Development Of A Cost-Effectiveness Methodology To Prioritize Environmental Mitigation Projects, Robert E. Thompson

A cost-effectiveness prioritization methodology was developed using concepts from the cost-effectiveness technique. The new methodology called the Cost-Effectiveness methodology (CEM) allows the prioritization of mitigation projects across broad categories of hazardous sites as would be ranked among the offices of the Environmental Protection Agency. Two performance criteria were incorporated into the process--rank projects that save the most lives per dollar and enhance general applicability across different categories of risk. A metric was developed that represents the ratio of lives saved per dollar spent on mitigation alternatives of contaminated environmental sites. Analytical Modeling Of Aquifer Decontamination By Pulsed Pumping When Contaminant Transport Is Affected By Rate-Limited Sorption And Desorption, Thomas A. Adams, Robert C. Viramontes

This research explores radially convergent contaminated transport in an aquifer towards an extraction well. This thesis presents the equations governing the transport of a contaminant during aquifer remediation by pulsed pumping. Contaminant transport is assumed to be affected by radial advection, dispersion, and sorption/desorption. Sorption is assumed to be either equilibrium or rate-limited, with the rate-limitation described by either a first-order law, or by Fickian diffusion of contaminant through layered, cylindrical, or spherical immobile water regions. The equations are derived using an arbitrary initial distribution of contaminant in both the mobile and immobile regions, and they are analytically solved in …

This study evaluated the TPH (total petroleum hydrocarbon) cleanup standard for petroleum contaminated soils (PCS). A survey of 13 state regulators was performed to characterize current standards and regulatory viewpoints on the use of a TPH versus a BTEX cleanup standard. The regulatory community considers the BTEX constituents the greatest threat to groundwater, yet expressed concern that the use of a compound specific standard, without an accompanying analysis for TPH, might result in residual soil contamination that may present risk. The Department of Defense (DoD) and the Air Force (AF) are committed to being national leaders in protecting and enhancing the environment and achieving environmental compliance. This commitment is exemplified by the Air Force Chief of Staff's goal of no notices of violation (NOVs). However, the number of AF NOVs from 1990-1992 rose from 103 to 178 an increase of 73 percent. A July 1992 AF Inspector General Report also concluded that Environmental Compliance Assessment and Management Program (ECAMP) findings were not being effectively utilized by the Major Commands (MAJCOM). This study created a model to be used at a CONUS Air Force base to determine the economic feasibility of Construction and Demolition (C&D) waste recycling. Three areas investigated to develop this model: the methods to determine amounts and types of C&D waste generated at a specific location, the markets for recycled C&D wastes, and the recycling methods currently available. From this data, gathered through records searches and interviews, a procedure was developed to perform cost/benefit analyses on the available recycling options. Cleaning up hazardous and toxic wastes left from past activities has become one of the major goals of the Department of Defense. Within the Air Force, individual major commands (MAJCOMs) annually review numerous projects submitted under the Defense Environmental Restoration Program (DERP) and forward these projects to HQ USAF/CEVR for funding. Until recently, adequate resources have been available to fully fund all projects. One of the major environmental regulations that directly affects the Air Force is the Federal Water Pollution Control Act (FWPCA). The 1972 FWPCA amendments set forth a series of national goals regarding water quality. The main mechanism for achieving these goals was the National Pollutant Discharge Elimination System (NPDES). NPDES is a program requiring dischargers to limit the quantity of pollutants discharged into the receiving waters. This research effort predicts changes in future NPDES permit requirements, and evaluated the capabilities of Air Force wastewater treatment plants (WWTPs) in meeting those future requirements. This research determines the applicability of using costs associated with chemical exposures in the workplace for financial justification of pollution prevention projects. Specifically, this thesis looks at costs incurred due to noncarcinogenic effects caused by chemical exposures. Average costs are determined through researching applicable statistical cost data. Acute effects are analyzed using an analysis of available statistical accident data from multiple sources. Expected values are then calculated based upon the projected cost of an accident and the probability of having an accident. Chronic effects are analyzed using an empirical analysis. The particulates in smoke from oil well fires can obscure targets and inhibit the use of precision-guided munitions. The purpose of this research was to develop a decision support matrix to aid commanders of air forces select methodologies for controlling oil well fire smoke through fire suppression. Through interviews with military experts and fire-fighters, a set of situational factors affecting the employment of these technologies was developed. Technologies for extinguishing oil well fires were investigated by conducting expert interviews and studying research data, periodical literature, and proposals suggesting means to control the Kuwaiti oil well fires. Cultural resources include buildings, sites, districts, structures, and objects that have significant scientific, historic, or cultural value. To properly manage the Installation Restoration Program (IRP) in the future, the Air Force (AF) needs a method to assess progress based on improvements in environmental conditions. An integral part of evaluating progress toward protecting human health and the environment is the assessment of risk reduction as a result of cleanup actions. The AF currently uses the Defense Priority Model (DPM) to assist in setting priorities for funding remedial actions at IRP sites. This research developed a model to prioritize pollution prevention projects for the distribution of limited financial resources. This model was designed for use at the major command (MAJCOM) level. Each MAJCOM is allowed to select the attributes believed to be most appropriate for evaluating pollution prevention projects. The system also allows the flexibility for MAJCOMs to weight the attributes in accordance with requirements. This study investigated methods to reduce the use and release of chlorofluorocarbon (CFC) refrigerants and evaluated alternatives to CFCS in air- conditioning and refrigeration systems. A life cycle cost (LCC) analysis formed the basis for evaluation. A literature review examined applicable CFC directives, containment methods, replacement refrigerants, and alternative processes. The results of the LCC analysis showed that maintaining the existing CFC system was always the least costly alternative. When forced to replace a CFC reciprocating package unit, the best replacement was a non-CFC reciprocating unit. Most, if not all, of Air Force IRP restoration work is accomplished through contracting avenues. The present system of cleanup and close out of these IRP sites is inefficient, time consuming, and costly. This study constructed a model to determine the feasibility of building municipal solid waste (MSW) fired modular heat recovery incinerators (HRIs) on Air Force installations. The model consisted of three gates. Gate one identified current federal regulatory air emission requirements for various HRI pollutants. It also specified two air pollution control configurations with emission reduction efficiencies capable of achieving these requirements. Gate two presented a life-cycle cost (LCC) economic analysis methodology. This research identified management practices of airfield and aircraft de/anti-icing constituents which may be implemented to deal with new storm water legislation. Storm water regulations require that deicing operations obtain a NPDES permit for discharges into storm water runoff which may mandate the use of Best Management Practices. An FAA civilian airport survey and a USAF survey were used, with a literature search, to identify practices of de/anti- icing constituents. Four major constituents are used-glycol, urea, calcium magnesium acetate, and sodium formate. There are more than 4,000 Air Force (AF) sites requiring restoration due to hazardous waste contamination. The AF goal is to completely restore all sites by 2000. One method of achieving this ambitious goal is to use in-house capabilities. This study examined the potential use of RED HORSE capabilities and training activities to assist with cleanup of contaminated sites. RED HORSE capabilities and training requirements were compared to the primary cleanup needs of the AF. This research develops a Pollution Prevention Investment Decision Model (PPIDM) to evaluate the financial feasibility of pollution prevention alternatives. The PPIDM provides managers with simple, systematic, and flexible guidelines for making accurate and expedient decisions when considering pollution prevention alternatives. The model illustrates that a comprehensive analysis is not always necessary. The PPIDM gives managers the flexibility to adjust the economic feasibility criteria based on top management's perceptions of the political environment. Initiated in 1986, the IRP is the DoD program to identify and clean-up hazardous waste sites. This study investigated the cost and effectiveness of three cooling tower water treatment programs. The programs studied were an acid program developed at WPAFB, a commercial solubilizer program manufactured by Lombardi, Inc, and a crystal modifier program developed by Dias, Inc. The experiment ran for 60 days at which time cost and effectiveness data were collected. Cost comparison was evaluated on the basis of tower performance in MBtu. The costs considered in this experiment were water costs, sewer costs, and chemical costs. All costs were recorded and totaled, then divided by the tower's performance. Legislative emphasis on reducing the toxicity of wastewater effluent has resulted in increasingly sophisticated methods of determining toxicity. The purpose of this research project is to assess the impacts on DoD wastewater treatment facilities of one new monitoring method, biomonitoring. Biomonitoring has impacted DoD wastewater treatment facilities, however not to the degree anticipated. For bases that have been impacted, cost of contracting the tests is the primary problem associated with biomonitoring.
