Retirements and other forms of attrition have reduced employment levels at the Kentucky Transportation Cabinet (KYTC) over the past 20 years. Left in the wake of staff departures is a younger and more inexperienced workforce that shoulders numerous responsibilities. Although operations throughout the Cabinet have been affected by staff losses, construction inspection has suffered disproportionately. Strategies for mitigating the impacts of staff loss include robust knowledge management and risk-based construction inspection. The continued use of structural plastics in consumer products, industry, and transportation represents a potential source for durable, long lasting, and recyclable roadways. Costs to dispose of reinforced plastics can be similar to procuring new asphalt with mechanical performance exceeding that of the traditional road surface.

This project examines improved material development times by leveraging advanced computational material models based on validated experimental data. Self-healing asphalt, which is designed to achieve autonomic damage repair in asphalt pavement, offers a great life-extension prospect and therefore not only reduces pavement maintenance costs but also saves energy and reduces CO2 emissions. The combined asphalt self-healing system, incorporating both encapsulated rejuvenator and induction heating, can heal cracks with melted binder and aged binder rejuvenation, and the synergistic effect of the two technologies shows significant advantages in healing efficiency over the single self-healing method. Despite modern vehicles, improved transportation infrastructure, and advanced traffic signals, more than 36,000 Americans die from traffic crashes every year1. With the goal of reducing traffic fatalities to zero, New York City (NYC) adopted Vision Zero (VZ) initiatives in 2014 and has deployed 23 categories of countermeasures, ranging from road improvements to training and community outreach programs2. In this research, trend analysis and hypothesis tests were done on NYC traffic fatality data for three main categories of roadway users: motorists, cyclists, and pedestrians, to evaluate the success of the VZ initiatives. A classical maximum coverage facility location problem (MCLP) tries to maximize the coverage by serving all possible demands within the specified coverage radius. Depending on the applications, several families of MCLP variants have been developed - each with its unique set of additional constraints. One specific application is locating Emergency medical service (EMS) units. EMS units such as ambulances or drones with emergency supplies are located using models such as the maximum expected survival location problem (MEXSLP). This report describes a new approach for enhancing the alignment of utility coordination and design. Kentucky constitutional and statutory law requires that a fair process be in place to let a property owner challenge a condemnor’s right to acquire private property, including a right to appeal the initial decision. Property acquired by a condemnor must be for public use, and property owners have the right to an immediate and expedited hearing on right-to-take. In the United States vehicle weight limits are set by laws and regulations enacted at the state and federal levels. On interstates the maximum allowable gross vehicle weight is 80,000 lbs. States use different rules for permitting overdimensional and overweight (OD/OW) vehicles, and most have carve outs that exempt specific commodities from standard weight limits. Kentucky’s Division of Driver Licensing maintains the driver history records for all licensed drivers in Kentucky. It serves as the state driver licensing agency and is the locus for meeting the federal CDL requirements under 49 CFR 384. Kentucky relies on FMCSA’s Commercial Driver’s License Program Implementation (CDLPI) grant funding to subsidize salaries for Federally Funded Temporary Labor (FFTL). FFTLs verify and process documents as well as field phone calls from customers. The Kentucky Transportation Cabinet (KYTC) relies on its Maintenance Rating Program (MRP) to systematically measure conditions on state-owned roads and rights of way. Every year, the Cabinet evaluates 300-400 road segments in each of its highway districts. Segments receive aggregate scores ranging from 0 to 100, with the target score being 80. This report appraises the MRP and discusses potential strategies for its improvement. Compared to asset management programs established at other state transportation agencies, KYTC’s performs quite well. Between 1999 and 2019, MRP data show that scores improved across all road types. Executive Summary

The Kentucky Transportation Cabinet (KYTC) has adopted a data-driven decision-making process to allocate funds for highway improvement projects. This process — Strategic Highway Investment Formula for Tomorrow (SHIFT) — requires that candidate projects be scored on five critical metrics: safety, asset management, congestion, economic growth, and benefit/cost analysis. The congestion metric is vehicle hours of delay (VHD), which was first developed for the SHIFT 2020 cycle (1). For SHIFT 2022, VHD is estimated using probe speed data acquired for 166,527 directional miles of Kentucky highways.

Automation of technological process control of modern cars is becoming a requirement of the time. Automation provides a number of conveniences for drivers and passengers.
