The unsteady, one-dimensional Saint-Venant equations are solved by an implicit finite difference scheme to handle general channel and river flows. The initial conditions for the unsteady flow are provided by solving the steady varied flow equation for the specified boundary conditions. The solution for the unsteady flow allows any of eight separate boundary conditions to be specified which are composed of combinations of specifying the depth or discharge as functions of time at either the upstream of downstream ends, with the stage-discharge relation or constant depth and flow rate specified at the other end. Information and recommendations were developed pertaining to the organization of regional and river basin water planning studies, useful to river basin commissions and others responsible for such studies. The approach that was used included four basic components: (1) conceptualization of a planning model, based on an analysis of planning theory and organizational literature, (2) analysis and review of historical trends in water resources planned, (3) examination and comparative evaluation of 15 river basin planning studies, and (4) case studies of two planning efforts selected from the 15 examined in order to perform a more detailed analysis and to gain information …

The development and application of complementary variables (potential and flux) for modeling environmental systems are illustrated for the hydraulic and dissolved oxygen subsystems of laboratory microcosms. These sediment-water, semi-continuous flow microcosms were used to determine nutrient interchange and mercury interactions under lighted (aerobic) and dark (anaerobic) conditions. The approach of using complementary variables to describe such systems forces a more complete conceptual understanding of the system and better attention to those parameters (many of which are unknown) requiring measurement. Complementary variables are incorporated into basic linear component equations which describe basic processes of energy transfer and transformation. The components are …

Water reuse is a recognized option for augmenting water supplies to provide for expanded water needs. A methodology is developed for examining optimal strategies for water reuse within the context of the total water resources system, including both the provision of water supplies for various uses and management of wastewaters. A model of the water resources system is formulated as a “transportation “ or “transshipment” problem in linear programming depicting the possible sources of supply, including effluent sources available for reuse, which can be used to satisfy the requirements of various water users. Questions about the effect of temperature on algal cell coagulation and the relationships between algae removal and temperature, alum dosage, paddle speed, flocculation time, and settling time are answered. The investigations consisted of two series of tests: Studies on algae cultured under laboratory control, and algae in wastewater stabilization ponds. The jar-test technique was used for the coagulation of algal suspensions by alum. Coagulation of algae is caused mainly by the insoluble flocs of aluminum hydroxide. Other aluminum species also have coagulative properties but are far less effective. The destabilization of algal colloids results from enmeshment within the hydroxide precipitates, …

The objective of this study was to develop the analytical tools and procedures for minimum cost design of water distribution systems. Both analog and digital means of carrying out pressure and flow calculations were developed. As a result of this effort, digital programs for pressure and flow calculations in water distribution systems were written and have been widely distributed to practicing engineers. One procedure is based on a direct solution of the basic system equations using a linearization scheme and has several advantages over conventional techniques such as the Hardy Cross method. General feed forward controllers, conforming to standard control modes, have been derived for an activated sludge process. The analysis indicated that the appropriate controllers are proportional control with measurement of substrate flow rate, and derivative control with measurement of inlet substrate concentration, and manipulation of the rate of return sludge by both controllers.
The performance of these controllers was tested by computer simulation of five dynamic aerator models with and without sludge storage, and with two settling basin models. In all cases significant reduction of the maximum exit substrate concentration was achieved. Additional improvement resulted from the use of sludge …

The economic efficiency of water development in Utah, including transfer systems, has seldom been examined, not has the costs of public policies which result in deviations from efficient allocations. In order that public officials be better informed about water allocations, the present effort examines the efficient allocation of water in time frames up to 2020 under several alternative assumtions and calculates that cost of alternative policies. As demands upon available water supplies increase within a river basin, there is an accompanying increase in the need to assess the downstream consequences resulting from changes at specific locations within the hydrologic system. This problem is approached in this study by digital computer simulation of the hydrologic system. Modeling concepts are based upon basic relationships which describe the various hydrologic processes. Within a hydrologic system these relationships are linked by the continuity-of-mass principle which requires a mass balance at all points. The performance of three baffled model ponds was monitored and compared to the performance of an unbaffled model pond utilizing four hydraulic and organic loading rates. All four ponds were operated simultaneously under the same environmental conditions using a synthetic wastewater.
Removal of organic carbon by the biological system in the different pond configurations only varied from 94-98 percent at the longest detention time (15 days); however, a considerable effect of the baffling was observed at the lower detention times. At a hydraulic detention time of 1.5 days the percent carbon removal was 53, 60, 62, and 70 percent for …

A continuous ice-crystal replicator was modified by the addition of a gear drive to the cating wheel. This modification utilizes a positive drive force on the coating wheel rather than the friction force between the coating wheel and the film. The coating wheel operates successfully for at least 12 hours without slippage or damage to the film. Studies have uncovered several deficiencies in the replicator design which could be corrected. The correction of these deficiencies would lead to an improved quality of ice-crystal replicas. The need for continued studies in the fluid properties of Formvar solution is pointed out. A streamflow simulation model which would reproduce the essential feature of the hydrologic regime of a semi-arid region, in this case Jordan, was developmed and described. The model is intended to fit conditions which exist in such a region. The hydrologic processes components which represent the evaporation and the base flow distinguish the Jordan model from others. An extensive compiliation and general evaluation of the literature is presented which describes the temperature interaction with toxicity. Recent literature is summarized and made accessible along with a few generalized relationships such that researchers may design studies in a manner that will increase the utility of their results. A detailed indexing system is employed which makes the information contained in the report accessible by author, toxicant, and text organism. Summary tables of the most pertinent literature are also presented for easy subject retrieval. Six proposed rate equations for sorption kinetics have been investigated by laboratory batch experiments involving some 270 individual “runs” to determine sorption uptake with time for varying conditions of initial sorbate concentration, temperature, and sorbent species. The sorbate selected was rhodamine-B dye, used because it will sorb readily and is easily measured. Two sorbents, Dowex 50 resin, and Filtrasorb 200 activated carbon were used. Temperature conditions were 10, 20, 30, and 40°C, and concentrations ranged from .0008 to 400 micrograms per ml, rhodamine-B.
