The research conducted in this thesis consists of a Geographic Information Systems (GIS) based safety study and a spatial analysis of vehicle crashes in the State of Florida. The GIS safety study is comprised of a County and Roadway Level GIS analysis of multilane corridors. The spatial analysis investigated the use of county-level vehicle crash models, taking spatial effects into account. The GIS safety study examines the locations of high trends of severe crashes (includes incapacitating and fatal crashes) on multilane corridors in the State of Florida at two levels, county level and roadway level. Proper utilization of livestock manure is a major environmental concern. Livestock manure has typically been considered a ‘waste product’ of livestock production. A more accurate name for this material is a ‘recycled resource’ from the production of livestock. By managing livestock manure, the producer has a second chance to utilize the nutrients that have already been paid for but not fully utilized by the animal. Collecting, containing, and properly spreading livestock manure will incur additional costs for the producer. The goal of this work is to develop an online monitoring scheme for detection of viruses in flowing drinking water. The approach applies an electrodeposition process that is similar to the use of charged membrane filters previously employed for collection of viruses from aqueous samples. In the present approach, charged materials are driven onto a robust optical sensing element which has high transparency to infrared light. A spectroscopic measurement is performed using the evanescent wave that penetrates no more than 1 m from the surface of an infrared optical element in an attenuated total reflectance measurement scheme. In the United States, environmentally impaired rivers are subject to regulation under total maximum daily load (TMDL) regulations that specify watershed wide water quality standards. In California, the setting of TMDL standards is accompanied by the development of scientific and management plans directed at achieving specific water quality objectives. The San Joaquin River (SJR) in the Central Valley of California now has a TMDL for dissolved oxygen (DO). Low DO conditions in the SJR are caused in part by excessive phytoplankton growth (eutrophication) in the shallow, upstream portion of the river that create oxygen demand in the deeper estuary. Highway bridges provide a critical lifeline during extreme seismic events and must maintain serviceability under a large range of earthquake intensities. Consequently, the advent of more computational power has allowed more advanced analysis approaches for predicting performance and vulnerability of highway bridges under these seismic loads. In traditional two-dimensional finite element analyses, it has been demonstrated that the incidence angle of the ground motion can play a significant role in structural response. Laser diffraction analysis is commonly used for determining the particle-size distribution (PSD) of fly ash. However, there is currently no standard method for preparing samples and analyzing them. The Mie and Fraunhofer optical models are used to calculate the PSD of fly ash from laser diffraction data. The Mie theory is most applicable for particles smaller than 50 mm, and is therefore the most accurate model for the analysis of fly ash. A high-resolution, finite element-based, shallow water equation model is developed to simulate the tides in the South Atlantic Bight. The model is constructed to include all of the estuarine features along the southeastern United States seaboard: coastal inlets, rivers and tidal creeks, sounds and lagoons, intertidal zones including salt marshes and mangrove swamps, and the Atlantic Intracoastal Waterway. The estuaries are represented in the finite element mesh using triangular elements with side lengths on the order of tens of meters. About 77,600 bridges throughout the United States in the Federal Highway Association (FHWA) bridge database are listed as structurally deficient. This has created a need to either replace or strengthen bridges quickly and efficiently. Due to high costs for total replacement of deficient bridges, strengthening of existing bridges is a more economical alternative. A technique that has been developing over the past two decades is the strengthening of bridges using carbon fiber reinforced polymer (CFRP) sheets. Common compaction equipments used in pipeline construction can be a major contributor to pipe damage. Generating a multi-sensor precipitation product over radar gap area is the objective of the present study. A merging approach is developed to improve Satellite-based Precipitation Estimates (SPE) by merging with ground-based Radar Rainfall (RR) estimates because remote satellites are the only source that can collect information from areas where are inaccessible by ground-based radar and/or rain gauge networks. The merging algorithm is capable of extending radar information from pixels with available RR to their neighboring pixels with no radar information by merging RR with SPE, which is, usually, available for all pixels. Excessive speed is one of the primary safety hazards facing highway users. However, in many cases operating speeds exceed design speeds, and drivers generally ignore posted speed limits. The main objective of this research was to identify roadway elements and roadside features that could influence driver operating speeds in rural two-lane roads without compromising safety.

Virtual Reality video simulations were employed and drivers recorded the influence of these elements on their judgments about the appropriate driving speed. The driver/participants viewed 22 models projected on a large screen in a darkened room, simulating the windshield of a vehicle.

The study of earth pressure distribution on buried structures has a great practical importance in constructing highway embankments above pipes and culverts. Based on Spangler’s research, the supporting strength of a conduit depends primarily on three factors: 1. The inherent strength of the conduit; 2. The distribution of the vertical load and bottom reaction; and 3. The magnitude and distribution of lateral earth pressures that act against the sides of the structure. This study updates surveys of Kentucky driver opinion regarding the quality of Kentucky’s highway system. The survey was conducted in 2008. Data is presented in bar graphs and tables that allow the analysis of changes in public opinion since the first administration of the survey. For most topics, data are available from 1999, 2000, 2001, 2003, and 2008. The respondents are 845 Kentucky-licensed drivers, age 18 and over. The study looked at seven characteristics of Kentucky highways and found that satisfaction levels were quite stable since 2003. The experiments discussed in this paper describe the turbulent fluid pressures in breaking waves. Before actual data measurements could be made, the instruments used were put through various tests to determine their ability to capture accurate data. These tests were both static and dynamic in nature. Following the tests on the pressure measurement system, waves were produced such that they were breaking at the instrument panel. Wave height, subsurface pressure, and three components of velocity were measured at this point. Watertown, South Dakota currently uses conventional softening to treat ground water to remove hardness, iron and manganese, and natural organic matter. The distribution system has experienced elevated concentrations of disinfection by-products, which will require additional treatment to comply with future limits set by the Stage 2 Disinfectant/Disinfection By-Products Rule. A nanofiltration membrane system has been proposed to remove additional natural organic matter from the softened water. Removing the natural organic material disinfection by-product precursors should reduce the concentration of disinfection by-products. Dynamic vehicle-bridge interaction is often considered for the most common classes of vehicle such as the 5-axle articulated truck. However, the dynamic response of bridges to this type of trucks is quite different to the response to the vehicles more likely to feature in maximum-in-lifetime traffic loading events. This paper focuses on large (>100 tonne) cranes and crane-type vehicles that have been recorded at Weigh-in-Motion sites in Europe.
