Highway bridges provide a critical lifeline during extreme seismic events and must maintain serviceability under a large range of earthquake intensities. Consequently, the advent of more computational power has allowed more advanced analysis approaches for predicting performance and vulnerability of highway bridges under these seismic loads. In traditional two-dimensional finite element analyses, it has been demonstrated that the incidence angle of the ground motion can play a significant role in structural response. A high-resolution, finite element-based, shallow water equation model is developed to simulate the tides in the South Atlantic Bight. The model is constructed to include all of the estuarine features along the southeastern United States seaboard: coastal inlets, rivers and tidal creeks, sounds and lagoons, intertidal zones including salt marshes and mangrove swamps, and the Atlantic Intracoastal Waterway. The estuaries are represented in the finite element mesh using triangular elements with side lengths on the order of tens of meters. About 77,600 bridges throughout the United States in the Federal Highway Association (FHWA) bridge database are listed as structurally deficient. This has created a need to either replace or strengthen bridges quickly and efficiently. Due to high costs for total replacement of deficient bridges, strengthening of existing bridges is a more economical alternative. A technique that has been developing over the past two decades is the strengthening of bridges using carbon fiber reinforced polymer (CFRP) sheets. Watertown, South Dakota currently uses conventional softening to treat ground water to remove hardness, iron and manganese, and natural organic matter. The distribution system has experienced elevated concentrations of disinfection by-products, which will require additional treatment to comply with future limits set by the Stage 2 Disinfectant/Disinfection By-Products Rule. A nanofiltration membrane system has been proposed to remove additional natural organic matter from the softened water. Removing the natural organic material disinfection by-product precursors should reduce the concentration of disinfection by-products. There are two primary analyses performed: a historical data analysis of primary forcing mechanisms to determine the importance of each individual influence, and a tidal hydrodynamics analysis for the Lower St. Johns River to determine the required tidal constituents for an accurate resynthesis. Due to environmental health and nutrient impact concerns, the conventional on-site sewage collection, treatment, and disposal systems are no longer able to meet the nutrient reduction requirements for wastewater effluent and may represent a large fraction of pollutant loads. The loads include not only nitrogen (N) and phosphorus (P), but also pathogens such as fecal coliform and E. coli which indicate the presence of other disease-causing bacteria flowing into aquatic system that adversely affect public health. With population growing every year, more and more people are looking for places to live. This can lead to construction of houses near and around landfills. As homes get closer to landfills, the odors these landfills produce become more of a problem, and lead to an increase in odor complaints. Modeling these odors and recommending odor buffer distances will help determine limits on how close to landfills new homes should be allowed. This should help reduce future odor complaints. Reduction of crash occurrence on the various roadway locations (mid-block segments; signalized intersections; un-signalized intersections) and the mitigation of injury severity in the event of a crash are the major concerns of transportation safety engineers. Multi lane arterial roadways (excluding freeways and expressways) account for forty-three percent of fatal crashes in the state of Florida. Significant contributing causes fall under the broad categories of aggressive driver behavior; adverse weather and environmental conditions; and roadway geometric and traffic factors. The purpose of this thesis was to evaluate the impact of dynamic message signs (DMS) on the Orlando-Orange County Expressway Authority (OOCEA) toll road network using the Post-Deployment DMS Survey analysis. DMS are electronic traffic signs used on roadways to give travelers information about travel times, traffic congestion, accidents, disabled vehicles, AMBER alerts, and special events. The particular DMS referred to in this study are large rectangular signs installed over the travel lanes and these are not the portable trailer mount signs. This study examines the safety effects of the improvements made on multi-lane arterials. The improvements were divided into two categories 1) corridor level improvements, and 2) intersection improvements. Empirical Bayes method, which is one of the most accepted approaches for conducting before-after evaluations, has been used to assess the safety effects of the improvement projects. Safety effects are estimated not only in terms of all crashes but also rear-end (most common type) as well as severe crashes (crashes involving incapacitating and/or fatal injuries) and also angle crashes for intersection improvements. Landfill fires are relatively common incidents that landfill operators encounter which have great impact on landfill structure and the environment. According to a U.S. Fire Administration report in 2001, an average of 8,300 landfill fires occurs each year in the United States, most of them in the spring and summer months. Traffic safety and mobility of roadway work zones have been considered to be one of the major concerns in highway traffic safety and operations in Florida. In intent to expose Florida's work zones crash characteristics, the Florida Traffic Crash Records Database for years 2002, 2003 and 2004 were explored. Statistical models were estimated and Florida's work zone crash traits for single vehicle crashes and two-vehicle crashes were drawn. For the single-vehicle crashes, trucks were found more likely to be involved in single vehicle crashes in freeway work zones compared to freeways without work zones. This dissertation presents the design of an integrated watershed model, WASH123D version 3.0, a first principle, physics-based watershed-scale model of integrated hydrology/hydraulics and water quality transport. Structural Health Monitoring (SHM) is the sensing and analysis of a structure to detect abnormal behavior, damage and deterioration during regular operations as well as under extreme loadings. SHM is designed to provide objective information for decision-making on safety and serviceability. The national EPA 8-hour ozone standard for ground-level ozone was reduced from 85 parts per billion (ppb) to 75 ppb in 2008, and trends from previous years show that some of the counties in Central Florida could be in danger of violation. The numerical computer models that simulate municipal solid waste (MSW) bioreactor landfills have mainly two components--a biodegradation process module and a multi-phase flow module. The biodegradation model describes the chemical and microbiological processes of solid waste biodegradation. The models available to date include predefined solid waste biodegradation reactions and participating species. In a bioreactor landfill several processes, such as anaerobic and aerobic biodegradation, nitrogen and sulfate cycling, precipitation and dissolution of metals, and adsorption and gasification of various anthropogenic organic compounds, occur simultaneously. Augered Cast-In-Place (ACIP) Piles are used in areas were the loading from a superstructure exceeds the soil bearing capacity for usage of a shallow foundation. In Northwest Florida and along the Gulf Coast, ACIP piles are often utilized as foundation alternatives for multi-story condominium projects. Data from 25 compression load tests at 13 different project sites in Florida and Alabama were analyzed to determine their individual relationships between anticipated and determined compression load capacity. Ferrate (VI) has been studied as an alternative chemical to disinfect water and wastewater in recent years. The disinfection effectiveness of two different wet oxidation ferrate (VI) synthesis formulas in wastewater and Econlockhatchee River water was evaluated. Ferrate (VI) is synthesized by addition of ferric chloride to a mixture of sodium hydroxide and calcium hypochlorite (refer to U.S. Patent 6,790,429). One ferrate (VI) synthesis formula uses below the stoichiometric requirement of hypochlorite (Low Chlorine Formula) while the other ferrate (VI) synthesis formula uses more than the stoichiometric requirement of hypochlorite (Standard Chlorine Formula). A method for extracting linear raised features from laser scanned altimetry (LiDAR) datasets is presented. The objective is to automate the method so that elements in a coastal storm surge simulation finite element mesh might have their edges aligned along vertical terrain features. Terrain features of interest are those that are high and long enough to form a hydrodynamic impediment while being narrow enough that the features might be straddled and not modeled if element edges are not purposely aligned. The impact of blended orthophosphate (BOP) inhibitor addition on the corrosion of iron, copper, and lead in drinking water distribution systems was studied under changing water quality environment. Release of iron, copper, and lead were monitored at varying inhibitor doses and changing blends of source waters (groundwater, surface water, and desalinated water). Solid corrosion products on pipe surfaces under BOP treatment were evaluated with surface characterization techniques. The effects of corrosion inhibitors on water quality and the distribution system were studied. This dissertation investigates the effect of inhibitors on iron surface roughness, copper surface roughness, and copper release. Corrosion inhibitors included blended poly/ortho phosphate, sodium orthophosphate, zinc orthophosphate, and sodium silicate. These inhibitors were added to a blend of surface water, groundwater, and desalinated brackish water. Surface roughness of galvanized iron, unlined cast iron, lined cast iron, and polyvinyl chloride was measured using pipe coupons exposed for three months. Roughness of each pipe coupon was measured with an optical surface profiler before and after exposure to inhibitors. …

High nitrogen and phosphorus content in storm water runoff has affected groundwater, springs and surface water by impacting ecosystem integrity and human health. Nitrate may be toxic and can cause human health problem such as methemoglobinemia, liver damage and even cancers. Ferrate (molecular formula, FeVIO42-) has been studied increasingly since the 1970s as a disinfectant and coagulant for domestic wastewater and also as an oxidant for industrial wastewaters (Murmann and Roginson, 1974, Gilbert et al., 1978, Kazama, 1994, Jiang et al., 2002, and Sharmaet al., 2005). This research was performed to explore whether ferrate could possibly be used as chemical treatment for industrial wastewaters from plastic, chemical, dye, soap, and wood stain producing plants that contain 2, 4-Dinitrophenol (DNP).
