Compressed air is typically one of the most expensive utilities in an industrial facility. As a result, potential savings opportunities are aggressively sought out and identified. Once identified, projected energy savings must be calculated in order to justify the cost of implementing the savings opportunity. It is important to calculate projected energy and cost savings as accurately as possible. Unfortunately, savings are frequently overestimated because the methods used to estimate savings neglect to consider important factors such as compressor control and type, storage, and multiple compressor operation.

The hydrology of wetlands, particularly how wetland soils collect, store, and redistribute water strongly affects how wetland systems function. In created wetlands, construction processes and materials influence the hydrology and consequently, the potential for successful reestablishment of target vegetation communities. During 2002–2004, the Virginia Department of Transportation constructed large mitigation wetlands on two different Quaternary aged surfaces with very similar hydrogeomorphic conditions. The Sandy Bottom Nature Park site (SBNP) located in Hampton, VA and rests on the sandy loam Tabb Formation while the Charles City Wetland site (CCW) lies on the older and clay-rich Shirley Formation. In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. Widespread chlorinated ethene contamination of aquifers coupled with high costs of current treatment technologies demand innovative remediation solutions. Wetlands, maintaining anaerobic and aerobic zones promoting the complete degradation of chlorinated ethenes such as Tetrachloroethylene (PCE), could be the answer. This thesis characterized the chlorinated solvent contamination levels in three strata of an upward flow constructed wetland. Analysis of samples was accomplished by purge-and-trap gas chromatography. Water quality parameters, Dissolved Oxygen (DO), Oxidation Reduction Potential (ORP), pH, Conductivity, and Temperature, were also measured in monitoring wells with a water monitoring sonde. Combining horizontal flow treatment wells (HFTWs) with in situ biodegradation is an innovative approach with the potential to remediate perchlorate-contaminated groundwater. A technology model was recently developed that combines the groundwater flow induced by HFTWs with in situ biodegration processes that result from using the HFTWs to mix electron donor into perchlorate-contaminated groundwater. A field demonstration of this approach is planned to begin this year. In order to apply the technology in the field, project managers need to understand how contaminated site conditions and technology design parameters impact technology performance. Groundwater and soil contamination is a significant problem throughout the nation, with approximately 300,000 to 400,000 sites affected (National Research Council, 1994). Examples of groundwater contaminants of special interest to DoD and AF installations include fuel hydrocarbons, chlorinated hydrocarbons, and nitroaromatic compounds. Traditional remediation technologies, which include pump-and-treat, permeable reactive barriers, and natural attenuation, have numerous drawbacks associated with them. These drawbacks have prompted researchers to look for innovative contamination clean-up methods. Of the over 17,000 DoD sites that potentially require remediation, sites containing soil and groundwater contaminated by energetic compounds are prevalent (Larson et al., 2001). Production of energetics such as 2,4,6-trinitrotoluene (TNT), hexahydro-1,3,5 - trinitro- 1,3,5 -triazine (RDX), and octahydro-1,3,5,7-tetranitro- 1,3,5,7-tetrasocine (HMX) for use in munitions has created a DoD-wide problem due to improper disposal techniques (Price et al., 2001), Nitro aromatic compounds (NACs) similar to those used in explosives can also be found in insecticides, herbicides, pharmaceuticals, dyes, plastics, and many other commonly used products. There are both internal and external pressures on the U.S. Department of Energy to reduce the estimated costs of isolating radioactive waste, $19 billion for transuranic waste at Waste Isolation Pilot Plant (WIPP) and $57 billion for high level waste at Yucca Mountain. The question arises whether economic analyses would add to the decision-making process to reduce costs yet maintain the same level of radiological protection. This paper examines the advantages and disadvantages of using cost-benefit analysis (CBA), a tool used to measure economic efficiency as an input for these decisions. Legislation

Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

This seems a good time to write about the history of and reasons for building the dam, the effects of the dam and reservoir on the Republican River valley, and the geologic features seen along the shores of the lake and areas nearby.
