Early COVID-19 lockdowns in the first half of 2020 largely kept people at home, thereby reducing motor vehicle traffic levels. Theoretically, reduced traffic exposure should have resulted in reduced motor vehicle crashes. However, a variety of factors may have complicated this relationship. In order to better understand the impact of COVID-19 lockdowns on traffic safety outcomes, we explore fatalities, injuries, and total crashes before and during the lockdowns on both the national and state levels. We provide descriptive statistics and create negative binomial regressions exploring the role of vehicle, user, and built environment factors on traffic safety outcomes. Findings suggest …

Bridge construction inspections require quantitative measurements and location information. The conventional approach is visual inspection, which in general, is rather time-consuming, expensive due to traffic closure, subjective, and needs special access. Therefore an automated rebar layout detection algorithm was developed to quickly extract quantitative rebar layout information from the LiDAR data. This systematic method can automatically cluster the bridge elements from a 3D point cloud by using LiDAR-equipped UAS data collection and unsupervised machine learning techniques. Arkansas produces the most of the rice in the United States. About 20% of poddy is rice husk (RH), which is burnt under controlled conditions to produce rice rusk ash (RHA). The RHA is considered an environmental hazard and a significant challenge for rice millers. However, RHA is rich in pozzolanic material, which is mainly silica. Pavement construction monitoring and quality assurance (QA) practices are mostly based on costly, discrete, and destructive methods. Most quality assurance programs are based on pavement construction procedures encompassing in-situ coring for layer thickness determination, density measurements, laboratory testing to measure volumetric properties, and smoothness measurements in case of the availability of a profiler. Coastal wetlands provide an abundance of ecosystem services that benefit society, such as essential habitat for commercial species, storm protection, nutrient cycling, and carbon storage. Louisiana faces rapid rates of relative sea level rise (natural subsidence and eustatic sea levels) that threaten wetland survival, which are amplified by a reduction of riverine sediment input. While the aromatic hydrocarbon toluene is widely regarded as a contaminant associated with discharges of crude oil and refined petroleum products (e.g., gasoline), the enzyme phenylacetate decarboxylase catalyzes the decarboxylation of phenylacetate to yield toluene. Research described in this thesis further investigated toluene biosynthesis by a microbial consortium originating from chlorinated solvent-contaminated groundwater near Baton Rouge, Louisiana. In anoxic growth media supplemented with phenylacetate as a precursor, toluene accumulation was found to be maximal at near-neutral to slightly acidic pHs (toluene accumulation greater than 1 mg/L at pH in the range of 5.6 to 7.6, but was not observed for …

Most transportation departments have recognized and developed procedures to address the ever-increasing weights of trucks traveling on bridges in service today. Transportation agencies also recognize the issues with overheight vehicles’ collisions with bridges, but few stakeholders have definitive countermeasures. Bridges are becoming more vulnerable to collisions from overheight vehicles. The exact response under lateral impact force is difficult to predict. In this paper, nonlinear impact analysis shows that the degree of deformation recorded through the modeling of the unprotected vehicle-girder model provides realistic results compared to the observation from the US-61 bridge overheight vehicle impact. Calcium carbonate precipitation through microbial means is a promising pathway for concrete self-healing technologies, mainly for its microcrack sealing attributes. The main goal of this project was to study and optimize the crack healing efficiency of hydrogel encapsulated bacteria in concrete. To achieve this purpose, Bacillus pseudiformus was implemented as the bacteria strain at a concentration of 108 cells/ml. This bacterium strain along with yeast extract was combined along with three different mineral precursors corresponding to magnesium acetate, calcium lactate, and sodium lactate. Land loss restoration along the southeast Louisiana coast relies on the replenishment of sand from the sediment of the Mississippi River. To further the understanding of sediment transport and hydraulic characteristics of the lowermost segment of the river, the Louisiana Coastal Protection and Restoration Authority (CPRA) funded construction of the Lower Mississippi River Physical Model (LMRPM). This distorted-scale, movable bed model encompasses the lowermost 193-mile reach of the river, including from Donaldsonville, Louisiana to the Gulf of Mexico the Bonnet Carre Spillway and planned river sediment diversions.

Unstructured grid is a tessellation of geometric shapes in irregular patterns that provides flexibility in grid design for groundwater modeling. However, groundwater modeling is mostly developed with uniform grid tessellation and layer, which could simplify model structure or cause expensive computational costs in high-resolution simulations. Unstructured grid incorporates non-uniform horizontal and non-uniform vertical discretizations providing the capability to replicate complex hydrostratigraphy, capture geologic features that are crucial for groundwater flow simulation, and reduce computational costs while maintaining a high resolution for areas of interest. One of the emerging solutions to enhance the durability of asphalt pavements is the use of a French asphalt mix known as “High-Modulus Asphalt Concrete (HMAC).” This mix uses a hard asphalt binder, high binder content (about 6%), and low air voids content as compared to Superpave mixtures. Advanced oxidation processes (AOPs) enable the safe reuse of wastewater through the removal of persistent pollutants. Wind is one of the deadliest and most expensive hazards in the United States. Wind hazards cause significant damage to buildings and economic losses to homeowners. Economic losses average approximately $3.8 billion annually from hurricane winds and are not decreasing, even despite enhanced construction practices to reduce wind damage. There are approximately 13,000 bridges in Louisiana facilitating movement of people, goods, and services. At present, about 12% of the bridges are load posted, i.e., they are deemed to lack the strength to safely carry all legal loads. With time bridges will age and deteriorate; at the same time, legal loads might increase. Load posted bridges disrupt the movement of goods and commerce.
