This report presents the seismic evaluation of the approaches and parallel bridges on I-24 crossing the Tennessee River between Marshall and Livingston counties in Western Kentucky. The main bridges are steel tied-arch bridges. The bridges are situated within the influence of the New Madrid Seismic Zone. The seismic evaluation program consisted of field testing, 3-dimensional finite element modeling and seismic response analysis. The dynamic properties of the main bridges are determined through field testing, and are used to calibrate the finite element models. The finite element model is then subjected to time histories of the 250-year and 500-year earthquake events. …

This study represents one of the Seismic Evaluation of I-24 Bridges investigative series. The focus is on preliminary seismic evaluation and ranking of bridges according to their seismic vulnerability. Bridges along I-24 are considered in this investigation. The ranking will assist in identifying and prioritizing bridges for secondary evaluation, retrofit measure, or other course of action. The rating system described herein is based on a methodology provided by the FHWA Retrofitting Manual for highway bridges. I-24 is considered as one of the high priority and emergency routes in the region. Hence, it is essential that I-24 remains functional and operational after an earthquake event. The objective of this study is to perform seismic evaluation and risk assessment of bridges and embankments along I-24 in western Kentucky. The assessment assists identifying and prioritizing bridges that are susceptible to failure.

Disaster response in areas of high population density is centered on the efficient evacuation of people and possibly goods. Developing evacuation plans suitable for different levels of urgency based on the intensity of threat is a challenging task. In case of densely populated cities (e.g., New York, Los Angeles), the level of threat is enhanced by the congestion of their transportation systems, and the decision to evacuate a region simultaneously or by dividing it into multiple stages (or zones) affects the required evacuation time and associated delays.

The environmental carrying capacity (CC) is defined as the capacity of the earth to absorb or tolerate potentially stressful burdens imparted at various scales and locations, that is, to accommodate the ecological stresses without showing permanent damage. The CC can be used as a reference dataset for Life Cycle Assessment (LCA) purposes and as a baseline for other environmental studies.

In this research, a set of impact-oriented U.S. CC is developed for both input- and output-related impacts. Abiotic and biogenic manganese oxide coatings significantly impact the mobility and bioavailability of metals in soils and sediments. While sorption to discrete Mn oxides has been investigated in a number of studies, coatings have not received as much attention. Abiotic nanocrystalline (hydrous manganese oxide (HMO)) and crystalline Mn oxides (bimessite and pyrolusite) coated on montmorillonite were studied for formation, structure, stability, and surface properties. Coatings dominated the clay surface characteristics where the surface charge behaved similar to that of the discrete oxide and the local structure was consistent with the pure oxide phase. The Direct Strength Method is an entirely new design method for cold-formed steel. Adopted in 2004 as Appendix 1 to the North American Specification for the Design of Cold-Formed Steel Structural Members, this paper introduces the Direct Strength Method and details some of the features of a new AISI Design Guide for this Method. The intent of this paper and the Guide is to provide engineers with practical guidance in the application of this new design method. Many numeric models simulate the transport of sediment within rivers and streams. Engineers use such models to monitor the overall condition of a river or stream and to analyze the impact that the aggradation and degradation of sediment has on the stability of bridge piers and other features within a stretch of a river or stream. A model developed by the Federal Highway Administration, FST2DH, was recently modified to include the simulation of sediment movement within a channel. The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. This paper presents a complete methodology for both probabilistic and deterministic assessment of seismic soil liquefaction triggering potential based on the cone penetration test (CPT). A comprehensive worldwide set of CPT-based liquefaction field case histories were compiled and back analyzed, and the data then used to develop probabilistic triggering correlations. Issues investigated in this study include improved normalization of CPT resistance measurements for the influence of effective overburden stress, and adjustment to CPT tip resistance for the potential influence of "thin" liquefiable layers. A comprehensive series of 36 drained and 36 undrained true triaxial tests was accomplished to investigate the stress-strain-strength behaviour of kneading-compacted unsaturated silty sand (SP-SM) under multi-axial stress states. Test specimens were prepared at three different initial moist contents (6, 8, 10%) to achieve different compaction-induced suction conditions prior to testing. All samples were then subjected to either a drained or undrained multi-axial stress paths, including conventional triaxial compression (CTC), triaxial compression (TC), triaxial extension (TE), or simple shear (SS) stress path. The 1990 Clean Air Act Amendments (CAAA) require more stringent controls of sources of volatile organic compounds (VOCs) and hazardous air pollutants (HAPs). Air quality managers at the state level are responsible for developing State Implementation Plans (SIPs) to improve regional air quality. Both wastewater treatment and landfills facilities are sources of VOCs, HAPs and odors. This research examines the effectiveness of photocatalytic oxidation (PCO) in treating emissions from wastewater and landfill facilities. Natural aggregates derived from a variety of source rocks have been used as a road base material. But the extraction of natural aggregates resources is increasingly being constrained by urbanization, increased costs and environmental concerns. Thus, increased amounts of reclaimed materials are being used to supplement natural aggregates in road construction. The 1993 EPA report mentioned that approximately 73 million tons of asphalt pavement material was recycled annually, which amounts to about 80% of the asphalt removed from pavements each year. A comprehensive series of resonant column (ASTM D 2325-68), bender element (ASTM C 778), pressure plate (ASTM D 4015-92), and filter paper (ASTM D 5298) tests were conducted on compacted specimens of poorly graded sand (SP) and high plasticity clay (CH) in order to assess the influence of key environmental factors, namely compaction-induced matric suction and Ko stress state, on small-strain stiffness properties of partially saturated soils. The objective of this study was to establish 2006 safety belt and child safety seat usage rates in Kentucky. The 2006 survey continues to document the results after enactment of the original “secondary enforcement” statewide mandatory safety belt law in 1994 and the change to “primary enforcement” which was enacted in 2006. Data were collected at 200 randomly selected sites spread across Kentucky. Data from the individual sites were combined into a statewide percentage considering roadway functional classification, geographic region, and vehicle miles traveled. Utility conflicts are unfortunately a common occurrence on many roadway projects. This report examines the frequency and severity of utility conflicts both within and outside of Kentucky. This study investigated the feasibility of using bamboo as a reinforcement alternative to steel in concrete structural members. The specifications studied were the bamboo's tensile strength and its pullout characteristics in concrete. Two types of bamboo, Solid and Moso, were used for tensile testing. The tensile test specimens were prepared with different lengths, 6 in (152 mm) and 12 in (304 mm), and different physical characteristics (with and without nodes).
