This proposal centers on the development of a Concept of Operations in Advanced Air Mobility (AAM). Kent State University's College of Aeronautics and Engineering is poised to pioneer the integration of drones and electric Vertical Takeoff and Landing (eVTOL) systems, bridging the gap between its campus and airport by transporting students and faculty the 3NM distance from campus to the airport and back by a UAV. This paper will examine the functional differences between Unmanned Aircraft Traffic Management Systems, Air Traffic Management Systems, and Space Traffic Management. Understanding both the similarities between the systems and the different functional requirements of each concept is critical in the discussion and development of STM. While there are many commonalities in each area, it is important to understand how the different environments affect the ability to develop policies, procedure and technologies to manage the vehicles operating in the distinct environment. The United States military is committed to the development of complete autonomy in unmanned vehicles, including armed unmanned aerial systems (UAS). The design and deployment of autonomous lethal UAS raises ethical issues that have implications for human factors. System design, procedures, and training will be impacted by the advent of autonomous lethal UAS. This paper will define relevant vocabulary, review the literature on robot ethics as it applies to the military setting, discuss various perspectives in the research community, address levels of UAS autonomy, and discuss implications for operator training, responsibility, and human-machine interaction.
