Over the last decade, the Oregon DOT and other agencies have systematically implemented many pedestrian crossing enhancements (PCEs) across the state. This study explored the safety performance of these enhanced crossing in Oregon. Detailed data were collected on 191 crossings. Supplemental data items included crossing location information, route characteristics, surrounding land use and crossing enhancement descriptions. Pedestrian volume at the crossing locations was a highly desirable but unavailable data element. To characterize pedestrian activity, a method was developed to estimate ranges for pedestrian crosswalk activity levels based on the land use classification at the census block level and the presence …

Currently, there are both methodological and practical barriers that together preclude a substantial use of theoretically sound approaches, such as the ones recommended by the Highway Safety Manual (HSM), for traffic safety management. Although the state-of-the-art provides theoretically sound approaches such as the Empirical Bayes method, there are still various important capabilities missing. Eco-driving consists of using energy-efficient approaches to driving aimed at reducing fuel consumption and, ultimately, CO2 emissions. A previous study found that an EcoDrive informational campaign was effective at increasing the use of eco-driving behaviors, but only when employees perceived that their supervisor supported the program and when they were personally motivated to perform the eco-driving behaviors. In order to build upon the findings of our previous study, the present study focused on increasing the use of eco-driving behaviors through an informational eco-driving campaign combined with supervisor training to support the use of eco-driving practices.

This research project seeks to determine if students attending K–12 schools meeting a minimum standard of high performance classroom conditions in the state of California do evidence higher scholastic achievement, based on publically available results on state-wide standardized tests. In three phases, a subset of 200+ schools applying for grants dedicated to building high performance schools over the past decade was correlated with an existing database of achievement scores for all public schools in California. Transit signal priority (TSP) can reduce transit delay at signalized intersections by making phasing adjustments. TSP is a relatively inexpensive tool to provide faster and more reliable transit service. This webinar addresses TSP real-word performance measures as well as data integration and evaluation challenges. Results of the TSP evaluation in an arterial corridor in Portland, Oregon indicate that a timely and effective TSP system requires a high degree of sophistication, monitoring, and maintenance. TSP timing is crucial to reduce transit delay.

India is home to 240 million children currently at risk of Soil-Transmitted Helminthiasis, which is spread via unclean water, soil, and food, and causes acute pain and malnutrition. While acknowledging the research debates over WASH and mass drug administration, this study seeks to identify the systemic multidisciplinary issues affecting STH elimination efforts in rural Udaipur. Twenty-three interviews were conducted in villages, government departments, NGOs, and medical sectors to identify the challenges within each approach to deworming, and their experiences with multi-sectoral collaboration. The development of Intelligent Transportation Systems (ITS) requires high-quality traffic information within most urban areas worldwide, and under growing pressure for improving traffic management, there has been an increasing urge to collecting and monitoring of traffic data. One of the most reliable and recommended technology for drive thru or traffic control is the loop vehicle detection system. On the Portland freeway system, new software has been installed that allows the reporting of vehicle length in bins. This research investigates the use of this data (length based) by exploring time series analyses of the vehicle counts as freight and non-freight movement.

Existing data collection methods are mostly designed for videos captured by stationary cameras and are not designed to follow cyclists along a route or to integrate other sensor data. The goals of this research are: a) to develop a platform to collect naturalistic video bicycling data, b) to develop a methodology to integrate video data with other sensors that measure cyclists’ position and comfort levels, and c) to apply the platform and data collection methodology to a real-world route. The United States has spent more than $23 billion on construction in Afghanistan since 2001. The dynamic security situation created substantial project uncertainty, and many construction projects used cost-plus-fixed-fee contracts (CPFF) instead of the firm-fixed-price (FFP) norm. Using a dataset of 25 wartime construction projects managed by the Air Force Civil Engineer Center, the authors sought to confirm that both contract types yield project outcomes consistent with the established literature. As expected, they found CPFF contracts had greater cost and schedule growth than FFP. However, they did not find differences regarding as-built quality. Probe vehicle data are increasingly becoming the primary source of traffic data. As probe vehicle data become more widespread, it is imperative that methods are developed so that traffic state estimators such as flow, density, and speed can be derived from such data. In this dissertation three different methodologies are proposed for predicting traffic flow or volume on a freeway. All of the proposed methodologies exploit several different traffic flow theories in conjunction with probe vehicle data to predict traffic flow. Three civil engineering professors at the Oregon Institute of Technology (Oregon Tech) undertook a project during the 2014-15 academic year to develop a series of transportation-related graduate courses and to modernize Oregon Tech’s Traffic Engineering Laboratory. Courses were developed in the areas of transportation water resources, transportation structures and traffic engineering. At the completion of this project, Oregon Tech is now capable of increasing the number of students educated in three key civil engineering sub-disciplines that are directly related to transportation. The University of Oregon has developed a catalytic learning model that simultaneously meets the needs of both the next generation’s transportation workforce and cities looking for innovative and catalytic ways to advance a new era of transportation goals. Named the Sustainable City Year Program (SCYP), the model links local community priorities (as expressed through local plans and city council goals) with courses from a range of disciplines at a nearby university. Crash frequency modelling has been used in the past as an attempt to quantify the expected number of crashes occurring on a certain segment of roadway given a set of variables and factors describing the roadway segment and the traffic along that segment. A new predictive tool for estimating pedestrian demand has potential applications for improving walkability. By forecasting the number, location and characteristics of walking trips, this tool allows for policy-sensitive mode shifts away from automobile travel.

There is growing support to improve the quality of the walking environment and make investments to promote pedestrian travel. Despite this interest and need, current forecasting tools, particularly regional travel demand models, often fall short. Several highway agencies have either implemented or considered implementing performance tests to predict the cracking potential of asphalt concrete (AC) mixtures in the laboratory setting. One such test, the Overlay Tester (OT) test, measures the number of cycles to failure of the AC specimens by simulating the opening and closing of the cracks induced by daily temperature variations and high tensile strain generated by the traffic load. The variability of the OT test results is expressed as a major concern in reliably characterizing the cracking potential of the AC mixes.
