Although initial construction costs are high, the cost of operation and maintenance over a facilities life-cycle is significantly higher. A common challenge for facility maintenance professionals is balancing the cost of facility Maintenance and Repair (M&R) with the benefits derived from those facilities. This thesis documents how a selection of companies implemented that balance by determining their facilities requirements based on their chosen facility condition level and how they then allocated funds. This study examines the flow of groundwater through one of the treatment cells. A major goal of the study is to determine whether the system design facilitates uniform vertical flows through the subsurface soil sediments or if preferential flows occur. Conceptually, uniform flows will achieve the most efficient degree of contaminant removal possible by evenly dispersing the groundwater contaminants throughout the full volume of the subsurface media. A three-dimensional grid of piezometers is used to generate potentiometric contour maps, and in-situ tests of hydraulic conductivity facilitate construction of a numerical computer model. GeoBEST is a software program designed to simplify the contingency beddown planning process through application of geographic information technology. The purpose of this thesis was to thoroughly evaluate GeoBEST using prospective GeoBEST users in a realistic beddown planning scenario. The Technology Acceptance Model (TAM) was applied, which measures a prospective user's perceptions of the technology's usefulness and ease-of-use and predicts their intentions to use the software in the future. The purpose of this study is to determine chlorinated solvent contamination levels in an upward flow constructed wetland at Wright-Patterson Air Force Base (WPAFB), Ohio. A stratified grid sampling methodology will be used in sampling the contaminated groundwater. Analysis will be accomplished by means of purge-and-trap gas chromatography. The contaminant concentration levels will be used to enhance the design and construction of man-made wetlands used to remove chlorinated solvents from aquifers. PCE levels declined from an average of 33.97 ppb in the inflow stream to an average of 3.65 ppb in the upper layer, a 91% reduction. High concentrations occurred …

DOD and industry use chromate-containing primers extensively to inhibit corrosion on metal assets. Chromate contains Cr6+, a human carcinogen, but there is little epidemiological evidence of increased lung cancer among spray painters. Using bio-aerosol impingers, overspray particles from three primers (solvent-borne epoxy, water-borne epoxy, and solvent-borne polyurethane) were collected into water to test the hypothesis that the paint matrix inhibits Cr6+ release into water, under the premise that this simulates Cr6+ release from particles into lung fluid. The purpose of this study is to determine and explore the fundamental processes associated with biodegradation of chlorinated ethenes in iron-reducing conditions of a constructed wetland and to evaluate the impacts of changing conditions (both natural and engineer-controlled) on the system. The modeler uses a system dynamics approach to construct a model that represents behavior in the iron-reducing environment. The model incorporates hematite, a form of oxidized iron (Fe3+), as the electron acceptor in microbial biodegradation in the system. Spray painting operations using chromate-containing primer paints produce particles which may expose workers to strontium chromate. Chromate contains hexavalent chromium (Cr(VI)) which is a confirmed human carcinogen. It is suspected that the smaller particles contain disproportionately less Cr(VI) than larger particles. In order to determine if a bias in chromate content exists, paint particles were collected and separated based on particle size and the Cr(VI) concentration was determined. Aviation primer paint from the DeSoto and Deft companies was sprayed in a booth and seven-stage cascade impactors were used to separate particles.

Groundwater contamination by chlorinated ethenes is a widespread environmental problem. Conventional remediation technologies have shortcomings that have prompted further research into the development of novel treatment technologies. A palladium/ alumina catalyst in the presence of dissolved molecular hydrogen (referred to hereafter as a PD/H2 system) has been demonstrated to rapidly destroy chlorinated ethene contaminated groundwater. First-order kinetics have been used to model chlorinated ethene destruction in a PD/H2 reactor. The limitations of conventional containment technologies for groundwater contaminated with chlorinated solvents have motivated development of innovative technologies to achieve national groundwater remediation objectives. One inn9vative technology that is currently under development involves metal reductants or catalysts to chemically destroy the dissolved chlorinated solvent. In this work, genetic algorithms (GAs) were used to help interpret tracer breakthrough curves from partitioning interwell tracer tests (PITTs) conducted at Hill AFB, Utah by researchers from the University of Florida. Two transport models were developed to simulate tracer transport in the test cells. One model assumed the cell consisted of multiple layers, and that transport in each layer could he described by the one-dimensional advective/dispersive equation. The second model also assumed multiple layers, and modeled transport in the individual layers as advective transport through 100 tubes. The survey was designed to assess the CGOs' current job satisfaction and their intentions towards making a career out of the Air Force. Additionally, the survey measured the CGOs' perceptions of outsourcing, and how they feel that it will influence the Civil Engineer career field.
