During the 1994 Regular Session of the House of Representatives of the General Assembly of the Commonwealth of Kentucky, House Resolution No. 58 was introduced by Representative J. Dorsey Ridley on Monday, February 28. It basically directed the Transportation Cabinet "to identify the more appropriate grade of rock used as surface material in railroad beds and walkways" and that "any remedy proposed... be reported to the Legislative Research Commission no later than August 1, 1995." A copy of the Resolution is contained in Appendix A.

This manual is a comprehensive catalog of procedures, design methods and criteria, and general background information which will enable the designer to quickly learn or review the basic principles of storm drainage design. Subjects included are the precipitation and hydrological cycle, runoff and its estimation, open channels, flow in gutters and inlets, stormwater storage, storm sewer system design, and computer applications for computing watershed runoff. Included in the appendices are basics of statistical analysis, fundamentals of hydraulics, a list of regulatory agencies and governmental bodies which may have jurisdiction over drainage projects, and TR-20 and TR-55 blank forms.

Solid waste management is an integral part of the environmental engineering profession. At California Polytechnic State University (Cal Poly), solid waste management is taught as a required course in an undergraduate environmental engineering curriculum. The undergraduate course is described in Reference 1. This paper discusses the development of a graduate level integrated waste management course entitled "Resource and Energy Recovery from Waste", which uses a case study approach. The course focuses on resource and energy recovery technologies including composting, unit operations of resource recovery, recycling, and thermal waste conversion including combustion and gasification. Parkes neglected elastic strains and examined a classical problem of rigid- plastic structural dynamics for finding the deformation of a cantilever beam carrying a mass at its tip which is subjected to a short pulse loading. Symonds and Fleming examined the Parkes problem by making comparison between exact numerical solutions obtained from an ABAQUS program for an elastic-plastic beam and the rigid-plastic solution slightly modified to allow for large deformation. Simplified Procedure For Evaluating Soil Liquefaction Characteristics, Shuh-Gi Chern, Tain-Shyang Chang

The purpose of this paper is to develop a mathematical model for the evaluation of liquefaction characters for soil subjected to earthquake induced cyclic loading. Cyclic triaxial test results are used to develop the basic model. It is then used to evaluate cyclic shear strength τR, number of cycles required to cause liquefaction Nι or failure condition Nf , and the generation of excess pore water pressure Ug. The development of this model is a great breakthrough for the evaluation of liquefaction characteristics for soils under earthquake loadings.

Under the consideration of environmental protection, direct disposal of coal ash is not acceptable. It is required to solidify fly ash before ocean disposal or land disposal. The objective of this study is to investigate the properties and the possible applications of the solid blocks produced from fly ash. Thirty-six mixes have been proportioned using different cementing materials such as portland cement, lime, sludge treatment compound, and industrial silica slag. Extensive laboratory studies have been conducted to evaluate the block properties such as compressive strength, tensile strength, abrasion resistance, and soundness. INTRODUCTION In cold-formed steel design, local buckling is one of the major design features because of the use of large width-to-thickness ratios for compression elements. For the purpose of determining the load-carrying capacity of automotive components, the effective width approach has been used. The objectives of the preliminary evaluation were to determine if the installation of reference signs at intervals more frequent than one-mile increments would improve the ability of emergency personnel to respond to incidents or accidents on the freeway system in the Cincinnati-northem Kentucky area. A short-term evaluation was conducted of white on blue and white on green reference signs on a three-mile section of 1-275 in Cincinnati. Based on field observations and supplemented with subjective opinions of emergency response personnel, the reference signs were determined to be a beneficial addition to the location information available to the driving public. There is a need for better cost estimating and forecasting for highway work in the Commonwealth of Kentucky. KRS45.245 grants the Interim Joint Committee on Transportation oversight of the biennial highway plan, including a review of all authorized highway project phases that exceed their estimates by 15%. In recent years, the Kentucky Transportation Cabinet has suffered the loss of many resources necessary to produce good cost estimates.
Estimates developed using current methods are not sufficiently accurate to preclude cost overruns in excess of 15%. Since enactment of KRS45.245 (1 July 1992 263 overruns, totaling nearly $117 million, have been submitted …

A Life-Cycle Cost Analysis Program For Kentucky Pavements, Jack A. Harison, David L. Allen

This report documents the development of a life-cycle cost procedure and program for project-level pavements. Included in this report are the descriptions of the models that are included in the computer program. A traffic growth model is described along with performance models for asphaltic concrete pavements and Portland cement pavements. The program calculates when rehabilitation is predicted at all future dates during the design life or analysis period. Recommended overlay thicknesses are also given. Because maintenance costs for Kentucky are not available, maintenance is treated as an annual, per square- yard quantity. User costs, in the form of a delay …
