Planning
Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. An evaluation of Pacific and Atlantic Ocean sea surface temperatures (SSTs) and continental U.S. streamflow was performed to identify coupled regions of SST and continental U.S. streamflow variability. Both SSTs and streamflow displayed temporal variability when applying the singular value decomposition (SVD) statistical method. Initially, an extended temporal evaluation was performed using the entire period of record (i.e., all years from 1951 to 2002). This was followed by an interdecadal-temporal evaluation for the Pacific (Atlantic) Ocean based on the phase of the Pacific Decadal Oscillation (PDO) (Atlantic Multidecadal Oscillation (AMO)). This paper presents the results of a study which focused at the spatial and temporal characteristics of sediment transport and deposition in the main river channels and floodplains. Two different numerical models were used to simulate stream flow and to analyze sediment transport and deposition in the river channels: (1) the SMS modules RMA2 and SED2D and (2) the SCALDIS model developed at the Free University of Brussels. Both numerical models contain a two-dimensional hydrodynamic module and a sediment transport module, allowing simulation of stream flow and sediment transport processes in river channels. Lake Victoria is experiencing multifaceted environmental and ecological problems. A study of the problems needs a multidisciplinary approach. to establish the cause-effect relationships. The study focuses on the hydraulics of Lake Victoria's Magu Bay and Simiyu riverine input of suspended sediments and their distribution in the Bay. Sampling in the river mouth and the Bay was conducted aboard an 8m outboard engine wooden boat. Turbidity, currents speed and direction were measured using an "AANDERAA" multi-sensor self-recording current meter model 9 (RCM9). The diversity of microbial communities in wetlands has not been fully measured. These communities may offer tools to naturally remediate sites polluted with chlorinated compounds. The use of wetlands to effectively remediate aquifers contaminated with chlorinated solvents is an emerging technique, which shows high promise. In order to better understand this process and test its legitimacy, a treatment wetland was constructed at Wright-Patterson AFB, Dayton, Ohio and, in a joint effort with Wright State University (WSU), has previously shown the effective removal of PCE. The purpose of this research was to characterize the soil bacterial community, pre-PCE injection, among three wetland plant species from the sedge family (Cyperaceae) within constructed wetland mesocosms and to identify any bacterial dominance. Most existing economic analyses of optimal groundwater management use single-cell aquifer models, which assume that an aquifer responds uniformly and instantly to ground- water pumping. This paper demonstrates how spatially explicit aquifer response equations from the water resources engineering literature may be embedded in a general economic framework. Calibration of our theoretical model to published economic studies of spe- cific aquifers demonstrates that, by averaging basin drawdown across the entire resource, existing studies generally understate the magnitude of the groundwater pumping external- ity relative to spatially explicit models. The primary objectives of this thesis are (1) determine if the proper indicator organism is being utilized to determine the bacterial water quality in the State of Virginia. (2) If other environmental factors can predict the bacterial water quality. The current indicator organism of choice for bacterial water quality of waters in the State of Virginia is enterococci, for estuarine and brackish waters. E. coli is the indicator organism of choice for fresh waters in Virginia.

Computer peripherals, such as keyboards, scanners, printers, cameras, and Personal Data Assistants (PDAs) typically communicate with a host PC via an unencrypted protocol, leaving them vulnerable to eavesdropping techniques, such as keyloggers. An encryption system was developed that is simple enough to be used in peripherals that do not have large amounts of processing power and memory. A software driver loaded in the operating system of the host computer communicates with a simple 8-bit microcontroller in the peripheral device. The driver handles key generation, key exchange, and provides decrypted data to the operating system. A key exchange protocol allows the …

Research has shown higher levels of copper appear in drinking water conveyed through relatively new copper piping systems; older piping systems typically deliver lower copper levels in their drinking water. This research contributes field data from a real drinking water distribution system, providing a better understanding of this phenomenon, as it relates to treatment considerations and compliance with the Lead and Copper Rule. The study of the long term mechanical behavior of Yucca Mountain tuffs is important for several reasons. Long term stability of excavations will affect accessibility (e.g. for inspection purposes), and retrievability. Long term instabilities may induce loading of drip shields and/or emplaced waste, thus affecting drip shield and/or waste package corrosion. Failure of excavations will affect airflow, may affect water flow, and may affect temperature distributions. Chlorinated hydrocarbons and their degradation products are among of the most common organic groundwater contaminates in the United States. These compounds attack the central nervous system in animals and can affect the photosynthesis of plants. These compounds are also resistant to degradation in the environment and, because of this, pose a risk to any ecosystem in which they are present. In this study a service-learning project was conducted with secondary students in a construction technology based course. Three research questions were considered; (1) does service learning projects help to engage student participation, (2) can students learn the course curriculum while participating in a service learning project, and (3) is there a correlation between student participation and student learning as it pertains to service learning projects? The data was collected through surveys, observations, interviews, and evaluations. For nearly half a century, groundwater has been portrayed in the economic literature as a typical common property resource. Numerous studies of groundwater extraction have analyzed the externalities imposed by users on each other. A large body of work offers clear prescriptions in the form of optimal policy instruments, and a similarly large body of work advocates the needlessness of any centralized intervention. Yet existing theoretical models of groundwater extraction implicitly make two strong assumptions about the underlying behavior of the resource. N-acetyl-l-cysteine (NAC) is a well-known antioxidant that is capable of facilitating glutathione (GSH) biosynthesis and replenishing intracellular GSH under oxidatively challenging circumstances. N-acetyl-cysteine-amide (NACA), the amide form of NAC, is a newly designed and synthesized thiol-containing compound which is believed to be more lipophilic and permeable through cell membranes than NAC. The metabolic and antioxidant effects of these compounds in vitro and in vivo are under investigation. However, an analytical method that can separate and quantify both compounds simultaneously is not yet available, to the best of our knowledge. Unified unsymmetrical and symmetrical iterative solvers for handling multiple right-hand-side vectors are examined in this work. Efficient computer implementation strategies (to reduce computational time and in-core memory requirements) are proposed. In-core, out-of-core, linear, multiple right hand side (RHS) vectors, non-linear, symmetrical, and unsymmetrical capabilities of the developed software are demonstrated by solving variety of problems selected form different engineering disciplines. Results indicate that the developed algorithm and software is reliable and efficient.

A study of the influence of interdecadal, decadal, and interannual oceanic-atmospheric influences on streamflow in the United States is presented. Unimpaired streamflow was identified for 639 stations in the United States for the period 1951–2002. The phases (cold/negative or warm/positive) of Pacific Ocean (El Niño–Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO)) and Atlantic Ocean (Atlantic Multidecadal Oscillation (AMO) and North Atlantic Oscillation (NAO)) oceanic-atmospheric influences were identified for the year prior to the streamflow year (i.e., long lead time). Current exploratory boring operations in and around Manhattan, New York City are providing geologists and geotechnical engineers with a plethora of new and interesting geological information, which has not been previously reported. The rocks encountered, mostly medium to high-grade metamorphic rocks, with both mafic and felsic intrusives, are highly variable in competency and mechanical durability. One of the most frequently encountered rock types is a garnetiferous-muscovite-biotite schist which grades into schistose gneiss and displays a wide variety of structural, compositional, and textural attributes. This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. A water quality model of Lake Whatcom, Washington was developed as part of a Total Maximum Daily Load Study for the Washington Department of Ecology. Lake Whatcom is a large natural lake which is listed on the 1998 Washington State 303(d) list of waterbodies which do not meet the criterion for dissolved oxygen. Located next to the city of Bellingham, it is approximately 10 miles long and has a surface area of approximately 5000 acres and a maximum depth of over 100 meters. As a result of a Total Maximum Daily Load (TMDL) study of the Spokane River in Washington, a hydrodynamic and water quality model for the Spokane River was developed by Portland State University (PSU) for the Corps of Engineers and the Washington Department of Ecology from the Washington-Idaho state line to the outlet of Long Lake.

The Willamette National Forest has worked with Portland State University, Center for Lakes and Reservoirs (PSU) and the University of Oregon (UO) to investigate ecosystem changes, provide guidance on long-term monitoring methods, assess monitoring data, develop predictive water quality models, and conduct research that will lead to better protection and understanding of the Waldo Lake ecosystem. This report summarizes the second year of collaborative PSU-UO research at Waldo Lake.
