The objective of this research was to conduct a survey to assess the state of practice related to state highway agencies (SHAs) implementing context sensitive solutions including its application in Construction and Maintenance and to prepare a workshop enabling SHA officials to adopt practices promoting context sensitivity beyond Planning and Design.
Deliverables from the study efforts include a survey summary of context sensitive solutions and workshop materials/presentation suitable for use in training a wide range of SHA personnel working in Construction and Maintenance.

The Highway Capacity Manual uses the arrival type (AT) as a mechanism to account for the quality of traffic signal coordination in the calculation of delay at a signalized intersection. Although there is much discussion in the literature regarding the accuracy and precision of this approach, the AT parameter provides a simple mechanism for grading the performance of traffic signal coordination. This paper describes data collection limitations of current traffic signal controllers and proposes a procedure where the AT parameter can be calculated by traffic signal controllers in real time. The characterization of the performance of freeways in real time and on a historical basis has been successfully achieved for many years. The ability to characterize arterial performance has been more elusive. Currently numerous applications of traffic management and traveler information systems include freeways but lack the ability to extend their operation to major arterials. This paper describes methods for quantifying arterial performance using data from signal system loop detectors. Included in the array of metrics are traffic density, total delay, predicted travel time, and signal coordination effectiveness. Internal solitons generated at the Columbia River plume front during ebb tide are displayed on a synthetic aperture radar (SAR) image taken on 26 July 2004 at 14:24:22 UTC. Scale analyses suggest that these internal solitons belong to the finite-depth category. A theoretical model, relating the radar backscatter cross section to dynamic parameters of internal solitons in the continuous stratification, is developed. Using the model and background stratification data collected by the River Influences on Shelf Ecosystem (RISE) project in July 2004, we extract the soliton dynamic parameters of the half-width, amplitude, phase speed, and average energy flux per crest …

The Washington Department of Ecology is interested in developing a temperature Total Maximum Daily Load (TMDL) allocation for the Pend Oreille River between the Albeni Falls Dam (U.S. Army Corps of Engineer’s reservoir) and Box Canyon Dam as shown in Figure 1. The Pend Oreille drainage basin is shown in Figure 2. An existing model of the Box Canyon reach was updated from CE-QUALW2 Version 3.0 to Version 3.5. This current research involves improving the calibration of the original model (1997 and 1998) and expanding the model using 2004 as an additional data set for calibration.

The goal of this field research study was to validate use of the Odor Footprint Tool (OFT) with livestock building sources in rural communities. The primary objective was to evaluate the accuracy of predictions of annoyance potential (as projected by odor concentration output data from AERMOD® - the OFT's underlying dispersion model) when compared to measures of annoyance potential made in the field. Odor assessors were trained to monitor odors around a 4,800-head finishing site in eastern Nebraska. During the summer of 2005, mobile odor assessors monitored odor levels at downwind locations. The paper has investigated and established to what extent are preliminary estimates of building costs close to the lowest evaluated tender and how geographical proximity influences the variance between preliminary estimate and the lowest evaluated tender. A multiple case study constituting 43 building projects in Tanzania were statistically analysed covering a period from 1995- 1999. Findings reveal a significant variance exists between the quantity surveyor’s preliminary estimate figure and the lowest evaluated tender; and that the variance between the quantity surveyor’s figure and the bidder is small when the proposed building project is geographically closer to the quantity surveyor’s base. …

This research paper focused on estimating effective water and optimization of the NyM reservoir for storage conservation and hydropower generation. Several models were used in the study: the Rainfall-Runoff model, GFFS was used to fill in missing data, and the HEC-ResSim Model and the NWBM for reservoir system simulation and water balance respectively. The effective inflows to the NyM reservoir were determined using HEC-ResSim model and the NWBM used to check the total water loss in the system. Intensive foaming observed during aeration of the aerobic food industry wastewater treatment plant is presented. This study was conducted to establish the foaming characteristics using a pilot three-phase fluidized bed bioreactor (TPFBB). A fluidization column (0.2 m i.d. and 6 m high) was used. The TPFBB was loaded with variable masses of novel biomass support particles (BSP). Wastewater samples collected from a plant processing both vegetable oil (VOPWW) and soap (SPWW) were immediately introduced in the TPFBB for aeration. This paper describes how mechanical and civil engineering students are introduced to and develop an understanding of mechanics concepts through a sequence of integrated courses as part of a new curriculum taken during the freshman and sophomore years. The Multi- Disciplinary Engineering Foundation Spiral is a four-semester sequence of engineering courses, matched closely with the development of students’ mathematical sophistication and analytical capabilities and integrated with course work in the sciences. Observed changes in the timing of snowmelt dominated streamflow in the western United States are often linked to anthropogenic or other external causes. We assess whether observed streamflow timing changes can be statistically attributed to external forcing, or whether they still lie within the bounds of natural (internal) variability for four large Sierra Nevada (CA) basins, at inflow points to major reservoirs. Streamflow timing is measured by “center timing” (CT), the day when half the annual flow has passed a given point. Inverse Time Translational Symmetry Of The Wave Equation For Blatz-Ko Cylinders, Hin-Chi Lei, Sheng-Wei Chen

The symmetries for the wave equation governing the radial deformations of circular cylinders composed of Blatz-Ko materials are studied. It is found that the wave equation possesses a special symmetry --- the inverse time translational symmetry (ITTS) named by us. We find that this special symmetry is not possessed by the wave equations for cylinders composed of other two compressible elastic materials. However, it appears again when we study the invariant properties of the wave equation governing radially deformed BlatzKo spheres and the one governing Blatz-Ko blocks in uniaxial tensile motion. Reinforced concrete (RC) structure strengthened with ultra-high steel fiber reinforced concrete (UFC) is introduced in the study. Interior RC beam-column joint sub-assemblages strengthened by means of joint replacement with UFC are tested cyclically to observe their seismic performance. Prior to frame testing, UFC mechanical properties, for example the compressive, flexural, rebar bonding, and slant shear strengths, and durability are examined and discussed. The material test results indicate that the UFC displays excellent performance in terms of mechanical and durable behavior. The frame test results show that the UFC-replaced joint frame behaves very well in seismic resistance. Its performance is even …

In this study, a series of hydraulic model tests with regular/ irregular waves was carried out in a wave flume to investigate the wave forces acting on a composite-type breakwater. Waves in front of the breakwater, wave pressures on the vertical wall and at the bottom of caisson were measured simultaneously. The maximum horizontal force and uplift force were calculated and compared with Goda’s wave force theories. The results had shown that Goda’s theories offer higher safety factor. However, the measured uplift force was smaller than Goda’s and nonzero at the land-side end of the bottom which might be caused …

This paper describes a human-in-the-loop motion-based simulator interfaced to hybrid-electric power system hardware, both of which were used to measure the duty cycle of a combat vehicle in a virtual simulation environment. The project discussed is a greatly expanded follow-on to the experiment published in [1,7]. This paper is written in the context of [1,7] and therefore highlights the enhancements. A hydrologic model was driven by the climate projected by 11 GCMs under two emissions scenarios (the higher emission SRES A2 and the lower emission SRES B1) to investigate whether the projected hydrologic changes by 2071–2100 have a high statistical confidence, and to determine the confidence level that the A2 and B1 emissions scenarios produce differing impacts. There are highly significant average temperature increases by 2071–2100 of 3.7°C under A2 and 2.4°C under B1; July increases are 5°C for A2 and 3°C for B1. Two high confidence hydrologic impacts are increasing winter streamflow and decreasing late spring and summer flow. …

Biology is playing an increasingly important role in many engineering fields. With the typical engineering program already having a high credit hour requirement, the question becomes, how to best integrate biology concepts into a packed engineering curriculum. A typical biology course is not likely to introduce the important concepts of biology to engineering students. The solution here is to develop a hybrid course that integrates chemistry and biology. Bridge maintenance painting employs solvent-based coatings that generate volatile organic compounds (VOCs) that contribute to air-quality problems. Methods for capturing VOCs during normal Kentucky Transportation Cabinet (KYTC) maintenance painting operations were investigated. One method, activated carbon adsorption, is adaptable to KYTC operations. Related factors including area of bridge, coating systems, containment volumes and VOC out gassing rates were reviewed. A commercial source of activated carbon adsorption equipment was identified and issues related to employing that technology for bridge painting were identified.

This paper introduces steel reinforced polymer (SRP) as a way to strengthen civil structures. This technique consists of cords formed by interwoven high-strength steel wires embedded within a polymeric resin. a comprehensive study addressing analysis, design, installation, load rating and monitoring of a bridge strengthened with this technology is reported. the SRP system was easily installed, demonstrating its similarity to more traditional fiber reinforced polymer (FRP) strengthening techniques. Load tests were performed to evaluate the bridge structural behavior prior and after the strengthening in accordance with AASHTO specifications, showing that the rehabilitation performed as predicted and therefore created the possibility …

This report details the processes pertaining to the repair and strengthening of the Louisa-Fort Gay Bridge, Lawrence County, KY, using advanced composite materials. Site inspections revealed flexural cracks in the reinforced concrete girders of the continuous bridge structure. To determine the cause of these cracks, an evaluation was initiated based on vehicle classification and truck weight data. The results confirmed that certain reinforced concrete girders were stressed beyond the limits allowed by the AASHTO Code. A retrofit scheme using carbon fiber reinforced polymer (CFRP) composite was devised and the amount of CFRP laminates needed for flexural strengthening was determined from …
