Proper stormwater management acknowledges both water quantity and water quality. Historically, stormwater quantity and quality have been separately considered; runoff was routed as quickly as possible into the nearest body of water. Although this alleviates potential flooding concerns, water quality is often compromised. Common stormwater quality problems include gross pollutants, sediment, nutrients, and heavy metals. The chronic elevated presence of these pollutants is detrimental to the environment. As a result, the government has passed legislature to protect waterways. In this thesis, a fully nonlinear finite element study of the flexural behavior of doubly reinforced concrete beams strengthened using different Carbon Fiber Reinforced Polymer (CFRP) composite strengthening configurations has been carried out. Florida's Department of Transportation requires design storm tide hydrographs for coastal waters surrounding tidal inlets along the coast of Florida. These hydrographs are used as open ocean boundary conditions for local bridge scour models. At present, very little information is available on the effect that tidal inlets have on these open coast storm tide hydrographs. The computational constitutive Modified Cam Clay Model (MCCM) was developed at Cambridge to study the behavior of clays and has been proven to be effective. In this study, this model is extended to the case of dense sands to analyze the accuracy of the stress-strain behavior. This analysis is based on triaxial test data applied to remolded and compacted sand samples under drained conditions. The laboratory triaxial tests were performed by the Florida Department of Transportation to research the permeability effect in sandy soils compacted up to 95% of maximum unit weight at the optimum moisture content. While weaving maneuvers occur on every type of roadway, most studies have focused on freeway maneuvers. Weaving occurring on non-freeway facilities, such as arterial streets, can cause significant operational problems. Arterial streets weaving typically occur when vehicles coming from a side street at an upstream intersection attempt to enter the main street from one side to reach access points on the opposite site at a downstream intersection by crossing one or more lanes. In this thesis, free-surface water waves are experimentally investigated with a focus on sloshing in tanks. The sloshing problem is selected for its relatively simple geometry, yet it captures the features of nonlinearities including wave breaking. Free-surface motions are monitored in a square tank with base dimensions of 1 x 1 m2. Sloshing motions have been studied both off- and at resonance in shallow to deep water to investigate nonlinear free surface effects. Predictions of the dissolved oxygen (DO) concentration in a stream are sensitive to the choice of Biochemical Oxygen Demand (BOD) reaction model which frequently is assumed to be first order, although published BOD data sets from analyses of samples from rivers show that many are described best by second order or three-halves order BOD reaction. Two DO models for a stream are developed, one with a second order and the other with a three-halves order BOD reaction. Knowledge of the fate and transport of chlorinated benzenes is necessary at certain sites for effective remediation of contaminated soils using plants. Current research is examining the capability of wetland plants to catalyze degradation or attenuate migration, but again requires knowledge of the uptake of contaminants from an aqueous environment. A two stage model was used to estimate the rate of uptake of contaminants from sediments. Previous studies have researched the systems ability to treat fecal coliforms and nitrogen. In this study, a trip distribution model for hurricane evacuation using the intervening opportunity method was developed. Post Hurricane Floyd survey data was used for model calibration and comparison. To model the behavior that people tend to evacuate away from the path of the hurricane, a new concept of equal destination attractiveness was introduced and an extended intervening opportunity model was built on this basis and implemented in TransCAD. In this study a gravity model was used to model destination choice during a hurricane evacuation. Hurricane Floyd data was used to calibrate and apply the gravity model. Two different models were generated for different destination types; home of friends/relative and hotels and motels are the two different destination types for which the models were generated. The performance of the gravity model was tested by comparing the observed and estimated OD matrices using the chi-squared test. There has been a continuous evolutionary process in asphalt pavement design. In the beginning it was crude and based on past experience. Through research, empirical methods were developed based on materials response to specific loading at the AASHO Road Test. Today, pavement design has progressed to a mechanistic-empirical method. This methodology takes into account the mechanical properties of the individual layers and uses empirical relationships to relate them to performance. The mechanical tests that are used as part of this methodology include dynamic modulus and flow number, which have been shown to correlate with field pavement performance.

Riparian ecology plays an important part in the filtration of sediments from upland agricultural lands. The focus of this work makes use of multispectral high spatial resolution remote sensing imagery (Quickbird by Digital Globe) and geographic information systems (GIS) to characterize significant riparian attributes in the USDA’s experimental watershed, Goodwin Creek, located in northern Mississippi. Significant riparian filter characteristics include the width of the strip, vegetation properties, soil properties, topography, and upland land use practices. Pavement evaluation employing the Falling Weight Deflectometer (FWD) and the Ground Penetrating Radar (GPR) can provide valuable information about pavement performance characteristics and be a very useful tool for project prioritization purposes and estimation of construction budget at the network level. A channel that is 1.0 m to 3.0 m in depth is considered to be a deep drain. The drain is excavated to a depth that is sufficient to intercept the watertable in order to capture and convey that groundwater from flat, poorly drained land.

Scour at bridge abutments can cause damage or failure of bridges and result in excessive repairs, loss of accessibility, or even death. To mitigate abutment scour, both clear-water and live-bed laboratory experiments in a compound channel were performed using parallel walls and spur dikes as countermeasures, respectively. In addition, collars were tested under clear-water conditions only. It was found that both parallel walls and spur dikes can efficiently protect the abutment from scour provided that they are properly designed. Current design procedures for concrete pavements do not account for several factors that can influence their service life. In this work, these factors are investigated and the findings are integrated into a procedure for better predicting longterm performance of concrete pavements. To achieve this, sophisticated finite element techniques are employed and parametric studies are performed. The findings are then integrated into a nonlinear procedure for damage accumulation. Given the aging of highway pavements, high traffic levels, and uncertainty of sustained preservation funding, there is a need for balanced decision-making tools such as LCCA to ensure long-term and cost-effective pavement investments. With driving forces such as ISTEA 1991, the NHS Act of 1995, and TEA-21, LCCA enables evaluation of overall long-term economic efficiency between competing alternative investments and consequently has important applications in pavement design and management. Lead-based paints are commonly used for painting steel bridge structures. Soils in the immediate vicinity of older bridges have been contaminated with Pb as a result of normal weathering and peeling of the paint coupled with removal prior to repainting. The objectives of this project were to assess the extent of lead contamination near highway bridges and to evaluate phytoremediation and immobilization as means of remediation. We examined soils in the vicinity of approximately 20 bridges in Indiana that had been repainted recently and were know to have been painted originally with Pb-based paint. A research program was conducted on the shear strength of high-strength concrete members. The objective was to evaluate the shear behavior and strength of concrete bridge members with compressive strengths in the range of 10 000 to 15 000 psi. The goal was to determine if the current minimum amount of shear reinforcement together with maximum spacing limits in the 2004 AASHTO LRFD Specifications, and the upper limit on the nominal shear strength were applicable to concrete compressive strengths up to 15 000 psi.
