This paper presents the systematic evaluation of Variable Speed Limit (VSL) system implemented on I-270 in St. Louis County. the system varies the speed limit in real time during periods of recurring and non-recurring congestion to prevent traffic from breaking down. the system was evaluated objectively and subjectively, and this paper describes the objective evaluation of the system. the objective evaluation was performed by comparing the traffic flow parameters during static speed limit (pre-VSL) with variable speed limit (post-VSL) by using five measures of performance: 1) speed, 2) volume, 3) occupancy, 4) travel time, and 5) congestion measures. This study evaluated the speed compliance with the posted speed limit both quantitatively and qualitatively using objective and subjective data analysis. Free flow speed data for three work zones on I-44 in Missouri were used for the objective evaluation. Speeds analyzed for cars and trucks were distributed normally. Construction activity had a significant effect in reducing the speed of vehicles. Results indicate that the speeds of vehicles were statistically higher than the speed limit regardless of the construction activity, when the lane width was not reduced. the subjective evaluation investigated the drivers' perception of driving through the work zone by …

This paper proposes use of median travel time compared to mean travel time as the measure of central tendency to calculate Buffer Time Index (BTI), one of the most important measures of travel time reliability. This study examined gamma, exponential, largest extreme value, smallest extreme value, logistic, Weibull, lognormal and log-logistic distributions to determine the best fit to travel time data for two cases: 24 hours and peak hours for a highway with Variable Speed Limit (VSL) conditions. the goodness-of-fit tests indicated that the log-normal distribution best represented the travel time data for peak periods and log-logistic distribution better fitted …

For the Corridors of the Future project, slip ramps will provide access to trucks between the proposed truck-only lanes (TOLs) and general-purpose lanes (GPLs) for trucks to exit using at-grade interchanges. This paper proposes recommendations for slip ramp spacing between the TOLs and the general GPLs along Missouri rural interstate highways using a microscopic simulation model, VISSIM. Simulation of peak period traffic conditions indicated that heavy vehicle speeds were directly proportional to the lengths of the merge, diverge, and link sections. the proposed design recommendations for slip ramp spacing are based on the results of these section lengths. This study quantifies and maps the water footprints of nations from both a production and consumption perspective and estimates international virtual water flows and national and global water savings as a result of trade. The entire estimate includes a breakdown of water footprints, virtual water flows and water savings into their green, blue and grey components. The main finding of the study can be summarized as:
The global water footprint in the period 1996-2005 was 9087 Gm3/yr (74% green, 11% blue, 15% grey). Agricultural production contributes 92% to this total footprint.

This paper investigates the implications of ground motion spatial variability on the seismic response of an extended highway bridge. an existing 59-span, 2,164-meter bridge with several bearing types and irregularity features was selected as a reference structure. the bridge is located in the New Madrid Seismic Zone and supported on thick layers of soil deposits. Site-specific bedrock input ground motions were selected based on a refined probabilistic seismic hazard analysis of the bridge site. This paper presents a year round energy performance monitoring results of two solar water heaters with 4 m2 flat plate and 3 m2 heat pipe evacuated tube collectors (ETCs) operating under the same weather conditions in Dublin, Ireland. The energy performance of the two systems was compared on daily, monthly and yearly basis. Results obtained showed that for an annual total in-plane solar insolation of 1,087 kWh/m2, a total of 1,984 kWh and 2,056 kWh of heat energy were collected by the 4 m2 FPC and 3 m2 ETC systems respectively. The conventional method of controlling sediment-laden runoff on construction sites is the use of sediment basins. These basins slow the velocity of runoff and allow the particles to settle from the water column before discharge to surface waters offsite. This best management practice, however, may create a reservoir for pathogenic bacteria. Sediment is known to provide protection for bacteria; therefore, while these basins decrease sediment loadings to water bodies downstream, they may introduce harmful levels of pathogenic bacteria into these surface waters. In addition to causing human health risks, these high bacteria levels alter natural biological makeup of downstream ecosystems. …

Portland cement concrete pavements (PCCP) are susceptible to deterioration and decreased service life caused by the ingress of water. Water can dissolve and transport deleterious chemicals such as de-icing salts, carbon dioxide, dissolved oxygen, and sulfates into PCCPs through cracks and the concrete surface. These chemicals and water itself all have the potential to degrade PCCP by chemical and/or physical processes. Surface-applied concrete sealers have demonstrated the ability to increase service life of PCCPs by limiting the ingress of water and deleterious chemicals into concrete.

Progressive collapse occurs when damage from a localized first failure spreads in a domino effect manner resulting in a total damage disproportionate to the initial failure. Recent building failures (e.g., World Trade Center twin towers) highlight the catastrophic outcome of progressive collapse. This research proposes a reliable and realistic retrofit technology which installs thin steel panels into steel building structural frames to enhance the system progressive collapse resistance.

The objective of this study was to identify and analyze the occurrence of secondary crashes on roadways in Kentucky and recommend countermeasures to reduce their frequency and severity.
Results show a small percentage of crashes coded as a “Secondary Collision” were confirmed to be a secondary crash based on the definition and requirement of “a crash occurring as a result of a previous crash”. It appeared that many of those miscoded as a “Secondary Collision” were the result of misinterpretation of what constituted a secondary crash versus a secondary event. To date, all attempts to isolate PCB dechlorinators using traditional isolation techniques have failed. In addition, the study of PCB dechlorinating organisms has been hampered because researchers were unable to grow the organisms in sediment-free, defined media. Three microbial species capable of reductive dechlorination of polychlorinated biphenyls have been identified. These three species are from two phylogenetically distinct branches, Dehalococcoides (Bedard et al., 2007) and the DF-1/o-17 group (Wu et al., 2002a; Cutter et al., 2001). Background: Uncovering the taxonomic composition and functional capacity within the swine gut microbial consortia is of great importance to animal physiology and health as well as to food and water safety due to the presence of human pathogens in pig feces. Nonetheless, limited information on the functional diversity of the swine gut microbiome is available. The regulation of non-point pollution sources (e.g. agricultural runoff and stormwater discharges) as mandated by the 1972 Clean Water Act, forced a fundamental paradigm shift from “end of the pipe” pollution control to a watershed management approach. Multiple jurisdictions and often conflicting objectives make it difficult to reach stakeholder consensus and execute watershed management decisions. Fixed-Cone valves are often used to dissipate energy and regulate flow at the low level outlet works of dams. Fixed-Cone valves, also known as Howell-Bunger valves, create an expanding conical jet allowing the energy of the water to dissipate over a large area. Phosphorus Site Index (PSI) is a phosphorus transport assessment tool used to estimate the risk of P transport from soils. The present study aims to quantify reflection coefficients in the vicinity of impermeable and permeable submerged trapezoidal breakwaters. Three impermeable breakwater models are tested, each with a unique side slope for the breakwater faces. Two permeable models are tested, one made of PVC pipe and the other consisting of golf balls contained within a mesh cage, to provide two separate porosities. The GARVEE Transportation Program started by the Idaho Transportation Department has improved parts of I-84 in Boise, Idaho. These desired improvements led to the widening of a bridge over the New York Canal (NYC) in 2009. To support the wider road, additional bridge columns were installed. The new bridge columns had a larger diameter than the existing columns and raised the number of columns from 28 to 60.
Construction was completed just before the irrigation season began. During the first irrigation season it was observed that waves and oscillations were occurring within the canal immediately adjacent to the bridge structure. …

Water And Energy Balance Of A Riparian And Agricultural Ecosystem Along The Lower Colorado River, Saleh Taghvaeian

Spatially-distributed water consumption was modeled over a segment of the Lower Colorado River, which contains irrigated agricultural and Tamarisk-dominated riparian ecosystems. For the irrigation scheme, distributed evapotranspiration data were analyzed in conjunction with point measurements of precipitation and surface flow in order to close daily and annual water balance. The annual closure error was less than 1% of the total water diversion to the area. In addition, it was found that the soil water storage component of the water balance cannot be neglected if the analysis is performed over time frames shorter than annual (e.g. growing season).

Previous studies have identified water meter inaccuracy at low flow rates as a significant source of non-revenue flow for water systems; however a lack of available data makes it difficult to include low flow accuracy degradation in meter replacement plans. This thesis examines results from an extensive accuracy test program carried out at the Utah Water Research Laboratory on small water meters over a wide range of flow rates and at various levels of throughput. In April of 2008, the Federal Highway Administration (FHWA) launched the Long Term Bridge Performance (LTBP) program. The program was established to collect scientific quality data from a number of bridges across the nation over a period of 20 years. The data will be used to provide a better picture of bridge health and structural performance. Utah Department of Transportation (UDOT) structure number 1F 205, located 2.4 km (1.5 mi) west of Perry, Utah, was selected as one of the LTBP pilot bridges (this bridge will also be referred to as the Cannery Street Overpass).

The Long Term Bridge Performance (LTBP) Program is a 20-year program initiated by the Federal Highway Administration to better understand the behavior of highway bridges as they deteriorate due to environmental variables and vehicle loads. Part of this program includes the periodic testing of selected bridges.
The Lambert Road Bridge was subjected to nondestructive testing in the fall of 2009. Part of this testing included a live load test. This test involved driving two heavy trucks across the instrumented bridge on selected load paths. The bridge was instrumented with strain, displacement, and tilt sensors.
