Evaluation Of Edge Drains On Pennyrile Parkway Webster County, L. John Fleckenstein, David L. Allen

Kentucky Transportation Center Research Report

This report documents findings of the investigation of pipe edge drains and outlets on the Pennyrile Parkway from Milepost 60.476 to Milepost 65.305 in Webster County. The study was initiated due to concerns from District 2 personnel that possible failures in the edge drains were causing pavement distress along the right wheel path. Findings from this study indicated that approximately 40 percent of the 123 edge drain outlets were less than 50 to 60 percent open. Evaluation Of Superior Performing Portland Cement Concrete Pavements In Kentucky, Jerry G. Rose, Bobby W. Meade, David Q. Hunsucker

Kentucky Transportation Center Research Report

This research report describes a program of study directed at determining common factors which have contributed to the superior performances of selected sections of Portland cement concrete (PCC) pavements in Kentucky. The program involved an extensive survey of Kentucky's interstate, partway and other primary routes to determine locations of PCC pavement sections greater than 15 years old that had performed satisfactorily with minimal maintenance. Twelve of the best performing PCC pavements with long service life and heavy traffic were selected for detailed evaluations. There are various types of weigh-in-motion systems currently in use by agencies that collect weight data. These include load cells, bending plate, capacitance pads, piezoelectric cables, and bridge WIM's. The response and behavior of these systems differs from one type to another. Most states calibrate these systems by one of two methods. The first is to calibrate by running a truck or trucks of known weights across the scales a number of times. The second is to use a sample of trucks from the traffic stream.

Time histories of hypothetical earthquakes, along with their peak-particle accelerations, and 0 and 5 percent damped response spectra are developed as guidelines for the seismic design of highway structures and bridges within Kentucky. The time histories are derived through the use of random vibration analyses, and take into consideration the probability of earthquakes from nearby seismic zones, the attenuation of ground motions with distance in the Central United States, and the possibility of a random event occurring outside of the generally recognized zones of seismicity in the area. The purpose of this study was to: 1) assist KyTC in identifying protective coatings lor structural steel that would meet current and pending environmental regulations, I and 2) to evaluate overcoating procedures that would be cost-effective and provide regulatory (OSHA and EPA) compliance.

A coatings research program was conducted that included: 1) laboratory accelerated corrosion/weathering tests, 2) field exposure tests, and 3) experimental maintenance I painting of entire bridges by overcoating. Highways in Kentucky contain numerous rock slopes and rockfall from these slopes represent potential dangers to motorists. As these highway rock cut slopes age and deteriorate because of weathering, the potential for rockfall and rock slides increases. Some bodily injuries and traffic fatalities have been reported in past years. The general aims of this study were to establish a highway rock cut slope policy and devise a statewide system of dealing with this problem. A temporary concrete median barrier (CMB) was designed and tested for compliance under the Test Level 3 (TL-3) guidelines specified in the Recommended Procedures for the Safety Performance Evaluation of Highway Features, National Cooperative Highway Research Program (NCHRP) Report No. 350. The barrier is built to the new metric standards and has a traditional pin and loop configuration for interconnection. The objective of this research project was to develop and evaluate a standardized, temporary concrete barrier design while addressing the concerns for safety, economy, structural integrity, constructability, ease of installation, and maintenance. This update of the highway cost allocation study is the seventh in a recent series begun in the early 1980's by the Kentucky Transportation Cabinet and the Kentucky Transportation Center. The primary objectives were to determine the level of revenue contribution and cost responsibility for each class of highway user. The base year of the study is FY 1995; the most recent time period for which revenue and cost data were available. The objective of this study was to update the guidelines to be considered when determining whether left-turn phasing should be used and the appropriate type at phasing to use. Emphasis was placed on high speed areas.

There were 264 intersections included in the study with data obtained tor 518 approaches at these intersections. The data included accidents and characteristics at the intersection. Traffic conflict data were collected. Simulation models were used to estimate delays.

Recommendations were made concerning guidelines to consider when deciding whether to install left turn phasing and whether to use protected-only or protected/permitted phasing. Variables considered included …

The Extended-Weight Coal Haul Road System, created by the Kentucky Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A research study was initiated in July of 1992 to analyze the impacts of the extended-weight system.

An intermodal commuter network is an integration of passenger transportation systems, or modes, to a single comprehensive system that provides connections among the various modes, and improved travel choices to users. In the system examined in this dissertation, commuters access their final destination via auto, rail, and intermodal auto-to-rail modes. There are numerous highway paths by which a commuter can reach the final destination. Once on the highway, the commuter can switch to rail at stations along the rail route. The commuter may also choose to walk to the rail station closest to the trip's origin.

This thesis presents a case study of the trucking (or drayage) portion of rail-truck intermodal freight transportation. The approach used was to examine in detail the current costs and potential for improvement at one New Jersey intermodal terminal. The analysis is conducted using a mathematical programming model to find an optimal scheduling plan for the drayage operation. To solve the model more efficiently, a modification is made to explore the special structure of the original problem which has a sparse constraint matrix. To address concerns of poor air quality, congested highways and the need to manage and plan for transportation within budgetary constraints, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) mandated the development and implementation of a Congestion Management System (CMS). Primarily, a CMS will fuel transportation decision making with information on system performance and alternate strategies to alleviate congestion and enhance mobility. Efforts through ISTEA are expected to produce a more efficient American transportation system -- this thesis takes a look at the preparatory activities.

This report includes an analysis of traffic accident data in Kentucky for the years of 1990-1994. A primary objective of this study was to determine average accident statistics for Kentucky highways. Average and critical numbers and rates of accidents were calculated for various types of highways in rural and urban areas. Because it is desirable for bridge deck concrete to be strong and durable, the Kentucky Department of Highways chose to use a high-range water reducer to modify the properties of a conventional Class AA concrete mixture to be placed in a full-depth concrete bridge deck on US 127 in Lincoln County. A high-range water reducer is a chemical admixture that when added to low-to-normal slump concrete produces a high slump to flowing concrete. The higher slump enhances placement properties in areas of closely spaced and congested reinforcing steel such as that encountered in the corners of a skewed bridge structure. …
