Pavement maintenance and rehabilitation are critical and costly elements for highway agencies. A challenge for transportation agencies is to preserve roadways in an appropriate condition and extend the pavement service life while maintaining the safety and satisfaction of its users, and maximize the benefits obtained by the repair investments. Pavement maintenance programming is increasing in complexity due to limited resources and increments in traffic and population. Over 90% of the roads in the United States are paved with hot mix asphalt (HMA). These asphalt pavements include many mix types, such as permeable friction course (PFC), stone mastic asphalt (SMA) and conventional dense graded mixes. The performance of the HMA is an important factor in pavement design programs used by many departments of transportation. The type of HMA selected not only influences the performance of the pavement structure, but also the pavement's life cycle cost. The implementation of Intelligent Compaction (IC) in the construction of transportation infrastructure as a tool for quality control of compacted geomaterials has attracted the attention of a number of highway agencies. Compaction quality has been conventionally assessed using density, and to a less extent, modulus-based spot measurements at selected locations along the roadway section. While spot measurements do not provide a thorough rendition of the level of compaction of the roadway, IC technology is effective in meeting full coverage requirements. IC roller measurements are accelerometer-based measurements recording machine-ground interaction assumed to be indicative of the stiffness of the compacted geomaterial. …

Infrastructure in the US is severely aged and outdated. This presents a seemingly paradoxical problem in the field of construction management: In order to fix and make roads and highways more safe, construction zones must become inherently less safe in the process. There is a high cost to taxpayers and drivers, as work zones experience a significant amount of crashes and fatalities each year. An asset management framework provides a methodology for monitoring and maintaining assets, which include anthropogenic infrastructure (e.g., dams, embankments, and retaining structures) and natural geological features (e.g., soil and rock slopes). To analyze various factors influencing the accident severity of urban river-crossing tunnels, 12 influence factors were selected according to the three traffic elements of vehicle, road, and environment, including accident-involved vehicle type, tunnel length, tunnel speed limit, accident occurrence time, and weather. These factors were based on the historical data of 14 urban river-crossing tunnels in Shanghai. A binary logistic regression model was also utilized to identify significant influence factors and analyze the influence degrees of their accident severity. Highway engineers sometimes believe that if they redesign streets to improve pedestrian safety (for example, by introducing traffic calming techniques) they might be successfully sued for negligent design by motorists. This chapter suggests that in such situations, governments are likely to be protected by discretionary function immunity. In addition, the chapter discusses a variety of technical issues.

The hydrological process of a watershed influences a lot on the local socioeconomic development. The analysis of runoff change caused by the rapid urbanization on the watershed is of important significance in the management and protection of the local water resource. Half of U.S. drinking water comes from aquifers, and very shallow ones (table) are especially vulnerable to anthropogenic contamination. We present the case of Holliston, a Boston, Massachusetts suburb that draws its drinking water from very shallow aquifers, and where metals and solvents have been reported in groundwater. Community concerns focus on water discolored by naturally occurring manganese (Mn), despite reports stating regulatory aesthetic compliance. Epidemiologic studies suggest Mn is a potentially toxic element (PTE) for children exposed by the drinking-water pathway at levels near the regulatory aesthetic level. This paper analyzes the transferability of a composite walkability index, the Pedestrian Index of the Environment (PIE), to the Greater Montréal Area (GMA). The PIE was developed in Portland, Oregon, and is based on proprietary data. It combines six urban form variables into a score ranging from 20 to 100. The measure introduces several methodological refinements which have not been applied concurrently in previous efforts: a wide coverage of the different dimensions of the urban form, together with the use of a distance-based decay function and modelling-based weighing of the variables.

Travel times, operating speeds, and service reliability influence costs and service attractiveness. This paper outlines an approach to quantify how these metrics change after a modification of roadway design or transit routes using archived transit data. The Tri-County Metropolitan Transportation District of Oregon (TriMet), Portland's public transportation provider, archives automatic vehicle location (AVL) data for all buses as part of their bus dispatch system (BDS). The traditional process of identifying corridors for road diet improvements involves selecting potential corridors (mostly based on identifying fourlane roads) and conducting a traffic impact analysis of proposed changes on a selected roadway before implementing changes. The evaluation of roadway reallocation projects should include the analysis of traffic volumes, level of service, speeds, queue lengths and bus operations. There are tools and equipment to evaluate effectively traffic volumes and level of service changes in before-and-after studies. The quantity of cell phone applications or mobile apps have seen an upsurge at an exponential rate in under a decade. Many have been created for a variety of industries, including transportation. The advent and subsequent commercialized implementation of near-instant transport by a middleman-type of app is now known as a Transportation Network Company or TNC. Multiple strategies exist to level the playing field between travel modes and allow employees to select the travel option most beneficial to them without suffering a financial penalty. In 2010, the United Nations established access to safe drinking water as a basic human right; however, many areas around the globe still lack access. The interdisciplinary service-learning course “Water Supply in Developing Countries” was established at Purdue in 2012 to address the complex issue of water insecurity around the world. It reviews the history of transboundary politics and treaties along with Uganda’s development projects in the region. Within the social sciences, literature on third places attempts to assist in the construction of a social concept of “place”. This notion of a place is an idealization of the bridging space with home and family on one side, and work with the rule-based impersonality of life in mass society, on the other. Like the idea of work-life balance—as seen through the vocabulary of placemaking—third places provide people with a place in which there is a balance between the emotive attachments of home and family and the challenge striving for merit and reward in the marketplace. Autonomous Vehicle technology is quickly expanding its market and has found in Silicon Valley, California, a strong foothold for preliminary testing on public roads. In an effort to promote safety and transparency to consumers, the California Department of Motor Vehicles has mandated that reports of accidents involving autonomous vehicles be drafted and made available to the public. Over the past decades, motor vehicle volumes have continued to increase at a high rate. As a result, engineers in the transportation field not only need more robust knowledge of traffic operation control and transportation planning, but more attention is also needed to understand and estimate the influences that this increasing volume of vehicles has on the environment, especially the influence on air quality.
