This research proposes a new framework methodology for integrating environmental computer applications in flexible, open and adaptively and reusable manners so that the resulting application framework could be used to effectively, flexibly and rapidly handle various environmental problems and issues. Research also demonstrates the framework algorithm with a case study. The proposed algorithm is referred as Adaptive Parallel Framework Algorithm (APF A). Core concept of the APF A is based on a parallelism, "many-to-one" mode to communicate among environmental applications, and takes advantages of a loosely coupled technology that helps archiving the required flexibility, extensibility and usability of integrated systems. …

In water distribution systems containing PVC pipe manufactured in the "early era" (prior to 1977), vinyl chloride can leach into drinking water resulting in vinyl chloride concentrations exceeding the 2 μg·L-1 maximum contaminant level. Field testing of dead-end segments of water distribution systems consisting of early-era PVC pipe was conducted to examine their initial intrapipe vinyl chloride monomer (VCM) concentrations based on a Fickian-diffusion-Based leaching model. the experiments showed a wide range of VCM concentrations within early-era PVC pipe ranging from less than 50 to more than 600 mg·kg-1. based on the diffusion modeling approach, a protocol was designed that …

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. The Spokane River in Idaho originates in Coeur d’Alene Lake (Figure 1 and Figure 2). The section of the Spokane River from Coeur d’Alene Lake to the Washington state line is the subject of a water quality study for the US Environmental Protection Agency. The objective of this study is to create a water quality and hydrodynamic model of the Spokane River in Idaho using CE-QUAL-W2 Version 3.1 (Cole and Wells, 2002).

Widespread chlorinated ethene contamination of aquifers coupled with high costs of current treatment technologies demand innovative remediation solutions. Wetlands, maintaining anaerobic and aerobic zones promoting the complete degradation of chlorinated ethenes such as Tetrachloroethylene (PCE), could be the answer. This thesis characterized the chlorinated solvent contamination levels in three strata of an upward flow constructed wetland. Analysis of samples was accomplished by purge-and-trap gas chromatography. Water quality parameters, Dissolved Oxygen (DO), Oxidation Reduction Potential (ORP), pH, Conductivity, and Temperature, were also measured in monitoring wells with a water monitoring sonde. Combining horizontal flow treatment wells (HFTWs) with in situ biodegradation is an innovative approach with the potential to remediate perchlorate-contaminated groundwater. A technology model was recently developed that combines the groundwater flow induced by HFTWs with in situ biodegration processes that result from using the HFTWs to mix electron donor into perchlorate-contaminated groundwater. A field demonstration of this approach is planned to begin this year. Of the over 17,000 DoD sites that potentially require remediation, sites containing soil and groundwater contaminated by energetic compounds are prevalent (Larson et al., 2001). Production of energetics such as 2,4,6-trinitrotoluene (TNT), hexahydro-1,3,5 - trinitro- 1,3,5 -triazine (RDX), and octahydro-1,3,5,7-tetranitro- 1,3,5,7-tetrasocine (HMX) for use in munitions has created a DoD-wide problem due to improper disposal techniques (Price et al., 2001), Nitro aromatic compounds (NACs) similar to those used in explosives can also be found in insecticides, herbicides, pharmaceuticals, dyes, plastics, and many other commonly used products. Groundwater and soil contamination is a significant problem throughout the nation, with approximately 300,000 to 400,000 sites affected (National Research Council, 1994). Examples of groundwater contaminants of special interest to DoD and AF installations include fuel hydrocarbons, chlorinated hydrocarbons, and nitroaromatic compounds. Traditional remediation technologies, which include pump-and-treat, permeable reactive barriers, and natural attenuation, have numerous drawbacks associated with them. These drawbacks have prompted researchers to look for innovative contamination clean-up methods. There are both internal and external pressures on the U.S. Department of Energy to reduce the estimated costs of isolating radioactive waste, $19 billion for transuranic waste at Waste Isolation Pilot Plant (WIPP) and $57 billion for high level waste at Yucca Mountain. The question arises whether economic analyses would add to the decision-making process to reduce costs yet maintain the same level of radiological protection. This paper examines the advantages and disadvantages of using cost-benefit analysis (CBA), a tool used to measure economic efficiency as an input for these decisions. Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

A tornado changes its wind speed and direction rapidly; therefore, it is difficult to study the effects of a tornado on buildings in a wind tunnel. The status of the tornado-structure interaction and various models of the tornado wind field found in literature are surveyed. Three dimensional computer modeling work using the turbulence model based on large eddy simulation is presented. The effect of a tornado on a cubic building is considered for this study. Students learn more if they are actively involved in the learning process, particularly in a cooperative manner. Several UMR faculty have operated course-based learning centers (LCs) as part of the campus-wide Learning Enhancement Across Disciplines (LEAD) Program of student learning assistance and enhancement. LCs are designed to assist large numbers of students in a cost- and time-efficient manner that promotes student engagement without requiring undue amounts of faculty time. TASK 26: Upgrade of Earthquake Simulation Facilities in the Large-Scale Structures Laboratory at University of Nevada Reno The objective of this Task was to purchase, install and commission the equipment necessary to upgrade two existing shake tables in the Structures Laboratory at UNR, from uniaxial to biaxial motion. It was recognized that a parallel effort, funded by NSF and HUD, to add a third biaxial table with identical properties to the upgraded existing tables, would be undertaken at the same time.

The Upper Spokane River system under consideration is located in the Northeastern part of Washington State and runs from the Stateline with Idaho, River mile (RM) 96.0, downstream to Long Lake dam at RM 32.5. Figure 1 shows the river system and an outline the boundaries of the City of Spokane.

This research establishes quantitative relationships between soil's anisotropy and liquefaction resistance for granular materials. Uniform medium density (Dr = 50%) sand specimens were prepared using three different sample preparation techniques (air pluviated (AP), moist tamped (NIT), and moist vibrated (MV)) to create different initial soil fabrics. Undrained cyclic triaxial tests were then performed to determine the liquefaction resistance of each soil specimen. On the same specimens in the triaxial cell, vertical and horizontal compression wave velocities and vertical shear wave velocity (Vs) were measured using piezoelectric bender elements.
