chile, the market conditions are seemingly excellent for the household adoption of photovoltaic (PV) technology, yet the uptake is negligible. To explore this paradox, the authors conducted a Delphi study to solicit the knowledge of a panel of Chilean PV experts. These efforts yielded 26 factors—both motivations and barriers—impacting the diffusion of PV in Santiago. Of the 26, experts were in consensus on the relative importance of 21. The literature suggests that diffusion of PV technologies is influenced by complex technical, economic, and social factors. งานวิจัยนี้นำเสนอการพัฒนาแบบจำลอง เพื่อศึกษาและวเคราะหแนวโน้มการเปลี่ยนแปลง ของรูปแบบการขนส่งภายในภูมิภาคเอเชียตะวันออกเฉียงใต้ โดยใช้ข้อมูลโครงข่ายเส้นทาง การขนส่งสินค้าและปริมาณการขนส่งสินค้าระหว่างประเทศที่มีอยู่ในปัจจุบันจากฐานข้อมูล GTAP แล้วนำไปสร้างแบบจำลองเพื่อวิเคราะห์หารูปแบบการขนส่งที่เหมาะสมที่สุด จากนั้นจึงนำแบบจำลอง ที่ได้ ไปวิเคราะห์หาแนวโน้มการเปลี่ยนแปลงของรูปแบบการขนส่งที่จะเกิดขึ้นหากเกิดโครงการ พัฒนาโครงสร้างพื้นฐานด้านการขนส่งในอนาคตเพื่อรองรับการเปิดประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community หรือ AEC) โดยรูปแบบการขนส่งที่ศึกษา คือ ทางบก ทางทะเล และทางอากาศ และแบบจำลองที่ใช้ในการศึกษา คือ (1) แบบจำลองทางเศรษฐศาสตร์ (2) แบบ จำลองการขนส่งสินค้าด้วยสมมติฐาน อุปสงค์คงที่ และการขนส่งรูปแบบเดียว (3) แบบจำลอง การเลือกรูปแบบการเดินทาง และ (4) แบบจำลองการจัดสรรปริมาณสินค้าในแต่ละเส้นทางการขนส่ง โดยใช้ Wadropian User Equilibrium ผลการศึกษาพบว่า การขนส่งสินค้าในภูมิภาคเอเชีย ตะวันออกเฉียงใต้นั้น ทางทะเลมีสัดส่วนมากที่สุด คือ ร้อยละ 65.10 รองลงมา คือ การขนส่งทางบก และทางอากาศที่ร้อยละ 26.65 และ 8.25 ตามลำดับ และจากการศึกษาจะพบว่า แนวโน้มของ ปริมาณการขนส่งสินค้าทางบกในแต่ละเส้นทางจะเพิ่มขึ้น ร้อยละ 6.38 และต้นทุนรวมจากการขนส่ง สินค้าทางบกในทุก ๆ เส้นทางจะลดลงร้อยละ 8.69 หากมีการพัฒนาโครงสร้างพื้นฐานเกิดขึ้น

การเปิดตลาดตามพันธกรณีความตกลงว่าด้วยการจัดซื้อโดยรัฐ ขององค์การการค้าโลกที่มีต่อการจัดซื้อจัดจ้างของหน่วยงานภาครัฐของไทย, สุมาลี สุขดานนท์

บทความนี้ศึกษาสถานภาพการบังคับใช้ความตกลงว่าด้วยการจัดซื้อโดยรัฐขององค์การ การค้าโลก (Government Procurement Agreement/GPA) และศึกษาสถานภาพของประเทศไทย ใน GPA ในมิติต่าง ๆ คือ การเปิดเสรีการจัดซื้อจัดจ้างภาครัฐภายใต้บริบทข้อตกลงทวิภาคีของ ประเทศไทย และความเชื่อมโยงระหว่างพระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ กับ GPA ซึ่งเป็นกฎหมายฉบับใหม่ที่มีผลบังคับใช้วันที่ 23 สิงหาคม ค.ศ. 2017 จากการศึกษาพบว่า ตั้งแต่ประกาศใช้เมื่อวันที่ 1 มกราคม ค.ศ. 1996 จนถึงปัจจุบัน สมาชิกขององค์การการค้าโลกที่เข้าร่วม เป็นภาคีสมาชิกของ GPA มี 47 ประเทศ โดยเป็นประเทศในยุโรป 37 ประเทศ นอกจากนี้มีประเทศ ผู้สังเกตการณ์จำนวน 31 ประเทศ โดย 17 ประเทศเป็นประเทศจากเอเชีย ซึ่งมีประเทศไทยรวม อยู่ด้วย สำหรับความร่วมมือในระดับทวิภาคีระหว่างไทยกับ 3 ประเทศ ได้แก่ ออสเตรเลีย นิวซีแลนด์ และญี่ปุ่น ยังไม่มีการผูกพันระหว่างกัน เป็นเพียงการแลกเปลี่ยนข้อมูล กฎหมาย และระเบียบ ที่เกี่ยวข้องเท่านั้น ส่วนพระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 มีหลัก การที่สอดคล้องกับ GPA ในเรื่องความโปร่งใสและเปิดโอกาสให้มีการแข่งขันอย่างเป็นธรรมมากขึ้น ในการจัดซื้อจัดจ้างของภาครัฐ แต่ยังมีเนื้อหาบางประการที่ไม่สอดคล้องกับ GPA ในประเด็นเกี่ยวกับ หลักการไม่เลือกปฏิบัติ และหลักปฏิบัติเยี่ยงชนชาติ อย่างไรก็ตามการผูกพันตาม GPA จะต้องคำนึง ถึงความสามารถในการแข่งขันระหว่างไทยกับภาคีสมาชิก เนื่องจากภาคีสมาชิกส่วนใหญ่เป็นประเทศ ที่พัฒนาแล้ว ซึ่งมีความสามารถในการแข่งขันในตลาดจัดซื้อจัดจ้างโดยรัฐสูงกว่าประเทศไทย

Simplicity and flexibility of meta-heuristic optimization algorithms have attracted lots of attention in the field of optimization. Different optimization methods, however, hold algorithm-specific strengths and limitations, and selecting the best-performing algorithm for a specific problem is a tedious task. We introduce a new hybrid optimization framework, entitled Shuffled Complex-Self Adaptive Hybrid EvoLution (SC-SAHEL), which combines the strengths of different evolutionary algorithms (EAs) in a parallel computing scheme. Undergraduate students were exposed to hands-on novel desalination laboratory experiments in an attempt to generate interest towards research in the broad field of environmental engineering and specifically in the field of water desalination. The laboratory exercises were designed to introduce desalination techniques, enhance their learning experiences, generate interest among them, and prepare them as potential researchers in laboratory settings. The hands-on experience of capacitive deionization (CDI) based laboratory experiments provided foundational and working knowledge of the CDI concept and allowed students to learn basic methodology followed in environmental laboratories to arrive at technical conclusions.

บทความนี้นำเสนอการรวบรวมและวิเคราะห์ข้อมูลเกี่ยวกับการบริหารการอำนวยความ สะดวกทางการค้าและการขนส่งข้ามแดนเพื่อรองรับประชาคมเศรษฐกิจอาเซียน เพื่อเสนอแนะ นโยบายในการพัฒนาระบบบริหารจัดการการขนส่งข้ามแดน มีขอบเขตศึกษาครอบคลุม 2 ส่วน คือ 1) การวิเคราะห์รูปแบบองค์กรเพื่อการอำนวยความสะดวกทางการค้า การขนส่งสินค้าข้ามแดนและ ผ่านแดน โดยเสนอให้มีการปรับเปลี่ยนด้านองค์กรภาครัฐ ตั้งองค์การ "คณะกรรมการการอำนวย ความสะดวกทางการค้าและการขนส่งระหว่างประเทศแห่งชาติ" (National Trade and Transport Facilitation Committee) เพื่อบูรณาการการอำนวยความสะดวกทางการค้าและการขนส่งระหว่าง ประเทศ รวมทั้งการค้าและการขนส่งข้ามแดนและผ่านแดนให้มีเอกภาพ มีประสิทธิภาพภายใต้ การทำงานที่เป็นหุ้นส่วนเชิงพันธมิตรระหว่างภาครัฐกับภาคเอกชนไทย และ 2) เสนอผลการสำรวจ และวิเคราะห์ศักยภาพในการแข่งขันของผู้ประกอบการไทยในการค้าและการขนส่งทางบกระหว่าง ไทยกับเมียนมา และเสนอกลยุทธ์เพื่อยกระดับโอกาสและขีดความสามารถของผู้ให้บริการโลจิสติกส์ไทย ตลอดจนส่งเสริมผู้ประกอบการไทยที่เป็นทั้งผู้ผลิตผู้ค้าและผู้ให้บริการในการเข้าไปลงทุนขยายธุรกิจ ของตนในประเทศเมียนมา

งานวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์หาจำนวนรถที่เหมาะสมและการจัดเส้นทาง การขนส่งสินค้าจากโรงงานผู้ผลิตสินค้าอันตรายประเภทของเหลวไปยังลูกค้าในเขตพื้นที่ภาคตะวัน ออกเพื่อรองรับความต้องการของลูกค้าที่เพิ่มมากขึ้น ผู้วิจัยใช้ข้อมูลการพยากรณ์ความต้องการลูกค้า ล่วงหน้า 8 เดือนมาใช้ในการวิเคราะห์หาค่าเฉลี่ยความต้องการลูกค้าแต่ละราย จากนั้นจึงทำการ วิเคราะห์จำนวนรถขนส่งที่เหมาะสมและระยะทางในการจัดส่งที่สั้นที่สุดโดยใช้วิธีการหาคำตอบ ที่ดีที่สุด (Exact Method) มาใช้ในการวิเคราะห์เส้นทางการจัดส่ง ผลการวิเคราะห์พบว่าการย้าย รถบรรทุกสินค้าสำหรับขนส่งลูกค้าในพื้นที่ภาคตะวันออกไปประจำการที่โรงงานในจังหวัดชลบุรี ส่งผลให้ต้นทุนในการขนส่งรวมถึงระยะทางรวมจากโรงงานไปยังลูกค้าลดลง

A new course, "Science, Technology, Engineering, Art, and Math (STEAM) Diplomacy," has been developed at the Missouri University of Science and Technology to introduce engineering students to the field of foreign relations and the tripartite objectives of: 1) science in diplomacy; 2) science for diplomacy; and 3) diplomacy for science. The interaction of a developed train of gravity deep water waves with suddenly applied winds is investigated in this manuscript. The direction of the wind is the same as that of the wave train (i.e., following) and its imposed surface shear stress is constant and steady. The focus of this study is on a micro-scale water wave field where the time scale is on the order of ten wave periods and the length scale is on the order of ten wave lengths. Relative Sea Level, Tides, And Extreme Water Levels In Boston Harbor From 1825 To 2018, Stefan Talke, A. C. Kemp, J. Woodruff

Using newly-discovered archival measurements, we construct an instrumental record of water levels and storm tides in Boston (MA) since 1825. After ascertaining the 19th century datum and correcting for a 0–0.03 m bias in the modern tide-gauge record, we show that local, decadally-averaged relative sea level (RSL) rose by 0.2860.05 m since 1826, with an acceleration of 0.02360.009 mm/yr2. Tide range decreased by 5.5% between 1830 and 1910, due in large part to dredging and filling of Boston Harbor, and trended slightly upward thereafter. Whole-cell algae biomass grown on nutrient-rich wastewater can be anaerobically digested to produce renewable heat and power, and to solubilize nutrients to grow additional algae biomass in a biorefinery system. In this study, algae biomass was grown on clarified primary wastewater in 33-m2 ponds at a 4-day residence time with sedimentation harvesting of the biomass. Lab digesters were used to test biogas yields and nutrient solubilization from the anaerobic digestion of algal biomass with and without mixing and with sonication as a pretreatment. Bioretention cells have become a commonly used green infrastructure technique to help infiltrate and remove contaminants from stormwater runoff. Bioretention cells are constructed from a layered or heterogeneous soil mixture designed to optimize their ability to infiltrate influent stormwater and remove contaminants carried by the water as it filters through the soil media. This study is concerned with the comparison of driven and screw piles when exposed to lateral forces and the effects of gapping on stiffness and displacement. Stiffness contributions were determined from force-displacement profiles, gap depth formation curves, strain profiles, bending moment profiles, and P-Y curves. Driven piles were found to be about twice as stiff as screw piles at lower displacements. At larger displacements, the stiffness of the two pile types start to converge. When the piles are in full contact with the soil, stiffness contribution is derived from both the soil and the pile. When gapping is exhibited, the …
