In March 2008, a single accident resulted in three people being killed and nearly 350 injured in a horrific crash involving over 60 vehicles on the Abu Dhabi-Dubai highway near Ghantoot. The cause of this crash was attributed to failure by motorists to adhere to severe weather conditions (fog). In response to the increasing number of accidents on Abu Dhabi roads, the Abu Dhabi Department of Transport (DoT) has deployed approximately 40 portable Variable Message Signs (PVMSs) throughout the main DOT's highway network as one of the strategies to control driver behavior and to improve road safety. Particle-driven gravity currents frequently occur in nature, for instance as turbidity currents in reservoirs. They are produced by the buoyant forces between fluids of different density and can introduce sediments and pollutants into water bodies. In this study, the propagation dynamics of gravity currents is investigated using the FLOW-3D computational fluid dynamics code. The performance of the numerical model using two different turbulence closure schemes namely the renormalization group (RNG) k-ε scheme in a Reynold-averaged Navier-Stokes framework (RANS) and the large-eddy simulation (LES) technique using the Smagorinsky scheme, were compared with laboratory experiments. Late project completion causes a wide variety of complications for the entire project team. This paper seeks to identify some of the causes for delay in the last phase of construction projects: the closeout phase.

Water modeling is becoming an increasingly important part of hydraulic engineering. One application of hydraulic modeling is pipe network analysis. Using programmed algorithms to repeatedly solve continuity and energy equations, computer software can greatly reduce the amount of time required to analyze a closed conduit system. Such hydraulic models can become a valuable tool for cities to maintain their water systems and plan for future growth. There is evidence of adverse health impacts from human exposure to traffic-related ultrafine particulate matter pollution. As more commuters are spending a significant portion of their daily routine inside vehicles, it is increasingly relevant to study exposure levels to harmful pollutants inside the vehicle microenvironment. This study is one of the first research efforts to combine detailed freeway traffic data (at 20 s intervals) and in-vehicle ultrafine particulate (UFP) exposure data under varying vehicle ventilation conditions. Results show that due to negative correlation between traffic speed and density, traffic states have a small but significant impact on in-vehicle UFP concentrations, …

Particle filters (PFs) have become popular for assimilation of a wide range of hydrologic variables in recent years. With this increased use, it has become necessary to increase the applicability of this technique for use in complex hydrologic/land surface models and to make these methods more viable for operational probabilistic prediction. To make the PF a more suitable option in these scenarios, it is necessary to improve the reliability of these techniques. The objective of this research is to provide fundamental understanding of the piping phenomenon. This will lead to practical solutions to the critical hydraulic conditions for piping that account for soil properties, direction of flow, stress condition and exit face conditions. In current geotechnical engineering practice, these factors are generally not considered. The critical hydraulic gradient is assumed to be only a function of the soil buoyant unit weight. For a variety of reasons both within and outside the control of transportation agencies, there is a higher frequency of fatalities during nighttime hours than during daytime hours. In an effort to enhance visual cues for nighttime motorists, the Federal Highway Administration (FHWA) established the minimum maintained retroreflectivity levels. This retroreflective mandate required agencies or public officials that have jurisdiction over a traffic sign population to implement maintenance methods that would ensure signs were performing at or above the minimum levels. This study examined nonpoint source pollution via tributaries to Pineview Reservoir. Since few literature values of export coefficients are available for snowfall-dominated watersheds such as Pineview, locally scaled rates were quantified using an upstream-downstream bracketing technique. Nitrogen and phosphorus grab samples were manually collected and discharge measurements were conducted during the annual study period. Additionally, high-frequency monitoring sensors that measured EC, temperature, turbidity, and water level were deployed at the up- and downstream sites to represent short-duration transport events and to examine watershed processes on a more representative time scale.

This work seeks to quantify the impact and effectiveness of green infrastructure practices, specifically bioretention cells and porous asphalts, for the reduction of peak flow and volume of stormwater that discharges into the headwaters of the Sand River watershed in Aiken, SC. Stormwater runoff flows and volumes were monitored in the upper Sand River watershed that includes the urban Aiken area, along with two nested subwatersheds, prior to, during, and after the construction of the bioretention cells and porous asphalt sites. The procedures used to freeze and sample a Pleistocene sand deposit at the Coastal Research and Education Center near Charleston, South Carolina to preserve and study the effects of diagenesis are presented in this thesis. An initial feasibility study was conducted to target a layer of clean sand at the CREC site with little to no frost heave potential. To freeze the sand deposit, a ground freezing system with a central freezing pipe was installed to target a column of sand 1-m in radius and 2.3-m long. This study investigates the conditions under which it might be possible to implement a displacement ventilation system in a residential building. An experimental study of the impact on a mechanical air conditioning system of the vertical location of the inlet and outlet vents was performed. The four ventilation configurations of low inlet high outlet, low inlet low outlet, high inlet high outlet, and high inlet low outlet were compared. Ammonia (NH3) is an important trace gas species in the atmosphere that can have negative impacts on human, animal, and ecosystem health. Agriculture has been identified as the largest source of NH3, specifically livestock operations. NH3 emissions from a commercial dairy in California were investigated during June 2008. Cattle were held in open-lot pens, except for young calves in hutches with shelters. Solid manure was stored in the open-lot pens. Liquid manure from feed lanes was passed through a solids settling basin and stored in a holding pond. Water utility managers generally agree that water meters, especially mechanical water meters, experience a degradation of accuracy over time. The determination of sediment and nutrient loads is typically based on the collection and analysis of grab samples. The frequency and regularity of traditional sampling may not provide representation of constituent loading, particularly in systems with flashy hydrology. At two sites in the Little Bear River, Utah, continuous, high-frequency turbidity was used with surrogate relationships to generate estimates of total phosphorus and total suspended solids concentrations, which were paired with discharge to estimate annual loads. Numerical models however are approximations of reality, thusly making it crucial to evaluate various sources of uncertainties that influence the model predictions. Credibility of a numerical model rests on the model's ability to replicate existing experimental data, widely known as fidelity-to-data. This study compares a novel simulation approach to the conventional Soil and Water Assessment Tool (SWAT) modeler's approach for targeting biofuel crop production on marginal lands. In conventional SWAT modeling approach, non-spatial definition of hydrological response units (HRUs) results in the simulation of biofuel crops on both marginal and non-marginal land. This study sought to investigate the different response of two indicator species tests: Hach® PathoScreenâ„¢ Field Test and IDEXX Colilert® using the Quanti-Tray/2000® enumeration method. Both tests were carried out according to the instructions enclosed in the packages using diluted water samples taken from the secondary clarifier at the West Side Waste Water Treatment Plant in Fayetteville, AR. This work presents the development of a test program and the results from the final round of testing to better understand the effect a submerged anchor installation has on the pullout strength of epoxy anchors. Two different epoxies were tested at embedment depths of two, four, and six bar diameters. These tests utilized three distinct installation procedures under dry and submerged conditions. The testing program occurred over five phases, with the final round used in analysis consisting of 24 anchor pullout tests. In this thesis algae pond effluent was treated in a beaker testing apparatus (mixed and aerated) with various mixtures of activated sludge and primary effluent simulating differing activated sludge aeration basin compositions then was allowed to settle to assess settleability. This thesis discusses the use of video detection as a means for train detection. It reviews works done to increase safety at and near Highway-Rail Grade Crossings (HRGCs), discusses existing and past forms of technology and methods used in train detection and arrival time prediction, and provides summaries of investigations of other detection technologies used for vehicle detection. It then goes into depth on the use of radar and video detection with Autoscope Machine Vision Processing for train detection. The need to accommodate larger reservoir discharge events has prompted the improvement or replacement of existing spillways. One possible spillway modification is the use of an in-reservoir arced labyrinth weir in place of a linear weir. Arced labyrinth weirs can increase crest length (more cycles) and have improved hydraulic efficiency in non-channelized approach flow applications, compared to traditional labyrinth weir applications.

Mobile technology has the potential to have a substantial impact on governmental agencies. In order to understand the effects of mobile technology within an agency, an analysis has to be performed. This thesis presents two mobile applications that were developed to address specific areas of concern within the Utah Department of Transportation. It then, using mobile-technology specific surveys, provides a framework for effect analysis following application implementation.
