This paper reviews potential barriers to the widespread use of solar heating and cooling systems in residential and commercial buildings. Although solar systems have been technologically proven and are used to a limited extent today, economic, institutional, and legal barriers may slow future commercialization. Consideration of incentives which might reduce these barriers raises the question of how to evaluate alternative policy question options.

To help reduce natural gas and electrical operating costs, a retrofit space heating and space cooling solar energy system is integrated into the existing conventional heating and air handling systems serving the exhibit spaces. This installation would not only provide substantial energy cost savings to the Museum, but it would also provide a means of showing and explaining the operation of an actual working solar energy system to the large number of daily visitors to the Museum. This report explains the design, operation and performance of this solar energy system.

Through the past few years, fuel used to generate electricity has climbed steadily in cost resulting in a new and much higher level of acceptance for the air to air heat pump system. Manufacturers have improved the product tremendously and have established a level of reliability approaching that of the conventional air conditioner. The fact that heat pumps reduce the cost of heating by 30% to 50% over conventional electric resistance heating and that natural gas is not available in many parts of the country has resulted in more and more heat pumps being installed in homes. A cash flow computer model provides the means for coping with many of the diverse inputs that occur at different sites. A detailed case study is presented. In 1974, approximately 23 percent (256.5 trillion Btu's) of Missouri energy was consumed in the residential sector. In 1980, this figure is projected to be 246.6 trillion Btu's (21 percent) (ref. 1). The reduction reflects already implemented conservation activities and the increased use of electric heating at higher end point efficiency. Estimates suggest that energy savings of nearly 50 percent could be achieved in this sector, primarily by upgrading the thermal efficiency of building structures and changing user behavior patterns. The central issue with which this paper deals is the effectiveness of alternative air pollution control standards presently in use in the United States. More specifically, an analysis and comparison of effluent air standards versus ambient air standards will be performed. The question of effectiveness will be in the context of how well the alternative pollution control measures achieve society's expectations as goals when the standards are imposed. Society's views are assumed to be reflected through a regional (state) planner. The analysis is performed through the use of optimal control techniques. This report explains the results of "The Missouri River Computerized Data Bank." It contains all known data collected on the Missouri River beginning in the mid-1930's.

It should be noted that only 10% of the included data has been verified, i.e. has been checked against the source document. A bounds check was performed by the computer on each piece of data for upper and lower limits established for each type of data. A solar energy-intensifier-thermal energy storage system was developed and tested under actual climatic conditions in South Dakota. Performance characteristics of the system are presented for its use in drying shelled corn and for agricultural space heating. Comparisons between solar and conventional drying between solar supplemented and conventional heating are reported.

"The vertical pullout resistance of buried anchors subjected to dynamic loading was investigated by means of a laboratory model study. A dry uniformly graded sand, compacted by vibration to 92% of its relative density, was used as the test medium. Tests were performed in a 24-inch square tank using 3.0 and 5.0-inch diameter half and full-anchors. The anchors were tested at depths ranging from 5.0 to 21.0 inches.

It was assumed that the dynamic failure mechanism of earth anchors was the same as the static failure mode, and not distinct behavior. Thus static tests, i.e., tests using a constant strain …

"The purpose of this investigation was to evaluate the effectiveness of GAC* filtration in removing organic chemical contaminants from drinking water, and to determine whether the T.O. No. of the treated water could aid in the routine monitoring of the GAC filters.

Two pilot filters containing 18-in. (45.7-cm) deep GAC beds were installed at water treatment plants in Jefferson City and St. Louis County, MO; both plants treated Missouri River water. "This experimental investigation was conducted as an intermediate study to verify and substantiate a prior theoretical study for possible utilization toward development of rational bridge design criteria. The objectives of the study were to construct and instrument a 15 ft - 15 ft (4.6 m- 4.6 m) two-span, composite design, laboratory structure, to subject the structure to thermal loading, and to correlate the experimental temperature distributions, strain distributions, and deflections with those obtained from the theoretical study. "An extensive experimental investigation has been conducted to study the load-carrying capacity of cold-formed steel web elements subjected to bending stress, shear stress, and a combination of bending and shear stresses. Emphasis has been concentrated on the instability and postbuckling strength of beam webs.

In the study of beam webs subjected only to bending, the postbuckling strength of web elements and the effect of the compression flange on the moment capacity have been carefully evaluated for beams having stiffened and unstiffened flanges. Considerable savings in weight and cost can be realized if full account of this action is taken in design. INTRODUCTION This report interprets the results of three sets of test data (Ref. 1 through 3) on welded light-gage cold-formed steel specimens. The tests were conducted at Cornell for the American Iron and Steel Institute on 252 symmetric puddle and fillet welded connections tested under monotonically increasing static load. The tested connections consisted of 130 shop welded specimens and 122 field welded specimens. Design equations do not exist for connections in cold-formed steel formed with most types of mechanical fasteners, and such designs are presently based on test results. A lack of standard test procedures and corresponding evaluation methods impedes the acceptance of connection designs and the exchange of information vital to understanding the connection performance of a large number of mechanical fasteners with diverse properties. An analytical investigation of the elastic and inelastic local buckling and the elastic postbuckling behavior of unstiffened elements with an elastic rotational edge restraint has been carried out. Ultimate load data is presented from more than 1600 tests on sample connections made with different thicknesses of zinc-coated sheet steel and a variety of commonly used thread forming and self-drilling fasteners. The three fundamental loading conditions examined were pull-over, pull-out and single lap shear.

Empirical relationships have been developed which allow interpolation of the data within the range of sheet steel thicknesses tested.
